Agenda Item #6 - Consider a motion to authorize advertisement for bids for the purchase of Food and Supplies for the 1997/98 school year (Marsha Newman).
It was moved by Karl Bickham, seconded by Susanne Jones, that the Board authorize advertisement for bids for the purchase of Bakery Products, Milk and Ice Cream, and Other Food and Supplies for the 1997/98 school year, as recommended by Marsha Newman, Food Service Supervisor. Motion carried unanimously. Advertising dates will be May 21, 28, and June 4, 1997.
Agenda Item #7 - Consider a motion to adopt Acceptable Use Policy for technology (Rebecca Kemp).
Following a brief review by Rebecca Kemp, Technology Director/Grant Facilitator, it was moved by Freddie Jefferson, seconded by Juanita Barker, that the Board adopt the following Acceptable Use Policy:
ACCEPTABLE USE POLICY
The purpose of Internet is to support research and education in and among educational institutions by providing access to unique resources and the opportunity for collaborative work. The use of the Internet/Computer network must be in support of education and consistent with the educational objectives of the Washington Parish School District. Use of other networks or computing resources must comply with the rules appropriate for that network. Users must also be in compliance with the rules and regulations of this Washington Parish School District Acceptable Computer Use Policy.
The most important prerequisite for someone to receive Internet access is that he or she take full responsibility for his or her own actions. The Washington Parish School District, along with the other organizations sponsoring an Internet linkup, will not be liable for the actions of anyone connecting to Internet though this hookup All users shall assume full liability, legal, financial, or otherwise, for their actions. In addition, the Washington Parish School District takes no responsibility for any information or materials that are transferred through Internet.
Because of the size of Internet, many kinds of materials eventually find their way onto the system. Should a user happen to find materials which may be deemed inappropriate while using a Washington Parish School District Internet account, he or she shall refrain from downloading this material, and shall not identify or share the location of this material. Be aware that the transfer of certain kinds of materials is illegal, and punishable by fine or jail sentence. This includes, but is not limited to, copyrighted material, threatening or obscene material, or material protected by trade secrets. Use for commercial activities by for-profit institutions is generally not acceptable. Use for product advertisement or political lobbying is prohibited. Illegal activities are strictly prohibited.
PRIVILEGES
The use of the computer network/Internet as part of an educational program is a privilege, not a right, and inappropriate use will result in a cancellation of those privileges. Each student who will access the Internet will be part of a discussion group with teachers pertaining to the proper use of the network and have a signed consent form on file with the individual school. Based upon acceptable use guidelines outlined in this document, Washington Parish School District will deem what is inappropriate use, and their decision is final. Also, the system administrators and/or local teachers may deny user access at any time, as required.
NETWORK ETIQUETTE
Users are expected to abide by the generally accepted rules of network etiquette. These include, but are not limited to, the following:
1. Be polite. Do not write or send abusive messages to others.
2. Use appropriate language. Do not swear, use vulgarities or any other inappropriate
language.
3. Do not reveal the personal home address or phone numbers of students or colleagues.
4. Note that electronic mail (E-mail) is not guaranteed to be private.
5. Messages relating to or in support of illegal activities may be reported to the authorities.
6. Do not use the Internet in such a way that would disrupt the use of the Internet by other
users (e.g. downloading huge files during prime time; sending mass E-mail messages;
annoying other users).
SECURITY
Users who identify a security problem on the system must notify a system administrator. Users must not demonstrate the problem to other users. Users must not use another individual’s account nor give their password to others. Attempts to log into the system as any other user will result in cancellation of user privileges. Attempts to log into any system as a system administrator will result in cancellation of user privileges. Any user identified as a security risk or having a history of problems with other computer systems may be denied access.
VANDALISM
Vandalism will result in cancellation of privileges. Vandalism is defined as any attempt to harm or destroy equipment, data of another user, or any connections that are part of the Internet. This includes, but is not limited to, uploading, downloading or creating computer viruses.

