            The Washington Parish School Board met in special session on the above date with the following members present: President Bringier H. Barker, Karl Bickham, Hayward Boone, Holly James, Susanne Jones, Harold Smith, Richard N. Thomas, Bruce Brown, and Freddie Jefferson.  Absent: None.

 

            Agenda Item #1 - Opening of meeting.

 

            The meeting was called to order by President Barker.  The invocation was given by Bruce Brown.

 

            It was moved by Susanne Jones, seconded by B. H. Barker, that the Board accept the printed agenda as the official agenda.  Motion carried unanimously.

 

            Agenda Item #2 - Consider a declaration of extreme public emergency under LA R.S. 38:2212(D) for labor, materials, and/or supplies for Varnado High School due to fire damage.

 

            It was moved by Freddie Jefferson, seconded by Bruce Brown, that the Board adopt the following resolution: SEE ATTACHED.  Motion carried unanimously.

 

            Agenda Item #3 - Consider a motion to employ a public adjuster for assistance on Varnado High School damage.

 

            Superintendent Coleman asked Coy White of Jansen & Co., Houston, TX, to review his proposal for the Board.

 

            Following discussion, President Barker declared a five-minute recess.

 

            Upon re-convening, it was moved by Freddie Jefferson, seconded by Hayward Boone, that the Board employ Jansen & Co. as public adjuster to measure and document the Board’s loss and damage by fire occurring at Varnado High School on September 14, 1995, for a fee of four percent (4%) of the amount adjusted or otherwise recovered on account of said loss.  Roll call vote was as follows:

Motion carried unanimously.

 

            The Board authorized Superintendent Coleman to hire a guard (around-the-clock) at Varnado High School for the next several days until Jansen & Co. representatives can make their assessment of the loss and damage to the school.  Also, an orange fence and no-trespassing signs will be placed around the building.

 

            It was moved by Freddie Jefferson, seconded by Hayward Boone, that the following item be added to the agenda: Consider a motion to extend Dannette Boyet’s position as Part-time School Clerk, Varnado High School, to Full-time through the end of the 1995-96 school year at her current rate of pay.  Motion carried unanimously.  It was moved by Hayward Boone, seconded by Freddie Jefferson, that the Board extend Dannette Boyet’s position as Part-time School Clerk, Varnado High School, to Full-time School Clerk, Varnado High School, effective through the end of the 1995-96 school year at her current rate of pay.  Motion carried unanimously.

 

            Agenda Item #4 - Consider a motion to adjourn.

 

            President Barker declared the meeting adjourned.

ATTACHMENT TO MINUTES OF SEPTEMBER 19, 1995

 

PUBLIC NOTICE

 

Notice is hereby given that the Washington Parish School Board in a special meeting held on September 19, 1995, at 5:30 P.M., has declared and certified that a case of extreme public emergency exists at Varnado High School under LA R.S. 38:2212(D).  Accordingly, the following resolution was adopted:

 

 

            WHEREAS Varnado High School suffered severe damage and loss of equipment and supplies as a result of a fire which occurred on September 14, 1995;

 

            AND WHEREAS it is necessary to reinstate classroom instruction at Varnado High School as soon as possible in order to provide the students with the required number of days of education of the school year as established by the State of Louisiana Department of Education;

 

            BE IT RESOLVED that, in accordance with LA R.S. 38:2212(D), the School Board herein declares and certifies that a case of extreme public emergency exists at Varnado High School as a result of severe fire damage which occurred on September 14, 1995.

 

            BE IT FURTHER RESOLVED that the President of the Board or the Superintendent or the Superintendent’s designee is authorized to enter into such contracts for labor, materials and supplies as are deemed necessary in their discretion in order to reinstate classroom instruction at Varnado High School during the current school year in compliance with LA R.S. 38:2212(D).

 

            BE IT FURTHER RESOLVED that any purchases that have been made by the above parties from September 14, 1995, through the adoption of this resolution are hereby ratified and confirmed by the Board.

 

            This publication is in accordance with LA R.S. 38:2212(D)(1).
