The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Freddie Jefferson, Dewitt Perry, Alan McCain, Karl Bickham and Matthew Tate. Absent: Bruce Brown, Linda Thomas, and Mary Adams.

The meeting was called to order by President Freddie Jefferson. He welcomed School Board Attorney Wayne Kuhn, news media and guests.

It was moved by Karl Bickham, seconded by Alan McCain, that the Board adopt the minutes of the May 22, 2008, regular board meeting as presented to each member. Motion carried unanimously.
Agenda Item #5 - Recognition of Washington Parish Exemplary Schools (Richard Kennedy).
Superintendent Fairburn stated that two schools from the Washington Parish School System are being recognized for academic growth during the 2007/2008 academic year. They were presented a flag for academic growth and monetary rewards as follows:

It was moved by Dan Slocum, seconded by Karl Bickham, that the Board adopt the Era-Leader, Franklinton, LA as the Official Journal for the period beginning July 1, 2008 and ending June 30, 2009. Motion carried unanimously.
Agenda Item #13 - Consider a motion to adopt a Cooperative Endeavor Agreement Resolution (Beth Fussell).
It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt a Cooperative Endeavor Agreement Resolution. Motion carried unanimously. SEE ATTACHED.
Agenda Item #14 - Consider a motion to approve a Third Party Administrator, for workers compensation (Beth Fussell).
It was moved by Dan Slocum, seconded by Matthew Tate, that the Board approve Trinity Services as the Third Party Administrator for a contract period beginning July 1, 2008 through June 30, 2010 for workers compensation. Motion carried unanimously.
Agenda Item #15 - Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers’ Compensation (Beth Fussell).
Upon the recommendation of Tom Hudson, Insurance Consultant, it was moved by Alan McCain, seconded by Matthew Tate, that the Board approve a quote of $23,848.00 from Midwest Employers for excess workers’ compensation. Motion carried unanimously.
Agenda Item #16 - Consider a motion to renew the contract of Dorothy Young, Principal, Wesley Ray Elementary School (Darrell Fairburn).
It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board renew the contract of Dorothy Young, Principal, Wesley Ray Elementary School for a contract period beginning July 1, 2008 and ending June 30, 2010. Motion carried unanimously.
Agenda Item #17 - Consider a motion to renew the contract of Ruth Stoudenmier, Principal, Mt. Hermon School (Darrell Fairburn).
It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board renew the contract of Ruth Stoudenmier, Principal, Mt. Hermon School for a contract period beginning July 1, 2008 and ending June 30, 2010. Motion carried unanimously.
Agenda Item #18 - Discuss and take appropriate action regarding Pupil Progression Plan revisions for the 2008/2009 school year (Richard Kennedy).
It was moved by Alan McCain, seconded by Dewitt Perry, that the Board approve the Pupil Progression Plan revisions for the 2008/2009 school year. Motion carried unanimously.
Agenda Item #19 - Consider a motion to employ a Principal, Angie Jr. High School for the 2008/2009 school year only (Darrell Fairburn).
It was moved by Matthew Tate, seconded by Dan Slocum, that the Board employ Grant Gerald, Principal, Angie Jr. High School for a contract period beginning June 16, 2008 and ending June 15, 2009.
Agenda Item #20 - Consider a motion to authorize withdrawal privileges for Grant Gerald, on all Angie Jr. High School bank accounts effective July 1, 2008 and terminate withdrawal privileges for Randy Branch on all Angie Jr. High School bank accounts effective July 1, 2008 (Darrell Fairburn).
It was moved by Dewitt Perry, seconded by Alan McCain, that the Board authorize withdrawal privileges for Grant Gerald, on all Angie Jr. High School bank accounts effective July 1, 2008 and terminate withdrawal privileges for Randy Branch on all Angie Jr. High School bank accounts effective July 1, 2008. Motion carried unanimously.
Agenda Item #21 - Discuss and take appropriate action regarding quotes received on covered walkways at Franklinton Jr. High, Franklinton High, Thomas Elementary and Varnado Elementary schools (William Brignac).
Upon the recommendation of William Brignac, Supervisor, it was moved by Matthew Tate, seconded by Alan McCain, that the Board approve the low quote of $47,300.00 from Williams & Sons, Angie, LA on covered walkways at Franklinton Jr. High, Franklinton High, Thomas Elementary and Varnado Elementary schools. Motion carried unanimously. Other quotes submitted: Grady Richey Builders, Franklinton, LA - $49,375.00 and Metal Pro, Gulfport, MS - $49,600.00.

Upon the recommendation of William Brignac, Supervisor, it was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the low quote of $2,619.11 from Decorating Showroom, Inc., Franklinton, LA on carpet at Franklinton Primary School. ADD TO THE AGENDA: It was moved by Matthew Tate, seconded by Alan McCain, that the Board discuss and take appropriate action regarding a generator donated by Troop L. Motion carried unanimously.
It was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the bid from Generator Power Systems, Inc., Covington, LA in the estimated amount of $21,235.00 to repair and relocate a 180 KW Katolight generator donated by Troop L to the Central Office. Motion carried unanimously.