Acceptable uses of the network are activities which support teaching and learning. Network users are encouraged to develop uses which meet their individual needs and which take advantage of the network’s functions: electronic mail, conferences, bulletin boards, data bases, and access to WWW resources.
Internet users are to have valid, authorized accounts and may only use those computer resources which are specifically authorized. Users may only use their account in accordance with its authorized purpose. Users are responsible for safeguarding their own computer account. Users should not let another person use their account, unless authorized by the system administrator for a specific purpose.
A user may not change, copy, delete, read or otherwise access any files or software without permission of the owner of the files or the system administrator. A user may not bypass accounting or security mechanisms to circumvent data protection schemes. A user may not attempt to modify software except when intended to be user customized and permission for that specific purpose has been given. Students should never copy, download or install any commercial software, shareware, or freeware onto network drives or disks. Nor should students copy other people’s work or intrude into other people’s files. Students are only to save and store on floppy disks.
The Washington Parish School District strongly condemns the illegal distribution of software, otherwise known as pirating. Any persons caught transferring such files, and any whose accounts are found to contain such illegal files, shall immediately have their accounts permanently revoked. In addition, all users should be aware that software piracy is a federal offense and is punishable by fine or imprisonment.
Users should assume that any software they did not create is copyrighted. They may neither distribute copyrighted or proprietary material without the written consent of the copyright holder nor violate copyright or patent laws concerning computer software, documentation or other tangible assets.
A user should disclose to the appropriate authorities misuses of computing resources or potential loopholes in computer systems security and cooperate with the systems’ administrators in their investigation of abuses.
In connection with inquiries into possible abuses, Washington Parish School District reserves the right to examine files, programs, passwords, accounting information, printouts or other computing material without notice. Privacy of any electronic or printed material examined during an investigation of abuse that is not relevant to the investigation is guaranteed.
Finally, all users should keep in mind that, when they use Internet, they are entering a global community, and any actions taken by them will reflect upon the school system as a whole. As such, all users must behave in an ethical and legal manner.
The Washington Parish Schools administration reserves the right to change these rules at any time without notice.
PENALTIES
Abuse or misuse of Washington Parish School District computing services may not only be a violation of this policy or user responsibility, but it may also violate the criminal code. Therefore, Washington Parish School District will take appropriate action in response to user abuse or misuse of computing services. Action may include, but not necessarily be limited to:
1. suspension or revocation of computing privileges;
2. access to all computing facilities and systems may, or will be denied;
3. reimbursement to Washington Parish School District or the institution of resources
consumed;
4. other legal action including action to recover damages; referral to law enforcement
authorities; computer users (community members, faculty, staff and/or students) will
be referred to their institution for disciplinary action.

Computer resources are valuable, and their abuse can have a far-reaching negative impact. Computer abuse affects everyone who uses computing facilities. The same morality and ethical behavior that applies in the non-computing environment applies in the computing environment.
In providing computing resources, Washington Parish School District has the responsibility of informing its users (faculty, staff and students) of the rules, regulations and procedures regarding their usage. Computer users are responsible for understanding these rules so that they can abide by them. Washington Parish School District considers the following topics as areas of abuse:
PRIVACY
Investigating or reading another user’s files is considered the same as reading papers on someone’s desk - a violation of their privacy. Reading unprotected files is rude; reading protected files, by whatever mechanism, is considered the same as “breaking and entering.”
Violations include:
Attempting to access another user’s computer files without permission; supplying or attempting to supply false or misleading information or identification in order to access another user’s account; deliberate, unauthorized attempts to access or use Washington Parish School District computers, computer facilities, networks, systems, programs or data; the unauthorized manipulation of Washington Parish School District computer systems, programs or data.
THEFT
Theft includes the stealing of any property of Washington Parish School District, teachers, students, other staff, visitors or any other person or organization that uses Washington Parish School District facilities. Unauthorized use of Internet on-line time, whether billable or not, is also considered to be theft.
Violations include:
Using subterfuge to avoid being charged for the use of computer resources; deliberate, unauthorized use of another user’s account to avoid being billed for the computer.
