Following the Pledge of Allegiance, President Barker stated that two requests to address the Board had been submitted. It was moved by Bruce Brown, seconded by Susanne Jones, that Ricky Payne, President, Washington Parish Association of Educators, be placed on the agenda to address the Board on the topic, Consider mileage for homebound, itinerant, speech, adaptive physical education, etc. teachers or employees. Motion carried unanimously. It was moved by Freddie Jefferson, seconded by Bruce Brown, that Cynthia August, representing the Washington Parish Parent Advisory Committee, be placed on the agenda. Motion carried unanimously.
Agenda Item #4 - Consider a motion to adopt the minutes of the May 2, 1996, regular board meeting.
It was moved by Karl Bickham, seconded by Hayward Boone, that the Board adopt the minutes of the May 2, 1996, regular board meeting as submitted to each board member. Motion carried unanimously.
Agenda Item #5 - Public Hearing concerning the establishment of ad valorem tax millage rate for 1996 (Adren Raybourn).
Adren Raybourn, Director of Finance, reviewed the proposed 1996 tax levy, then opened the floor for questions.
Agenda Item #6 - Consider a motion to adopt a resolution setting forth and designating the adjusted ad valorem tax millage rate for 1996 (Adren Raybourn).
It was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board levy the following adjusted millage rates as required by Article VII, Section 23 (B) and (C) of the 1974 Louisiana Constitution and LSA-R.S. 47:1705 (B) (1) and (2), for school purposes, on the dollar assessed valuation of all property subject to ad valorem taxation within the School District(s) for the Year 1996, for the purpose of raising revenue:

Agenda Item #7 - Consider a motion to adopt a resolution providing for the rolling forward of the ad valorem tax millage rate from 1995 to 1996 (Adren Raybourn).
In accordance with Article VII, Section 23 (B) and (C) of the 1974 Louisiana Constitution and LSA-R.S. 47:1705 (B) (1) and (2), it was moved by Susanne Jones, seconded by Holly James, that the Board roll forward the millage rates, but not in excess of the prior years maximum, on Constitutional Tax, General Operational Tax, General M & O Tax, and the Angie District Maintenance Tax, for school purposes, on all taxable property within the School District(s) shown on the Official Assessment Roll for the Year 1996:

Agenda Item #8 - Recognize partners who assisted with the awarding of Goals 2000 grants (Martha Sumrall).
At the request of Mrs. Martha Sumrall, it was moved by Karl Bickham, seconded by Richard N. Thomas, that this item be delayed until later in the meeting in order to allow time for all honorees to arrive. Motion carried unanimously.
Agenda Item #9 - Presentation by Ricky Payne on the topic, Change in hiring policy for support personnel to allow applicants who have a Certificate of Achievement to apply for jobs with the Washington Parish School Board (Washington Parish Association of Educators).
Mr. Payne pointed out that the School Board awards Certificates of Achievement to students graduating from the Special Education program. These students are often trained to do functional vocational activities, including cafeteria and maintenance work. However, they are unable to apply for jobs with the school board because they do not have a high school diploma or G.E.D, which is required by the board. Mr. Payne requested that the policy be revised to allow those individuals with a Certificate of Achievement to apply for jobs with the school board. Following discussion, it was moved by Freddie Jefferson, seconded by Bruce Brown, that this request be taken under advisement and that the board personnel committee meet with Superintendent Coleman to prepare a policy for board review. Motion carried unanimously.
Agenda Item #10 - Consider a motion to appoint an Official Journal for the period beginning July 1, 1996, and ending June 30, 1997 (Robert Coleman).
Upon the recommendation of Superintendent Robert Coleman, it was moved by Susanne Jones, seconded by Bruce Brown, that the Board appoint The Era-Leader as Official Journal of the Washington Parish School Board for the period beginning July 1, 1996, and ending June 30, 1997. Motion carried unanimously.
Agenda Item #11 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 1996-97 school year (Adren Raybourn).
At the request of Adren Raybourn, Director of Finance, it was moved by Hayward Boone, seconded by Freddie Jefferson, that the Board authorize advertisement for bids for the purchase of School Supplies for the 1996-97 school year. Motion carried unanimously. Advertising dates will be May 22 & 29, 1996, and June 5, 1996, with bid opening on June 6, 1996, at 3:00 P.M., at the School Board Office. Official action on the bids will be taken at the June 13, 1996, regular board meeting.
Agenda Item #12 - Discuss and take appropriate action regarding Title I allocations to schools for the 1996-97 school year (T. J. Butler, Jr.).

Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board approve the following allocations to schools for the 1996-97 operations budgets, with each principal being required to place, at a minimum, $50.00 per classroom teacher into the line item, Instructional Materials and Supplies, to be used by each classroom teacher at his/her discretion:

Agenda Item #14 - Consider a motion to approve the ROTC staffing at Franklinton High School at an approximate cost of $35,000.00 per year (Robert Coleman).
Superintendent Coleman presented the following cost estimate for the program, as follows:

