The Washington Parish School Board met in regular session on the above date with the following board members present: President Harold Smith, Karl Bickham, Juanita Barker, Holly James, Susanne Jones, Hayward Boone, Richard Thomas, Bruce Brown, and Freddie Jefferson. Absent: None.
Agenda Item #1 - Call to order.
The meeting was called to order by President Smith. He welcomed guests and news media present.
Agenda Item #2 - Invocation.
The invocation was given by Bruce Brown.
Agenda Item #3 - Pledge of Allegiance.
Agenda Item #4 - Consider a motion to adopt the minutes of the June 10,1999, regular board meeting.
It was moved by Juanita Barker, seconded by Karl Bickham, that the Board adopt the minutes of the June 10, 1999, regular board meeting, as submitted to each board member. Motion carried unanimously.
Agenda Item #5 - Consider a motion to enter into Executive Session for the purpose of interviewing applicants for the position of Principal, Franklinton Primary School (Harold Smith).
It was moved by Karl Bickham, seconded by Susanne Jones, that the Board enter into Executive Session for the purpose of interviewing applicants for the position of Principal, Franklinton Primary School. Motion carried unanimously.
Agenda Item #6 - Consider a motion to return to regular session (Harold Smith).
It was moved by Bruce Brown, seconded by Juanita Barker, that the Board return to regular session. Motion carried unanimously.
Agenda Item #7 - Consider a motion to employ a Principal for Franklinton Primary School (Harold Smith).
It was moved by Bruce Brown, seconded by Freddie Jefferson, that the Board employ Mary Henderson as Principal, Franklinton Primary School. FOR: Juanita Barker, Susanne Jones, Hayward Boone, Richard Thomas, Bruce Brown, Freddie Jefferson, and Harold Smith. AGAINST: Karl Bickham and Holly James. Motion carried.
At the request of Superintendent Fowler, it was moved by Freddie Jefferson, seconded by Bruce Brown, that the following item be added to the agenda: Consider a motion authorizing withdrawal privileges for Mary Henderson on all Franklinton Primary School bank accounts effective July 1, 1999, and terminate withdrawal privileges for Eathel Seal on all Franklinton Primary School bank accounts effective July 1, 1999. Motion carried unanimously. It was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board authorize withdrawal privileges for Mary Henderson on all Franklinton Primary School bank accounts effective July 1, 1999, and terminate withdrawal privileges for Eathel Seal on all Franklinton Primary School bank accounts effective July 1, 1999. Motion carried unanimously.
Board Member Karl Bickham left the meeting at this time.
Agenda Item #8 - Presentation by Bobby Pierce on implementation of Alternative Program (Dennie Fowler).
Mr. Pierce presented information to the Board regarding the proposed nighttime alternative program for the Washington Parish School System. Following his presentation and board discussion, it was moved by Holly James, seconded by Juanita Barker, that the Board authorize proceeding with applying to the State for the nighttime alternative program for Washington Parish. Motion carried unanimously.
It was moved by Freddie Jefferson, seconded by Bruce Brown, that the following item be added to the agenda: Discuss and take appropriate action regarding location site of the nighttime alternative program. Motion carried unanimously. It was moved by Freddie Jefferson, seconded by Juanita Barker, that the Board accept Superintendent Fowler’s recommendation that the nighttime alternative program be located in an isolated classroom area at the Washington Parish Vocational Center. Motion carried unanimously.
Agenda Item #9 - Discuss and take appropriate action regarding quotations received for Enon Elementary School roof repair (William Brignac).
Supervisor William Brignac reviewed the quotations received, which were as follows: Brunt Construction, Inc. - $49,900, and Thomas Bros. Construction - $53,400.00. Upon the recommendation of Mr. Brignac, it was moved by Susanne Jones, seconded by Holly James, that the Board accept the low quotation submitted by Brunt Construction, Inc., in the amount of $49,900.00 for Enon Elementary School roof repair. Motion carried unanimously.
Agenda Item #10 - Discuss and take appropriate action regarding quotations received for installation of a Handicapped Accessible Lift at Franklinton Elementary School (William Brignac).
Supervisor William Brignac reviewed the quotations received, which were as follows: American Crescent Elevator Corp. - $13,608.00, and Champagne Elevators, Inc. -$14,687.00. Upon the recommendation of Mr. Brignac, it was moved by Freddie Jefferson, seconded by Juanita Barker, that the Board accept the low quotation submitted by American Crescent Elevator Corp. in the amount of $13,608.00, for installation of a Handicapped Accessible Lift at Franklinton Elementary School. Motion carried unanimously.
Agenda Item #11 - Discuss and take appropriate action regarding quotations received on labor and materials for re-roofing Kindergarten/Preschool Building at Wesley Ray Elementary School (William Brignac).
Supervisor William Brignac reviewed the quotations received, which were as follows: IBOS Roofing Company, Inc. - $13,542.00, and Robert Smith - $6,785.00. Upon the recommendation of Mr. Brignac, it was moved by Hayward Boone, seconded by Freddie Jefferson, that the Board accept the low quotation submitted by Robert Smith in the amount of $6,785.00, for re-roofing Kindergarten/Preschool Building at Wesley Ray Elementary School. Motion carried unanimously.
Agenda Item #12 - Discuss and take appropriate action regarding quotations received on labor and materials for replacing flat roof covering on Auditorium at Franklinton Primary School (William Brignac).
Supervisor William Brignac reviewed the quotations received, which were as follows: Robert Smith - $12,365.00, and IBOS Roofing Company, Inc. - $17,420.00. Upon the recommendation of Mr. Brignac, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board accept the low quotation submitted by Robert Smith in the amount of $12,365.00, for labor and materials for replacing flat roof covering on Auditorium at Franklinton Primary School. Motion carried unanimously.
Agenda Item #13 - Discuss and take appropriate action regarding student transfer requests for the 1999/2000 school year (Anthony Triola).

Agenda Item #14 - Discuss and take appropriate action regarding student uniform policy (T. J. Butler, Jr.).
Supervisor T. J. Butler, Jr., reviewed the uniform committee’s work and the proposed uniform policy. Following discussion, it was determined that the committee would continue its work on the policy and that School Board Attorney Wayne Kuhn would research policy legalities.
