            The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Karl Bickham, Juanita Barker, Holly James, Hayward Boone, Richard N. Thomas, Bruce Brown, and Freddie Jefferson. Absent: Susanne Jones.

 

            Agenda Item #1 - Call to order.

 

            The meeting was called to order by President Smith.  He welcomed guests and news media present.

 

            Agenda Item #2 - Invocation.

 

            The invocation was given by Bruce Brown.

 

            Agenda Item #3 - Pledge of Allegiance.

 

            Agenda Item #4 - Consider a motion to adopt the minutes of the October 9, 1997, regular board meeting, as submitted to each board member.  Motion carried unanimously.

 

            It was moved by Juanita Barker, seconded by Hayward Boone, that the Board adopt the minutes of the October 9, 1997, regular board meeting, as submitted to each board member.  Motion carried unanimously.

 

            Agenda Item #5 - Consider a motion authorizing an expenditure in excess of $2,000.00 for the purchase of materials and carpet for construction of a teacher in-service/training room at the Vocational Center (William Brignac).

 

            It was moved by Freddie Jefferson, seconded by Juanita Barker, that the Board authorize an expenditure in excess of $2,000.00 for the purchase of materials and carpet for construction of a teacher in-service/training room at the Vocational Center. Low quotations were received, as follows: Carpet - Decorating Showroom - $2,318.40; Materials - Ace Hardware -  $3,767.86, for a  total expenditure of $6,086.26.  Motion carried unanimously.

 

            Agenda Item #6 - Consider a motion authorizing an expenditure in excess of $2,000.00 for the purchase of materials, carpet and air conditioning system for construction of two (2) offices at the Vocational Center (William Brignac).

 

            It was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board authorize an expenditure in excess of $2,000.00 for the purchase of materials, carpet and air conditioning system for construction of two (2) offices at the Vocational Center.  Low quotations were received, as follows: Materials - Ace Hardware - $2,405.79; Carpet -Decorating Showroom - $627.85; Air Conditioning System - Ingram Air - $3,600.00, for a total expenditure of $6,633.64.  Motion carried unanimously.

 

            Agenda Item # 7 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

            It was moved by Hayward Boone, seconded by Bruce Brown, that the Board approve the following Personnel and Transportation Adjustments, as recommended by Richard Kennedy, Assistant Superintendent:

CANCELLATION OF EMPLOYMENT:

 

Pine School: Louise Slocum, Regular Teacher, Cancel employment effective September 29, 1997.  (At the October 9, 1997, board meeting, Ms. Slocum was employed effective September 29, 1997, and for the remainder of the Fall semester of the 1997/98 school year.)

 

CHANGE OF EMPLOYMENT STATUS:

 

Joni Fanguy, Part-time Food Service Technician, Mt. Hermon School (Temporary -One (1) semester only), TO Title I Technology Assistant, Mt. Hermon School, effective October 27, 1997, and for the remainder of the 1997/98 school year only.

 

EMPLOY:

 

Franklinton Elementary School:   Rebecca Burch, Title I Technology Assistant, effective October 27, 1997, and for the remainder of the 1997/98 school year only.

 

TRANSPORTATION ADJUSTMENTS

 

Angie Jr. High School:    Extend the route of Mary Knight 8.9 miles one way effective September 22, 1997, through October 3, 1997, to pick up a student moved from a regular bus to a special education bus.  (The student moved out of parish and was not transported after October 3, 1997.)

 

Franklinton Primary School:  Extend the route of Violonia Edwards 14.2 miles one way to pick up two Special Education students.  Effective date: October 1, 1997.

 

Motion carried unanimously.

 

            Agenda Item #8 - Superintendent’s Report.

 

            Superintendent Fowler reported that the final pour of the slab at Varnado High School was accomplished this date, and masonry work is progressing well.

 

            Superintendent Fowler informed the Board that State Superintendent of Education Cecil Picard will be in our school system on Wednesday, October 29, 1997.  He will visit several schools during the day.

 

            It was moved by Juanita Barker, seconded by Bruce Brown, that the following item be added to the agenda: Consider a motion to cancel the December 8, 1997, committee meeting and move the December 11, 1997, board meeting to December 8, 1997.  Motion carried unanimously.  It was moved by Freddie Jefferson, seconded by Bruce Brown, that the December 8, 1997, committee meeting be canceled, and the December 11, 1997, board meeting be moved to December 8, 1997.  Motion carried unanimously.

 

            Agenda Item #9 - Other business from board members.

 

            None.

 

            Agenda Item #10 - Consider a motion to adjourn.

 

            It was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board adjourn.  Motion carried unanimously.