Following discussion, including Bruce Browns concerns about provisions to include students from the other three high schools, it was moved by Holly James, seconded by B. H. Barker, that the Board approve the R.O.T.C. staffing at Franklinton High School and provide for students from other high schools, with instructors counting as one (1) MFP slot, and allowing one-class transfer requests (for R.O.T.C.) to be received up to the deadline date for regular student transfer requests. Agenda Item #15 - Discuss and take appropriate action concerning allowing the State Department of Forestry to survey the property at Franklinton High School to determine feasibility of weeding out trees and finding the best price available (Beverly Young).
It was moved by Holly James, seconded by Freddie Jefferson, that the Board allow the State Department of Forestry to survey the property at Franklinton High School to determine feasibility of weeding out trees and finding the best price available, with the money received being placed in a restricted escrow account to be used for school grounds improvement. Motion carried unanimously.
Agenda Item #16 - Discuss and take appropriate action concerning board policy for participation in graduation ceremonies (Bruce Brown).
It was moved by Bruce Brown that the Board revise the current board policy regarding participation in graduation ceremonies in order to allow participation by students not meeting all requirements for graduation. Motion died for lack of second. (Note: Board policy states, Only those students who meet all requirements for graduation outlined in Bulletin 741, Louisiana Handbook for School Administrators, and pass the Graduation Exit Examination, and those special education students receiving certificates of achievement will be allowed to participate in graduation ceremonies.)
Agenda Item #17 - Consider a motion to renew the contract of Martha Sumrall, Technology Director/Grant Facilitator (Robert Coleman).
Upon the recommendation of Superintendent Robert Coleman, it was moved by Susanne Jones, seconded by Karl Bickham, that the Board renew the contract of employment for Martha Sumrall, Technology Director/Grant Facilitator, for a one-year period beginning July 29, 1996, and ending July 28, 1997.
Return to Agenda Item #8 - Recognize partners who assisted with the awarding of Goals 2000 grants (Martha Sumrall).
Mrs. Sumrall presented Certificates of Appreciation to John Whitfield, Dana Truxillo, Henry Harrison (Mrs. Harrison received certificate on behalf of Mr. Harrison, who was unable to attend the meeting), and Dr. Willie Ennis, III. President Barker expressed appreciation to these individuals for the many hours contributed to assist the school system.
Agenda Item #18 - Discuss and take appropriate action concerning setting an amount for in-parish workshop presenters (Robert Coleman).
It was moved by Bruce Brown, seconded by Freddie Jefferson, that the Board set the amount for in-parish workshop presenters at $300.00. Motion carried unanimously.
Agenda Item #19 - Discuss and take appropriate action concerning setting the teacher stipend for workshops (Robert Coleman).
It was moved by Freddie Jefferson, seconded by Holly James, that the Board set the teacher stipend for workshops at $15.00 per hour. Motion carried unanimously.
Agenda Item #20 - Discuss and take appropriate action regarding amending the hiring policy (Robert Coleman).
Following review of the recommendation of the committee appointed by President Barker (Holly James and Freddie Jefferson), it was moved by Freddie Jefferson, seconded by Karl Bickham, that the following revisions to the hiring policy be adopted:
1. In Phase II, Administrative Review for Selection of Administrative
Personnel, change A committee consisting of five (5) individuals....
to A committee consisting of five (5) individuals, no more than three
(3) of any one race, chosen from a pool of supervisors, principals,
assistant principals, faculty coordinators, and coordinators, shall be
chosen by draw. The random selection, by draw, will be made by the
superintendent and members of the personnel committee, with at
least three (3) people present. Once an individual has been selected
and serves on the committee, that persons name will be removed
from the pool until said pool is exhausted. The committee members
will be selected and notified the day prior to interviews.
Add: The committee members will agree upon the five (5) questions
to be asked immediately prior to the interviews.
2. In Phase III, Selection for Administrative Personnel, after A list of the
three (3) applicants, insert if available. This is to indicate that, if
there are only two (2) applicants, only two (2) names will be submitted.
3. In Phase II, Administrative Review for Non-Certified Personnel, the
last sentence should read, The Personnel Supervisor, instead of The
Assistant Superintendent.

Motion carried unanimously. President Barker requested that Superintendent Coleman and the Personnel Director submit at the next committee meeting a list of teachers requesting transfers.
Agenda Item # 23 - Superintendents Report.
Adren Raybourn, Director of Finance, informed the Board of the termination of its contract with Revenue Recovery System effective May 31, 1996.
Mr. Raybourn reported that State Employees Group Benefits Program premiums will increase by $18.00 per month per policy July 1, 1996. It appears the State will not provide for payment of the employers portion, which will mean an increased cost to the Board of approximately $148,000 per year. The Boards concerns will be communicated to the area legislative delegation.
Superintendent Coleman informed the Board of plans to go to Thomas Mobile Homes in Amite on Friday to look at some triple-wide trailers to consider purchasing as classrooms for Varnado High School, which would enable the Board to return some of the leased trailers.
Superintendent Coleman reported that he is working on long and short range goals for the school system.

Freddie Jefferson stated that he would like for Marsha Newman, Food ServiceSupervisor, to present a report to the board at the next committee meeting.
President Barker recognized Ricky Payne, who requested that mileage rate for itinerant teachers be increased from $.24 per mile to the Federal rate of $.30 per mile, either on a temporary or permanent basis. President Barker stated the Board would take his request under advisement.
President Barker recognized Cynthia August, Vice-President of the Washington Parish Parent Advisory Committee, who reported on recent meetings of the committee. The committee is requesting that the Board not dismiss the idea of school uniforms. A suggestion was that another survey be taken using another method, and if not all schools respond favorably, consider a pilot school for the 1997-98 school year. Mrs. August informed the Board that officers of the Washington Parish Parent Advisory Committee are as follows: President, Dana Truxillo; Vice-President, Cynthia August; Secretary, Cheryl Watts.
