The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Karl Bickham, Juanita Barker, Holly James, Susanne Jones, Hayward Boone, Richard N. Thomas, Bruce Brown, and Freddie Jefferson. Absent: None.

Agenda Item #4 - Consider a motion to adopt the minutes of the May 7, 1998, regular board meeting.
It was moved by Juanita Barker, seconded by Susanne Jones, that the Board adopt the minutes of the May 7, 1998, regular board meeting, as submitted to each board member. Motion carried unanimously.
Agenda Item #5 - Presentation by Jane C. Rester, Executive Director, Washington Parish Council on Aging (Dennie Fowler).
Mrs. Jane Rester stated she wanted to salute the school board and the students in the system who are friends to the elderly people in Washington Parish. On May 1, 1998, the Miles for Meals Walk-A-Thon, benefiting the homebound meal program, was held. Participating schools were Franklinton Primary, Angie Jr. High, Enon Elementary, Mt. Hermon, Thomas and Varnado High School. A total of $2,143.00 was raised in the parish. Plaques will be presented to participating schools.
Agenda Item #6 - Consider a motion to approve Special Education IDEA and Preschool Flow-Through Budgets for the 1998/99 fiscal year (Pamela Williford).
Upon the recommendation of Dr. Pamela Williford, Supervisor of Special Education, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board approve Special Education IDEA and Preschool Flow-Through Budgets for the 1998/99 fiscal year. Motion carried unanimously.
Agenda Item #7 - Consider a motion to approve an allocation to schools for the 1998/99 operations budgets (Adren Raybourn).
Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by Susanne Jones, seconded by Juanita Barker, that the Board approve the following allocations to schools for the 1998/99 operations budgets:

It was moved by Susanne Jones, seconded by Holly James, that the Board adopt Personnel Evaluation Revisions, as presented by Richard Kennedy, Assistant Superintendent. Motion carried unanimously.
Agenda Item #9 - Consider a motion to authorize advertisement for Title I Technology Assistant at Wesley Ray Elementary School and Varnado High School (Richard Kennedy).
Upon the recommendation of T. J. Butler, Jr., Supervisor of Federally Assisted Programs, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board authorize advertisement for Title I Technology Assistant at Wesley Ray Elementary School and Varnado High School. Motion carried unanimously.
Agenda Item #10 - Consider a motion to appoint an Official Journal for the period beginning July 1, 1998, and ending June 30, 1999 (Dennie Fowler).
Upon the recommendation of Superintendent Dennie Fowler, it was moved by Karl Bickham, seconded by Susanne Jones, that the Board appoint The Era-Leader as Official Journal for the period beginning July 1, 1998, and ending June 30, 1999. Motion carried unanimously.
Agenda Item #11 - Consider a motion to offer a Bible Study class in the four high schools during the 1998/99 school year, pending approval of the curriculum by the State Department of Education (Karl Bickham).
Following discussion, it was moved by Karl Bickham, seconded by Freddie Jefferson, that the Board offer a Bible Study course as an elective for the 1998/99 school year as a pilot program in one (1) high school, pending approval of the curriculum by the State Board of Education. Motion carried unanimously. The Board agreed that Superintendent Fowler and Assistant Superintendent Kennedy will select the school to pilot the program.

Agenda Item #14 - Superintendent’s Report.
At the request of Superintendent Fowler, it was moved by Susanne Jones, seconded by Hayward Boone, that the following item be added to the agenda: Consider a motion to adopt a resolution supporting Congressman Bob Livingston’s amendment to the Individuals with Disabilities Education Act to permit State and local educational agencies to establish uniform disciplinary policies. Motion carried unanimously.
It was moved by Karl Bickham, seconded by Hayward Boone, that the Board adopt the following resolution:
RESOLUTION
WHEREAS, ensuring a safe and appropriate educational atmosphere in our schools is a critical issue, and
WHEREAS, the Individuals with Disabilities Act Amendments of 1997 Public Law 105-17 protects the disabled child who commits extreme disruptive, unsafe and violent acts from subjection to the same rules of discipline that other students are subjected to, and
WHEREAS, this restricts our ability to effectively discipline or immediately remove dangerous or potentially violent students from the school setting, creating an unsafe environment for students and teachers, now
THEREFORE, BE IT RESOLVED, that the Washington Parish School Board supports the amendment designed to amend the Individual with Disabilities Education Act to permit State and local educational agencies to establish uniform disciplinary policies, and
BE IT FURTHER RESOLVED, that the Washington Parish School Board requests that the Legislators, Louisiana State Board of Elementary and Secondary Education, Governor of the State of Louisiana, and Louisiana School Boards Association use their positions of influence to encourage the passage of this amendment and return to the state and local school systems the authority to address these discipline issues on an individual basis.

Karl Bickham requested that the student dress code policy regarding length of shorts be discussed at the next committee meeting, along with student uniforms.
Agenda Item #16 - Consider a motion to enter into Executive Session for the purpose of the Superintendent’s Evaluation (Harold Smith).
It was moved by Hayward Boone, seconded by Bruce Brown, that the Board enter into Executive Session for the purpose of the Superintendent’s Evaluation. Motion carried unanimously.
Agenda Item #17 - Consider a motion to return to regular session (Harold Smith).
It was moved by Freddie Jefferson, seconded by Richard N. Thomas, that the Board return to regular session. Motion carried unanimously.