Abusing specific computer resources, removing any computer equipment (hardware, software, data, etc.) without authorization; copying, or attempting to copy, data or software without proper authorization.
VANDALISM
Any user’s account, as well as the operating system itself, is a possible target for vandalism. Attempted or detected alteration of user system software, data or other files, as well as equipment or resources disruption or destruction, is considered vandalism.
HARASSMENT
Harassment of other users may be the sending of unwanted messages or files. Violations include:
1. interfering with the legitimate work of another user;
2. the sending of abusive or obscene messages via computers;
3. the use of computer resources to engage in abuse of computer personnel or other users.
MISCELLANEOUS
Other uses commonly considered unethical, such as:
1. unauthorized and time-consuming recreational game playing;
2. using computer accounts for work not authorized for that account;
3. sending chain letters or unauthorized mass mailings;
4. using the computer for personal profit or other illegal purposes;
5. personal advertisements.

Computers, networks and on-line access are used to support learning and to enhance instruction. These tools and connections to the Internet allow communications with millions of users through hundreds of thousands of networks. The use of the Internet/Computer network must be in support of education and consistent with the educational objectives of the Washington Parish School District. Use of other networks or computing resources must comply with the rules appropriate for that network. Users must also be in compliance with the rules and regulations of this Washington Parish School District Acceptable Computer Use Policy.
Applications for Network and/or Internet accounts indicates the applicant will comply with these use policies and will be a responsible, efficient and ethical user. Failure to adhere to the policies and guidelines will result in the revocation of the use privileges.
Finally, Washington Parish School District promotes the use of its computing facilities and seeks to improve the computer literacy of its users. Reducing computer abuse provides more computing resources for users with legitimate computing needs. Every user is expected to adhere to this policy.
Motion carried unanimously. Freddie Jefferson requested that principals in-service school staff on this policy.
Agenda Item #8 - Discuss and take appropriate action regarding bids received for construction of classroom/administrative wing and cafeteria building at Varnado High School (Dennie Fowler).
Superintendent Fowler reviewed the following bids received: SEE ATTACHED.
He stated that Architect Sam Fauntleroy is currently working with the low bidder regarding ways of reducing the overall bid. Also, on May 26, 1997, at 6:00 P.M., a community meeting will be held in Varnado with Mr. Fauntleroy and, possibly, the low bidder. The Board will probably be able to take action at the May 29, 1997, board meeting, with construction beginning in June.
Agenda Item #9 - Consider a motion to approve an expenditure in excess of $2,000.00 for gymnasium gutter work at Angie Jr. High School (William R. Brignac).
In the absence of Mr. Brignac, Superintendent Fowler reviewed the two (2) quotations submitted for this work, as follows:
Patten Buildings: $3,132.00 TIC Construction: $4,287
It was moved by Hayward Boone, seconded by Freddie Jefferson, that the Board accept the low quotation submitted by Patten Buildings in the amount of $3,132.00 for gymnasium gutter work at Angie Jr. High School. Motion carried unanimously.
Agenda Item #10 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 1997/98 school year (Adren Raybourn).
It was moved by Susanne Jones, seconded by Freddie Jefferson, that the Board authorize advertisement for bids for the purchase of School Supplies for the 1997/98 school year, as recommended by Adren Raybourn, Director of Finance. Motion carried unanimously. Advertising dates will be May 21, 28, and June 4, 1997. Bids will be opened at 10:00 A.M. on June 6, 1997, and official action will be taken at the June 12, 1997, board meeting.
Agenda Item #11 - Consider a motion to approve an allocation to schools for the 1997/98 operations budgets (Adren Raybourn).
Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by Karl Bickham, seconded by Holly James, that the Board approve the following allocations to schools for the 1997/98 operations budgets, with each principal being required to place, at a minimum, $50.00 per classroom teacher into the line item, “Instructional Materials and Supplies,” to be used by each classroom teacher at his/her discretion:

Johnson, Supervisor, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board authorize advertisement for bids for the purchase of a tractor with canopy and rear-mount grooming mower for Franklinton Vocational Center and Franklinton Primary School, with the cost to be shared by Vocational Center and Franklinton Primary School contingency funds. Agenda Item #13 - Discuss and take appropriate action regarding an In-School Suspension or Alternative School Plan (Bobby Pierce).
