            The Washington Parish School Board met in regular session on the above date with the following board members present: President Harold Smith, Karl Bickham, Juanita Barker, Holly James, Susanne Jones, Hayward Boone, Richard Thomas, Bruce Brown, and Freddie Jefferson.  Absent: None.

 

            Agenda Item #1 - Call to order.

 

            The meeting was called to order by President Smith.  He welcomed guests and news media present.

 

            Agenda Item #2 - Invocation.

 

The invocation was given by Bruce Brown.

 

            Agenda Item #3 - Pledge of Allegiance.

 

            Agenda Item #4 - Consider a motion to adopt the minutes of the July 8, 1999, regular board meeting.

 

            It was moved by Susanne Jones, seconded by Juanita Barker, that the Board adopt the minutes of the July 8, 1999, regular board meeting, as submitted to each board member.  Motion carried unanimously.

 

            Agenda Item #5 - Consider a motion to adopt the minutes of the July 22, 1999, special board meeting.

 

            It was moved by Freddie Jefferson, seconded by Holly James, that the Board adopt the minutes of the July 22, 1999, special board meeting, as submitted to each board member.  Motion carried unanimously.

 

            Agenda Item #6 - Recognition of 4MAT Teacher Training Team Members (Melanie Kennedy).

 

            Melanie Kennedy, Dyslexia/504 Coordinator, recognized and expressed appreciation to the following 4MAT Teacher Training Team Members:

            Agenda Item #7 - Recognition of Stephanie Nugent, Teacher, Franklinton High School (Beverly Young).

 

            Beverly Young, Principal, Franklinton High School, recognized Stephanie Nugent, Teacher, Franklinton High School, who was recently named the State winner of Governor Mike Foster’s Outstanding Character Education Award.  She received a $5,000.00 check from Governor Foster.

 

            Agenda Item #8 - Consider a motion to authorize advertisement for the position of Technology Resource Teacher (Rebecca Kemp).

 

            It was moved by Karl Bickham, seconded by Hayward Boone, that the Board authorize advertisement for the position of Technology Resource Teacher.  Motion carried unanimously.

 

            Agenda Item #9 - Consider a motion to approve an addendum to the Personnel Accountability Program (Richard Kennedy).

 

            Upon the recommendation of Assistant Superintendent Richard Kennedy, it was moved by Hayward Boone, seconded by Holly James, that the Board approve an addendum to the Personnel Accountability Program.  Motion carried unanimously.

 

            Agenda Item #10 - Consider a motion to adopt Washington Parish School Board Student Code of Conduct (Dennie Fowler).

                                                                                                           

            It was moved by Juanita Barker, seconded by Susanne Jones, that the Board adopt Washington Parish School Board Student Code of Conduct, as directed by the Louisiana Legislature, as follows: SEE ATTACHMENT.  Motion carried unanimously.

            Agenda Item #12 - Consider a motion to adopt Washington Parish School Board Policy File: ID - CURRICULUM, as required by Louisiana Board of Elementary and Secondary Education (Richard Kennedy).

CURRICULUM

 

            The School Board has the responsibility to establish and maintain a quality program of instruction for the elementary and secondary schools of the school district.

 

            The Superintendent shall be responsible for coordinating and maintaining the instructional program in accordance with the provisions of the state constitution, state statutes, rules and regulations of the State Board of Elementary and Secondary Education, and the policies of the Board.

 

            The organization and scheduling of subjects in the curriculum of the school district shall conform to the requirements of the State Department of Education.  The curriculum shall provide learning experiences and prospective achievement for each child according to their individual needs and offer pupils a basic body of understanding, attitudes, knowledge, and skills.

 

            The curriculum design within the high schools shall consist of an academic major composed of college preparatory courses and a vocational major composed of challenging academic courses and modern vocational studies.  Such a curriculum design shall allow each high school student to choose a career option at the high school level.  By the end of the eighth grade, each student, with the input of his family, shall develop a Five Year Educational Plan.  Such a plan shall include courses which are consistent with the stated goals for one year after graduation, and shall be reviewed annually, thereafter, by the student, parents, and school supervisor and revised, as needed.

