            The Washington Parish School Board met in regular session on the above date with the following board members present: President Harold Smith, Karl Bickham, Juanita Barker, Holly James, Susanne Jones, Hayward Boone, Richard Thomas, Bruce Brown, and Freddie Jefferson.  Absent: None.

                                               

            Agenda Item #1 - Call to order.

 

            The meeting was called to order by President Smith.  He welcomed guests and news media present.

 

            Agenda Item #2 - Invocation.

 

            The invocation was given by Bruce Brown.

 

            Agenda Item #3 - Pledge of Allegiance.

 

            Agenda Item #4 - Consider a motion to adopt the minutes of the June 24, 1999, regular board meeting.

 

            It was moved by Juanita Barker, seconded by Hayward Boone, that the Board adopt the minutes of the June 24, 1999, regular board meeting, as submitted to each board member.  Motion carried unanimously.

 

            Agenda Item #5 - Discuss and take appropriate action regarding bids received for the purchase of Milk and Milk Products for the School Lunch Program for the 1999/2000 school year (Marsha Newman).

 

            Marsha Newman, School Food Service Supervisor, presented milk bid tabulations to the Board, as follows:

Mrs. Newman recommended Brown’s Velvet, at the firm pricing, be used for the school cafeterias. 

 

            It was moved by Freddie Jefferson, seconded by Susanne Jones, that the Board accept Mrs. Newman’s recommendation and award bid for purchase of Milk and Milk Products for the School Lunch Program for the 1999/2000 school year to Brown’s Velvet at the firm pricing.  Motion carried unanimously.

 

            Agenda Item #6 - Consider a motion to renew student accident insurance policy with Mega Life Insurance Company for the 1999/2000 school year (Adren Raybourn).

 

            Upon the recommendation of Adren Raybourn, Director of Finance, and John Norris, the Board’s insurance consultant, it was moved by Karl Bickham, seconded by Holly James, that the Board renew student accident insurance policy with Mega Life Insurance Company, at a premium of $26,292.00.  Motion carried unanimously.

 

            Agenda Item #7 - Consider a motion to approve a loan from General Fund to Enon Elementary School in the amount of $29,000.00, and authorize an expenditure of $20,900.00 from Enon Elementary School contingency fund for roof repair (Adren Raybourn).

 

            It was moved by Susanne Jones, seconded by Juanita Barker, that the Board approve a loan from General Fund to Enon Elementary School in the amount of $29,000.00, and authorize an expenditure of $20,900.00 from Enon Elementary School contingency fund for roof repair.  Motion carried unanimously.

 

            Agenda Item #8 - Consider a motion to authorize Bus Operator Wendall Vince to purchase a 1995 International, 66-passenger school bus (Eathel Seal).

 

            Upon the recommendation of Eathel Seal, Transportation Supervisor, it was moved by Susanne Jones, seconded by Holly James, that the Board authorize Bus Operator Wendall Vince to purchase a 1995 International, 66-passenger school bus.  Motion carried unanimously.

                                                                                                                                   

            Agenda Item #9 - Discuss and take appropriate action regarding Personnel Adjustments (Richard Kennedy).

 

            Assistant Superintendent Richard Kennedy stated the Board will be advertising for a Special Education Paraprofessional.  Possibly, one (1) more paraprofessional will be needed.  He asked that the Board authorize ranking the top two (2) applicants (employ one, with the other to be in reserve, should another paraprofessional position become available).  The Board agreed to this procedure.

 

            At the request of Mr. Kennedy, it was moved by Richard Thomas, seconded by Bruce Brown, that the following item be deleted from the Personnel Adjustments: EMPLOY: Pine School - Ronald Shaffett, Regular Teacher/Football Coach, effective the beginning of the 1999/2000 school year.  Motion carried unanimously.  Mr. Shaffett requested that his name be removed from the Personnel Adjustments.

 

            It was moved by Freddie Jefferson, seconded by Bruce Brown, that the following Personnel Adjustments be approved, as recommended by Richard Kennedy, Assistant Superintendent:

            Agenda Item #10 - Superintendent’s Report.

 

            At the request of Superintendent Fowler, it was moved by Juanita Barker, seconded by Susanne Jones, that the following item be added to the agenda: Consider a motion to schedule a special board meeting on July 22, 1999.  Motion carried unanimously.  It was moved by Susanne Jones, seconded by Holly James, that the Board schedule a special board  meeting on July 22, 1999, at 6:30 P.M., for the following purposes: (1) Discuss and take appropriate action regarding adoption of Washington Parish School Board policies brought about by recent legislation; (2) Discuss and take appropriate action regarding personnel adjustments; and (3) Discuss and take appropriate action regarding other necessary business, which may require action prior to August 12, 1999, the next regularly scheduled board meeting.  Motion carried unanimously.

 

            Superintendent Fowler gave brief Mt. Hermon School and Varnado High School construction reports.  The dedication ceremony for Varnado High School’s new gymnasium will be held August 15, 1999, at 4:00 P.M.

 

            Bobby Pierce, Coordinator of Substance Abuse Program, informed the Board that he and Eathel Seal, Supervisor of Child Welfare and Attendance, filed the Board’s Alternative Program application with the State Department of Education on July 7, 1999. He gave copies of the application to board members for their review.

 

            Agenda Item #11 - Other business from board members.

 

            Susanne Jones requested that all board members receive copies of all schools’ handbooks.

 

            Agenda Item #12 - Consider a motion to enter into Executive Session for the purpose of the Superintendent’s Evaluation (Harold Smith).

 

            It was moved by Bruce Brown, seconded by Holly James, that the Board enter into Executive Session for the purpose of the Superintendent’s Evaluation.  Motion carried unanimously.

 

            Agenda Item #13 - Consider a motion to return to regular session.

 

            It was moved by Juanita Barker, seconded by Bruce Brown, that the Board return to regular session.  Motion carried unanimously.

 

            Agenda Item #14 - Consider a motion to adjourn.
