The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item#4 – Administer Oath of Office to board members

 

Wayne Kuhn, Attorney, administered the Oath of Office to all board members, as follows: Dan Slocum, District 1; John Wyble, District 2, Bruce Brown, District 3; John Breland, District 4; Robert Boone, District 5; Dewitt Perry, District 6; Lee Alan McCain, District 7; Matthew Tate, District 8; and Lesley McKinley, District 9.

 

Agenda Item #5 - Election of Officers of the Board.

 

President Matthew Tate opened the floor for nominations for President of the Board to serve for the next two (2) years.  Dan Slocum nominated Matthew Tate and Bruce Brown seconded the nomination.  It was moved by Dewitt Perry, seconded by Lesley McKinley, that nominations be closed.  FOR: Dan Slocum, John Wyble, Bruce Brown, John Breland, Robert Boone, Dewitt Perry, Alan McCain, and Lesley McKinley.  ABSTAINING:  Matthew Tate.  Motion carried and Matthew Tate was declared President of the Board.

 

President Tate then opened the floor for nominations for Vice-President of the Board for the next two (2) years.  Bruce Brown nominated Alan McCain; Dan Sloucm seconded the nomination.  It was moved by Dewitt Perry, seconded by Lesley McKinely, that nominations be closed.  FOR: Dan Slocum, John Wyble, Bruce Brown, John Breland, Robert Boone, Dewitt Perry, Matthew Tate, and Lesley McKinley.  ABSTAINING: Alan McCain.  Motion carried and Alan McCain was declared Vice-President of the Board.

           

Agenda Item #6 – Consider a motion to adopt the minutes of the December 11, 2014, regular board meeting (Matthew Tate).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board adopt the minutes of the December 11, 2014, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #7 – Consider a motion to authorize withdrawal privileges for Renee Burris and Polly Thigpen on all Varnado High School Bank accounts and terminate withdrawal privileges for Randy Branch on all Varnado High School bank accounts effective December 15, 2014 (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board authorize withdrawal privileges for Renee Burris and Polly Thigpen on all Varnado High School Bank accounts and terminate withdrawal privileges for Randy Branch on all Varnado High School bank accounts effective December 15, 2014.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to adopt a resolution entering into a Cooperative Endeavor Agreement with the Washington Parish Council on Aging (Darrell Fairburn).

 

It was moved by John Breland, seconded by Dewitt Perry, that the Board adopt a resolution entering into a Cooperative Endeavor Agreement with the Washington Parish Council on Aging.  Motion carried unanimously.

 

Agenda Item #9 – Discuss and take appropriate action regarding the Use of School Facilities form (Darrell Fairburn).

 

It was moved by Alan McCain, seconded by John Wyble, that the Board discuss the Use of School Facilities policy.  Motion carried unanimously.  The Board decided to bring back a recommendation to the Board in February or March.  It was then moved by Dewitt Perry, seconded by Alan McCain, that the Board table the item.  Motion carried unanimously.  Then it was moved by John Wyble, seconded by Alan McCain, that the Board rescind the motion to table the item.  Motion carried unanimously.  It was moved by Robert Boone, seconded by Lesley McKinley, that the Board postpone the agenda item until a later date.  Motion carried unanimously.

 

Agenda Item #10 - Consider a motion to adopt revised Washington Parish School Board Policy File: DE – Debt Limitation; File: DFD – Tax and Bond Elections and Sales; File: DFL – Cash Management and Investments and File: DJE – Purchasing (Richard Kennedy).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt revised Washington Parish School Board Policy File: DE – Debt Limitation; File: DFD – Tax and Bond Elections and Sales; File: DFL – Cash Management and Investments and File: DJE – Purchasing.  Motion carried unanimously.

            Franklinton Elementary School:  Betty Burton, School Food Service Worker, Retirement Resignation effective May 22, 2015.

DISABILITY RETIREMENT RESIGNATION

            Franklinton School District:  Sherry Beauvais, Bus Operator, Disability Retirement Resignation effective December 19, 2014.

LEAVE WITHOUT PAY

            Pine School:  Michelle Stuart, Special Education Teacher, Leave Without Pay effective January 7, 2015 through May 22, 2015.

TRANSFER

            Jackie Brignac, Special Education Teacher, Wesley Ray Elementary School TO Special Education Teacher, Varnado High School effective January 6, 2015 (Replacing Pepper Van Norman).

            Wesley Ray Elementary School:  Felicia Jefferson, Special Education Teacher, Employ effective January 6, 2015 and the remainder of the 2014/2015 school year only (TAT) (Replacing Jackie Brignac).

Agenda Item #12 - Discuss and take appropriate action regarding Transportation Adjustments (Richard Kennedy).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board adopt the transportation adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:  

Extend the route of Randy Welch .6 miles one way to pick up  students at 1305 Roberts Road.  Effective date:  December 12, 2014.
 
Deduct 3.3 miles one way from the route of Randy Welch.  Student no longer on route at 25290 Hwy. 450.  Effective date:  January 9, 2015.
 

 

Motion carried unanimously.

Agenda Item #13 - Superintendent’s Report

 

FHS JROTC performed at the District Attorney’s swearing in and was commended on a great performance.

 

LSBA – Rose Dominquez is running form Board of Directors in Ann Smith’s position.

 

A Board Retreat will be held on February 7, 2015 at the Bogue Chitto State Park from 9 a.m. until noon.

 

Agenda Item #14 - Personal Privileges – School Board Members

 

All board members welcomed Mr. Robert Boone to the Board and congratulated Mr. Tate and Mr. McCain on their continued leadership of the board.

 

Mr. Tate handed out the new committee assignments to the Board for January 1, 2015 – December 31, 2015.

It was moved by John Wyble, seconded by Bruce Brown, that the Board adjourn.  Motion carried unanimously.
