Agenda Item #4 - Consider a motion to adopt the minutes of the April 22, 1999, regular board meeting.
It was moved by Susanne Jones, seconded by Holly James, that the Board adopt the minutes of the April 22, 1999, regular board meeting, as submitted to each board member. Motion carried unanimously.
Agenda Item #5 - Discuss and take appropriate action regarding bids received for the sale of salvage structural timbers and roofing materials located at Mt. Hermon School (Dennie Fowler).
Superintendent Fowler reported that only one (1) bid was submitted and that was from J. T. Thomas in the amount of $326.00. It was moved by Harold Smith, seconded by Richard Thomas, that the Board accept the bid from J. T. Thomas in the amount of $326.00 for the sale of salvage structural timbers and roofing materials located at Mt. Hermon School. Motion carried unanimously.
Agenda Item #6 - Discuss and take appropriate action regarding quotations received for the purchase of roofing materials for Mt. Hermon School (Dennie Fowler).
Superintendent Fowler reviewed the bids received, which were as follows: Campbell Roofing - $16,646.50; Wheats - $17,248.50; Jenkins Building Supply, Inc. - $17,792.23; Hall’s Hardware - $21,427.22; Pine Hardware - $22,720.28. It was moved by Harold Smith, seconded by Hayward Boone, that the Board accept the quotation submitted by Campbell Roofing in the amount of $16,646.50 for the purchase of roofing materials for Mt. Hermon School. Motion carried unanimously.
Agenda Item #7 - Discuss and take appropriate action regarding quotations received on labor for installing shingles at Mt. Hermon School (Dennie Fowler).
Superintendent Fowler reviewed the bids received, which were as follows: Robert Smith - $29,500.00, and Ibos Roofing Co. - $32,420.00. It was moved by Harold Smith, seconded by Bruce Brown, that the Board accept the quotation submitted by Robert Smith in the amount of $29,500.00 on labor for installing shingles at Mt. Hermon School. Motion carried unanimously.
Agenda Item #8 - Discuss and take appropriate action regarding bids received for the sale of a trailer located at Varnado High School (Dennie Fowler).
Superintendent Fowler reviewed the bids received, which were as follows: David Ford - $3,150.00; Vera Harvey - $1,500.00; Pepe Tate - $800.00; Earnest Harry - $250.00. It was moved by Richard Thomas, seconded by Hayward Boone, that the Board accept the bid submitted by David Ford in the amount of $3,150.00 for the sale of a trailer located at Varnado High School. Motion carried unanimously.

STANDARD FOR SELECTION OF STAFF AND ADMINISTRATIVE PERSONNEL
The following is the Washington Parish School Board’s objective criteria for the selection of Supervisors, Principals and Assistant Principals.
The Washington Parish School Board shall strive to employ the most competent person for all positions. When two applicants are deemed equal by the Board, preference will be given to the person from within the school system. In the event that there is not a qualified person within the school system, the Board shall go outside the Washington Parish School System to employ the most competent applicant. For an administrative personnel position, the Superintendent and the Board shall interview all applicants and select one of the applicants for the position.
The Washington Parish School Board shall select teachers from the recommendations made by the Superintendent. The Washington Parish School Board shall select all other professional personnel from the recommendation made by the Superintendent and based upon the following criteria:

The Personnel Supervisor shall be the Chairman of this interviewing committee. In case of his absence, the Superintendent shall appoint a replacement.

The name of the highest scoring applicant from Phase I and Phase II added together shall be forwarded to the Superintendent. The Superintendent shall recommend the applicant to the Board for the vacant position. As vacancies in the Washington Parish School System occur, notice of the vacancy and the qualifications for the position will be posted in the School Board Office and at all schools in the system.

Agenda Item #18 - Superintendent’s Report.
Superintendent Fowler announced that the following board members completed the six-hour School Law in-service held April 24, 1999: Karl Bickham, Juanita Barker, Holly James, Susanne Jones, Hayward Boone, Harold Smith, Richard Thomas and Freddie Jefferson.
Superintendent Fowler gave brief Mt. Hermon School and Varnado High School construction updates.
Superintendent Fowler reported that advertising dates for the position of Supervisor of Child Welfare and Attendance/Visiting Teacher will be May 14, 1999, through May 28, 1999, with interviews being conducted at the June 10, 1999, regularly scheduled board meeting. He stated that he is adding Director of Accountability to the job description of Supervisor of Child Welfare and Attendance/Visiting Teacher, and this will be included in the advertisement.
Superintendent Fowler reported the following numbers of students not graduating due to failure to pass the LEAP test: Mt. Hermon - 2, Varnado High School - 3, Pine High School - 7, and Franklinton High School - 0. Remediation will be held at each school. At the request of the board, he will look into the legality of mandatory remediation and report back to the board at the May 25, 1999, board meeting.
Referring to the May 4, 1999, crisis at Franklinton Jr. High School and Franklinton Elementary School, Superintendent Fowler expressed appreciation to all agencies lending assistance. The revised Crisis Management Plan has been submitted to him and will be finalized with the addition of floor plans and aerial photos of each school. He has asked T. J. Butler, Jr., Supervisor of Federally Assisted Programs, to be the chairman of a student uniform committee. According to Mr. Butler, Wesley Ray Elementary School would like to pilot a uniform program, and he is working closely with the principal and faculty toward this possibility. He will give a full report of the committee’s progress at the May 25, 1999, board meeting.
Agenda Item #19 - Other business from board members.
Bruce Brown stated he would like to see picture ID’s for all students and employees, including substitutes, by next school year. Superintendent Fowler stated that Mr. Butler is looking into this, also.
In response to Richard Thomas’ concerns regarding signing out students at schools, Superintendent Fowler stated that principals will be reminded of current policies and crisis management guidelines.
Susanne Jones suggested that, since some schools do not have counselors, teachers be in-serviced on conflict resolution. Superintendent Fowler will look into this possibility.
Holly James expressed appreciation to all system teachers for the work they do in the classrooms. Teacher Appreciation Week was May 3 - 7, 1999.
Juanita Barker stated she was proud of the way the community and the school system handled the crisis. She also stated that more sessions on character building are needed in the schools. Superintendent Fowler responded that the “Character Counts” program will be in all schools.
Agenda Item #20 - Consider a motion to enter into Executive Session under LA. R.S. 42:6.1A(2) regarding litigation involving Vivian Peters vs. Washington Parish School Board, Case No. 98-04966 (Harold Smith).
It was moved by Juanita Barker, seconded by Bruce Brown, that the Board enter into Executive Session under LA.R.S. 42:6.1A(2) regarding litigation involving Vivian Peters vs. Washington Parish School Board, Case No. 98-04966. Motion carried unanimously.
