The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Susanne Jones, Richard Thomas, and Joe Whaley. Absent: Bringier H. Barker and Bob D. Bateman. The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by Joe Whaley, seconded by Richard Thomas, that the Board adopt the minutes of the June 13, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by Joe Whaley, that the Board open bids received for the sale of Vernon School Property. Motion carried unanimously. President Smith opened the sole bid received which was submitted by Third District - Sunday School and Holiness Young People Union of the Church of Christ Holiness U.S.A., in the total amount of $14,000.00. According to Attorney Kuhn, the property had been appraised, as required by law, at a value of $40,000.00. The law states that a bid shall be rejected if it does not equal or exceed the appraised value, and the sale shall be re-advertised with a minimum bid of the appraised value. It was moved by Jimmie Corkern, seconded by Susanne Jones, that the bid received for the sale of Vernon School Property be rejected because it did not equal the appraised value of the property. Motion carried unanimously. It was moved by John Dawsey, seconded by Jimmie Corkern, that the Board re-advertise the sale of Vernon School Property with a minimum bid of $40,000.00 required. Motion carried unanimously. The advertisement will be published July 3, 10, and 17, 1991, and bids will be opened and considered at the regular meeting scheduled for August 22, 1991, at 6:30 P.M.

 

The Board heard an interesting and informative report from Mickey Fornea, Principal, Varnado Elementary School.

 

Following review of revisions by Mary M. Jones, Supervisor, it was moved by Richard Thomas, seconded by Joe Whaley, that the Board adopt the 1991-92 Pupil Progression Plan. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by John Dawsey, that the Board approve the following summer remediation teacher contracts for the period July 15, 1991, through August 2, 1991, at a rate of $25.00 per hour, five (5) hours per week, for a total of $375.00 (State-funded):

Motion carried unanimously.

 

Mr. Raybourn informed the Board of a new Federal law regarding Social Security for temporary employees. Effective July 1, 1991, social security tax will be applicable to anyone temporarily employed who doesn't qualify for a retirement system.

 

It was moved by Jimmie Corkern, seconded by John Dawsey, that the Board authorize the receiving of quotations for the sale of a 1975 GMC 60-passenger bus belonging to Franklinton High School. Quotations will be accepted through July 8, 1991, at 4:00 P.M. The Board President, Superintendent, and Franklinton High School Principal will be authorized to review quotes and negotiate to dispose of bus if no quotes are submitted. Motion carried unanimously.

 

Superintendent Brown reported to the Board that the Legislature has refused to approve the Minimum Foundation Program Formula recommended to it by the Board of Elementary and Secondary Education. It appears that the only possible relief for adequate, equitable funding will have to be sought through the courts. To that end, J. Rogers Pope, Superintendent, Livingston Parish, has called a meeting of all the school systems interested in pursuing this avenue for July 24, 1991.

 

The Board agreed to close the central office on July 5, 1991.
