            The Washington Parish School Board met in special session on the above date with the following board members present: President Harold Smith, Karl Bickham, Juanita Barker, Holly James, Susanne Jones, Richard Thomas and Freddie Jefferson.  Absent: Hayward Boone and Bruce Brown.

 

            Agenda Item #1 - Call to order.

 

            The meeting was called to order by President Smith.  He welcomed guests and news media present.

 

            Agenda Item #2 - Invocation.

 

            The invocation was given by Freddie Jefferson.

 

            Agenda Item #3 - Pledge of Allegiance.

 

            Agenda Item #4 - Discuss and take appropriate action regarding adoption of Washington Parish School Board policies brought about by recent legislation (Dennie Fowler).

 

            Superintendent Fowler reviewed the proposed Washington Parish School Board Drug Testing and Referral Program for Athletes, as mandated by the Louisiana High School Athletic Association.  It was moved by Susanne Jones, seconded by Freddie Jefferson, that the policy be adopted, as follows: SEE ATTACHED.

 

Motion carried unanimously.

 

            Agenda Item #5 - Discuss and take appropriate action regarding personnel adjustments (Richard Kennedy).

 

            It was moved by Karl Bickham, seconded by Freddie Jefferson, that the Board strike Leland Lee from the list of Personnel Adjustments until the August 12, 1999, board meeting.  FOR: Karl Bickham and Freddie Jefferson.  AGAINST: Juanita Barker, Holly James, Susanne Jones,  Harold Smith and Richard Thomas.  Motion failed.

 

            It was moved by Holly James, seconded by Susanne Jones, that the Board approve the following Personnel Adjustments, as recommended by Richard Kennedy, Assistant Superintendent.  It was moved by Karl Bickham, seconded by Freddie Jefferson, that the motion be amended to not hire Leland Lee.  FOR: Karl Bickham and Freddie Jefferson. AGAINST: Juanita Barker, Holly James, Susanne Jones, Harold Smith and Richard Thomas.  Motion failed.  The vote on the original motion to approve Personnel Adjustments, as presented by Richard Kennedy, was as follows: FOR: Juanita Barker, Holly James, Susanne Jones, Harold Smith, Richard Thomas and Freddie Jefferson. AGAINST: Karl Bickham.  Motion carried.

            Agenda Item #6 - Discuss and take appropriate action regarding other necessary business which may require action prior to August 12, 1999, the next regularly scheduled board meeting (Dennie Fowler).

 

A.         Consider a motion to adopt revised Washington Parish School Board Policy File: ED - Student Transportation Management (Eathel Seal).

 

            Following review of the proposed revised policy by Eathel Seal, Supervisor of Child Welfare and Attendance, it was moved by Freddie Jefferson, seconded by Juanita Barker, that the Board adopt the following revised Washington Parish School Board Policy File: ED - Student Transportation Management:

 

            All replacement school buses, at the time they are acquired by the owner, must be ten (10) or less model years old for veteran owners/operators and school districts and five (5) or less model years old for newly hired owners/operators and shall be a minimum 59/60 passenger bus and meet all pertinent state requirements. The number of years shall be reckoned from the date of introduction of the model year.  (State of Louisiana Department of Education Bulletin 1213 - Minimum Standards for School Buses in Louisiana - 1998 Revised Edition)

 

Motion carried unanimously.

 

B.  Consider a motion to approve a student transfer request (Eathel Seal).

 

            It was moved by Susanne Jones, seconded by Richard Thomas, that the following student transfer requests be approved:

C.         Consider a motion to approve a contract with Jackie Varnado for asbestos inspection and management plan services (Dennie Fowler).

 

            Following review of the contract by Superintendent Fowler, it was moved by Freddie Jefferson, seconded by Richard Thomas, that the Board approve a contract with Jackie Varnado for asbestos inspection and management plan services.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to adjourn.
