The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry, and Lesley McKinley.  Absent: None

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

Agenda Item #4 – Consider a motion to adopt the minutes of the May 7, 2015, regular board meeting (Matthew Tate).

 

  It was moved by John Breland, seconded by Alan McCain, that the Board adopt the minutes of the May 7, 2015, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Discuss and take appropriate action regarding bids received on school supplies for the 2015/2016 school year (Lacy Burris).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board approve the bids received on school supplies for the 2015/2016 school year as follows:

Agenda Item #6 – Discuss and take appropriate action regarding student transfers for the 2015/2016 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Dewitt Perry, seconded by Robert Boone, that the Board approve the transfers for the 2015/2016 school year as presented.  Motion carried unanimously.

 

Agenda Item #7 – Consider a motion to approve revisions to the Student Code of Conduct for the 2015/2016 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Alan McCain, seconded by John Wyble, that the Board approve the revisions to the Student Code of Conduct for the 2015/2016 school year as follows:

Seat Time Recovery Requirement

Students in danger of failing due to excessive absences may be allowed to make up missed seat time held outside of the regular school day.  The makeup sessions must be completed before the end of the current semester for high school students and the end of the year for elementary/junior high students.

 

Dress and Personal Grooming

Male Students

Hair – The natural length of hair may not fall below the base of a collar on a shirt or down upon the eyebrows in front.  Afros or teased hair styles must be neat and well groomed.  Hair arranged in a manner detrimental to the performance of normal educational activities will be prohibited.  Hair also must be clean, well groomed, and not unusually colored.  Sculptured hair styles that include pictures, symbols, letter, numbers, etc., will not be permitted. 

Facial Hair – Male students are prohibited from wearing beards or goatees.  Sideburns may be worn to the base of the earlobe, but pork chop style is prohibited.  Students may wear a neatly trimmed mustache, but handlebar styles are prohibited.  Lines or spaces in eyebrows will not be permitted.

Added in bold at end of male section:  Any student out of dress code with hair/facial hair policy has 48 hours to comply with School Board policy.  The student will remain in SAEP until he complies with policy.

 

Female Students

Hair – Add:  Hair arranged in a manner detrimental to the performance of normal educational activities will be prohibited.

Jewelry – Earrings are to be worn in the ears only.  (Remove: Earrings are to be worn in the earlobes only and no more than one hole per ear.)

Jackets

Jackets must be a solid color and free of all inappropriate logos.  A jacket is defined as long sleeved, opened in the front from top to bottom completely by zipper, buttons, or snaps.  Shirts, vest, or cropped jackets are not approved jackets.

Only school approved pull-over hooded pouched sweatshirts allowed – must be school colors.  Hoodies are not allowed in the alternative program.

 

Dress Code Regulations

Shirts must be tucked in at all times.

Agenda Item #8 – Discuss and take appropriate action regarding Washington Parish School Board Policy File: KG-E2 – Application to Use School Facilities (Alan McCain).

 

It was moved by John Wyble, seconded by Robert Boone, that the Board approve Washington Parish School Board Policy File: KG-E2 – Application to Use School Facilities.   Motion carried unanimously.

 

Agenda Item #9 – Consider a motion to adopt a resolution entering into a Cooperative Endeavor Agreement with the Washington Parish Government for hardening and retrofitting designated buildings of the Washington Parish School Board with the use of LA Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) – FEMA funds (Darrell Fairburn).

 

It was moved by Alan McCain, seconded by John Wyble, that the Board adopt a resolution entering into a Cooperative Endeavor Agreement with the Washington Parish Government for hardening and retrofitting designated buildings of the Washington Parish School Board with the use of LA Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) – FEMA funds.  Motion carried unanimously.

 

Agenda Item #10 – Discuss and take appropriate action regarding bids received on a modular building for Franklinton High School JROTC program (Richard Kennedy).

It was moved by John Wyble, seconded by Dewitt Perry, that the Board approve the low bid of $65,995.00 from Satellite Shelters, Inc. for Franklinton High School JROTC modular building.  Motion carried unanimously.  Other bids submitted:

It was moved by Robert Boone, seconded by Bruce Brown, that the Board adopt the transportation adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

 

Franklinton District:                                                        Extend the route of Loretta Stafford 21.7 miles one way to pick up students on Ard Davidson Road.  Effective date:  May 8, 2015.

 

Motion carried unanimously.

Agenda Item #14 - Superintendent’s Report

 

Superintendent Fairburn stated that seniors at our 4 high schools received over $1,561,028 in scholarships for 2014-2015.  Seniors of 2015 accumulated a total of 1059 college credit hours in the dual enrollment classes.  11 students graduated with 3 hours credit in AP English.  32 students scored 50 or better on a CLEP test (juniors and seniors).  These students will receive college credit for the course in which they tested.

 

Superintendent has visited all schools and all schools are looking good as they are preparing for the upcoming school year.

 

Agenda Item #15 - Personal Privileges – School Board Members

 

The Board congratulated and welcomed Shane Smith, the new Assistant Principal at Franklinton High School.  Mr. Smith thanked the Board for the opportunity and their support.

 

The Board congratulated all on their contract renewals with the system.  Aylene Crain, Franklinton Primary School Principal, Jackie Boone, Enon Elementary School Principal and Steve Knight, Thomas Elementary School Principal, thanked the Board for the renewal of their contracts.

 

John Wyble congratulated Josh Magee, Morgan Angelo and Mack McElveen on being selected as Class 4A All-State1st team.
