DRUG-FREE WORKPLACE

 

 

It is the purpose of the Washington Parish School Board to provide a drug-free workplace throughout the parish school system.  The Board is vitally concerned with the safety, health and well-being of all its employees.  The price of drug abuse rises in the form of health and psychological problems, moral decay, crime and violence, disrupted families and schools, rising medical costs, and lower productivity and wasted potential.  Because drugs cloud judgment and alter perception, more accidents are linked to drug use in the workplace.  Employees with students under their care must set the proper example in their conduct for students to follow.

 

No person who is an employee of the Washington Parish School Board, shall manufacture, distribute, dispense, possess or use a controlled dangerous substance while under said employment.  Violations shall be handled in the following manner:

 

1.

EMPLOYEE IN POSSESSION OF OR USING ILLEGAL DRUGS ON SCHOOL PREMISES

 

A.

Employee shall be reported to his/her immediate supervisor;

 

B.

Supervisor shall report to the Superintendent who in turn shall conduct a preliminary investigation, and, if factual justification exists, the employee shall be suspended, with pay.  The Superintendent shall report the incident to the local law enforcement agency;

 

C.

If there is proper justification for a Board hearing, one will be scheduled within ten (10) days, with written notification from the Superintendent;

 

D.

If accusation is found to be valid, the Board shall:

 

1.

Dismiss the employee, or

 

2.

Recommend employee for satisfactory participation in an approved drug-abuse rehabilitation program prior to consideration for reinstatement (employee remains on suspension, without pay, during rehabilitation).

 

2.

EMPLOYEE MANUFACTURING, DISTRIBUTING OR DISPENSING DRUGS ON SCHOOL PREMISES

 

A.

Employee shall be reported to his/her immediate supervisor;

 

B.

Supervisor shall report to the Superintendent who shall suspend the employee, with pay, pending results of a Board hearing, and who shall report same to local law enforcement agency;

 

C.

If there is proper justification for a Board hearing, one will be scheduled;

 

D.

If accusation is found to be valid, the Board shall dismiss the employee.

 

3.

EMPLOYEE CHARGED BY LAW WITH USING DRUGS OFF SCHOOL PREMISES

 

A.

Within five (5) days of being charged, employee shall notify School Board, in writing, of said charge;

 

B.

Employee shall be suspended, without pay, until Court renders decision;

 

C.

If convicted, School Board shall hold a hearing within ten (10) days for the purpose of either dismissing employee or recommending satisfactory participation in an approved drug-abuse rehabilitation program (employee shall remain on suspension, without pay, during rehabilitation).

 

4.

EMPLOYEE CHARGED BY LAW WITH MANUFACTURING, DISTRIBUTING, OR DISPENSING DRUGS OFF SCHOOL PREMISES

 

A.

Within five (5) days of being charged, the employee shall notify the School Board, in writing, of said charge;

 

B.

The employee shall be suspended, without pay, until Court renders a decision;

 

C.

If convicted, the employee shall be dismissed from employment with the Washington Parish School Board.

 

A copy of the Drug-Free Workplace Policy shall be provided for each employee.  Employees found to be in violation of this policy shall have the right of due process as outlined in the School Board Policy Manual.

 

A Drug-Free Awareness Program shall be available to inform employees about the following:

 

A.

The dangers of drug abuse in the workplace;

 

B.

The School Board policy of maintaining a drug-free workplace;

 

C.

Availability of drug counseling, rehabilitation and employee assistance programs;

 

D.

Penalties that may be imposed upon employees for drug abuse violations.