 

LOCALLY-INITIATED ELECTIVES

 

            The electives for the Washington Parish School System are intended to expand, enhance, and/or refine the core curriculum.  These courses support state standards and are consistent with the philosophy set forth in the Louisiana State Content Standards documents.

 

            The Washington Parish School System will have a team to review all submitted electives.  The team shall consist of a supervisor of instruction, subject area supervisor, principal, and guidance counselor.

 

            The proposed elective course shall be submitted to the Supervisor of Instruction sixty (60) days prior to the implementation.  The committee will review the proposal, which shall contain the following information:

 

•           rationale for the course

•           detailed outline of course content

•           time requirements (minutes per day, days per year or semester)

•           detailed course objectives and methods by which they shall be measured

•           qualifications of the instructor

•           date the course is to begin

•           approximate number of students

•           criteria for enrollment, and

•           method for measuring effectiveness of course.

 

            If the course is to be offered for the succeeding school year, an end-of-the-year evaluation shall be sent to the committee for determining its continuation. 

 

            After an elective course has been in effect for three successive school years, the committee shall review the request with course evaluations and, upon approval, may become a permanent part of the curriculum.

 

Committee Checklist

 

•           Electives shall enhance, expand, and/or refine the core curriculum.

•           Electives shall meet specific curriculum goals of the district (incorporate assessments consistent with LEAP 21).

•           Electives shall include challenging content that requires students to extend the knowledge and skills acquired through the core curriculum.

•           Electives shall provide a variety of activities and hands-on learning experiences that accommodate different learning styles.

•           Electives shall include appropriate accommodations for addressing specific instructional assessment needs of students with disabilities, students who are linguistically and/or culturally diverse, and students who are gifted and talented.

•           Electives shall incorporate assessment strategies that support statewide assessments.

 

Reporting Procedures

 

The Washington Parish School System shall maintain records of all approved electives and submit reports to the State Department, as follows:

 

•           All approved electives shall be submitted to the State Department thirty (30) days prior to implementation (submissions may be made electronically).

•           Submit a statement of assurance that approved electives meet State Standards for Locally-Initiated Electives, as established by the State Board of Elementary and Secondary Education.

•           Maintain records of electives that include a rationale for the course, a detailed content outline, certification of the instructor, Carnegie unit credit, prerequisites for the course, a plan for assessing students, a plan for assessing the course, and the dates of implementation.

            Agenda Item #13 - Discuss and take appropriate action regarding Personnel Adjustments (Richard Kennedy).

 

            At the request of Richard Kennedy, Assistant Superintendent, it was moved by Juanita Barker, seconded by Bruce Brown, that the following item be added to the list of Personnel Adjustments: Employ: Angie/Wesley Ray Schools - Delores Myres, Bus Operator, effective the beginning of the 1999/2000 school year.  Motion carried unanimously.

 

            Mr. Kennedy, also, requested that the Board authorize him to transfer Tammy Voth from the Academically Gifted position at Mt. Hermon School (fill-in, Fall semester) to a regular elementary teacher position at Pine School, if enrollment at Pine justifies employment of an additional teacher.

 

            It was moved by Susanne Jones, seconded by Bruce Brown, that the following Personnel Adjustments be approved, and that Richard Kennedy be authorized to transfer Tammy Voth from Academically Gifted Teacher, Mt. Hermon School (effective the Fall semester only) to a regular elementary teacher position at Pine School, if enrollment justifies employment of an additional teacher:

            Agenda Item #14 - Superintendent’s Report.

 

            Superintendent Fowler reminded the Board of the open house and dedication of the new gymnasium at Varnado High School to be held Sunday, August 15, 1999, at 4:00 P.M.

 

            Agenda Item #15 - Other business from board members.

 

            Several board members expressed wishes for a good school year.  There was some discussion regarding substitute teachers.  Hayward Boone requested that board members be given a copy of the policy regarding employment of substitute teachers.

 

            Agenda Item #16 - Consider a motion to enter into Executive Session under LA R.S. 42:6.1A(7) concerning student disciplinary appeal (Harold Smith).

 

            It was moved by Bruce Brown, seconded by Hayward Boone, that this item be deleted.  Motion carried unanimously.  (Postponed until a later meeting.)

 

            Agenda Item #17 - Consider a motion to return to regular session.