It was moved by Hayward Boone, seconded by Susanne Jones, that the Board implement five (5) in-school suspension programs for junior and senior high schools in Washington Parish for the 1997/98 school year, with provision to add a P.M. program, if State funding becomes available. Juanita Barker offered an amendment to the motion, seconded by Bruce Brown, that a P.M. program be implemented whether or not State funding becomes available. FOR AMENDMENT TO MOTION: Juanita Barker, Bruce Brown and Richard N. Thomas. AGAINST: Karl Bickham, Holly James, Susanne Jones, Hayward Boone, Harold Smith, and Freddie Jefferson. Agenda Item #20 - Superintendent’s Report.
At the request of Superintendent Fowler, it was moved by Freddie Jefferson, seconded by Bruce Brown, that consideration of a proposed revision to the SUPPORT PERSONNEL REDUCTION IN FORCE (EXCLUDING BUS OPERATORS) POLICY be added to the agenda. Motion carried unanimously.
Upon the recommendation of Superintendent Fowler, it was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board adopt the following revision to WASHINGTON PARISH SCHOOL BOARD POLICY FILE: GCKA - SUPPORT PERSONNEL REDUCTION IN FORCE (EXCLUDING BUS OPERATORS): Under #1, “Special Education Aide” is removed and replaced with “Aide,” thus making the policy read, as follows:
SUPPORT PERSONNEL REDUCTION IN FORCE (EXCLUDING BUS OPERATORS)
In instances when the Washington Parish School Board must reduce the number of support personnel due to lack of finances, lack of allocations, eliminations of programs, or other circumstances that may require the board to reduce its support staff, the following guidelines will apply:
1. A seniority system shall be maintained within each job classification (i.e., Janitor, Lunchroom Worker, Aide, etc.). Part-time workers are a separate job classification. Seniority shall be based on date of employment within the parish school system.
2. When a reduction in force is applicable within the parish school system in a particular job classification, the individual(s) with the least seniority in the system shall be the first released, providing, however, that remaining employees in the specific job classification in the system have been evaluated as satisfactory in their job performance. An evaluation instrument shall be developed for all support personnel.
When a support person is not re-employed for a school year because of the elimination of a position, they shall be given the first option of filling a like position in the school system for a period of two (2) years. If two or more employees are left without a position, seniority within the school system will determine who will be re-employed first. When a senior person is offered a position and that position is declined, seniority will be retained until the end of the original two-year period.
Superintendent Fowler recognized Anthony Triola, Supervisor of Child Welfare and Attendance, who made the Board aware that Bus Operator Violonia Edwards had purchased a 1997 Special Education bus, rather than a 1992 bus that the Board had authorized her to purchase (April 10, 1997, regular meeting). It was moved by Karl Bickham, seconded by Holly James, that consideration of this matter be added to the agenda. Motion carried unanimously. It was moved by Juanita Barker, seconded by Bruce Brown, that the Board rescind its previous motion on April 10, 1997, by which Violonia Edwards was authorized to purchase a 1992 Chevrolet Carpenter Cadet, 20-passenger Special Education bus. Motion carried unanimously. It was moved by Bruce Brown, seconded by Juanita Barker, that Bus Operator Violonia Edwards be authorized to purchase a 1997 Blue Bird, 33-passenger Special Education bus, which meets all State requirements. Motion carried unanimously.
Mr. Triola stated he would like for two (2) board members to serve on the committee to review student transfer requests.
Agenda Item #21 - Other business from board members.
Freddie Jefferson announced that LSBA Day at the Legislature is scheduled for May 20, 1997, and encouraged board members to attend.
Freddie Jefferson stated it is time to evaluate Superintendent Fowler. President Smith appointed Holly James to summarize the evaluations made by each board member, who will submit their evaluations to her by May 29, 1997. Evaluation of Superintendent Fowler will be an agenda item for June 12, 1997.
