The Washington Parish School Board met in regular session on the above date with the following members present: Richard Thomas, Jr., Karl Bickham, Bruce Brown, Hayward Boone, Susanne Jones, and Matthew Tate. Absent: Dan Slocum, Holly James and Freddie Jefferson.
Agenda Item #1 - Call to order
The meeting was called to order by President Richard N. Thomas, Jr. He welcomed School Board Attorney Wayne Kuhn, news media and guests.
Agenda Item #2 - Invocation
The invocation was given by Bruce Brown.
Agenda Item #3 - Pledge of Allegiance
Agenda Item #4 - Consider a motion to adopt the minutes of the January 13, 2005, regular board meeting.
It was moved by Matthew Tate, seconded by Hayward Boone, that the Board adopt the minutes of the January 13, 2005, regular board meeting. Motion carried unanimously.
Agenda Item #5 - Discuss and take appropriate action regarding construction projects (Dennie Fowler).
Superintendent Fowler stated that this item will remain on the agenda for several months. He gave an overview of the Pine Project and the Franklinton Project. He stated that at this time there is no action necessary on the construction projects.
Agenda Item #6 - Consider a motion to authorize advertisement for bids for Franklinton Elementary School Building Design/Construction (Dennie Fowler).
It was moved by Karl Bickham, seconded by Matthew Tate, that the Board authorize advertisement for bids for Franklinton Elementary School Building Design/Construction from February 23, 2005 through March 29, 2005. Open bids: March 31, 2005. Award bids: April 14, 2005. Notice to proceed: May 2, 2005. Motion carried unanimously.
Agenda Item #7 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).
Add to the agenda: Consider a motion to add Anice Moses, Special Education Teacher, Wesley Ray Elementary School, effective January 13, 2005, to the Personnel and Transportation Adjustments. Motion carried unanimously.
Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Susanne Jones, seconded by Hayward Boone, that the Board approve the following personnel and transportation adjustments:

TRANSPORTATION ADJUSTMENTS
Franklinton Schools: Extend the route of Faye Newman 3.7 miles one way to pick up Jacob Simms (2 afternoons per week only). Effective date: January 7, 2005.
Deduct 7.4 miles one way from the route of Faye Newman. Student no longer on route. Effective date: January 5, 2005.
Extend the route of Evelyn Polk 1.9 miles one way to pick up Cricket Rayma and Heather William. Effective date: January 11, 2005.
Motion carried unanimously.
Agenda Item #8 - Superintendent's Report
Attorney Wayne Kuhn stated on July 15, 2004, the Board authorized him to enter into an agreement with James McCullen for the purchase of a piece of property adjacent to the Franklinton Primary School Cafeteria, leased by the School System in , for a sum of $10,000.00. Attorney Kuhn requested that the Board add this item to the agenda if this is their intent.
Upon the recommendation of Attorney Wayne Kuhn, the following was added to the agenda: It was moved by Matthew Tate, seconded by Hayward Boone, that the Board purchase that part of Lot 2, Square 331 of the Town of Franklinton as per plat of said Town on file in the office of the Clerk of Court described as follows: Commencing at the corner common to Lots 2, 3, 6 & 7 of said Square 331; thence along the line common to Lots 2 and 3 South 66 degrees 00 minutes West, 100.0 feet to the POINT OF BEGINNING; thence continue on same line South 66 degrees 00 minutes West, 83.2 feet to the East margin of 18th Avenue; thence along margin North 22 degrees 27 minutes West, 40.0 feet; thence North 66 degrees 00 minutes East, 82.1 feet; thence South 24 degrees 00 minutes East, 40.0 feet to the POINT OF BEGINNING. Per survey by Wilson & Ashley dated October 31, 1987, which plat is of record in COB 385, Entry 138419, Page ______, Washington Parish, Louisiana , from James McCullen at a total price of Ten Thousand Dollars ($10,000.00).
