The Washington Parish School Board met in regular session on the above date with the following members present: President Bringier H. Barker, Karl Bickham, Hayward Boone, Holly James, Susanne Jones, Harold Smith, Richard N. Thomas, Bruce Brown and Freddie Jefferson. Absent: None.
Agenda Item #1 - Opening of meeting.
The meeting was called to order by President Barker. Invocation was given by Bruce Brown. President Barker welcomed all in attendance.
President Barker declared a 15-minute recess to adjourn to the Media Center Auditorium to recognize the Chapter I Young Authors Winners.
Upon re-convening, the Board agreed to allow Major Fredieu to talk to the Board regarding the ROTC program. Major Fredieu's informative address included requirements to start a ROTC program and the cost to the school system. President Barker stated the Board would be making some decisions regarding this matter in the near future.
It was moved by Freddie Jefferson, seconded by Harold Smith, that the Board accept the printed agenda as the official agenda. Motion carried unanimously.
Agenda Item #2 - Consider a motion to adopt the minutes of the April 27, 1995, regular board meeting.
It was moved by Susanne Jones, seconded by Harold Smith, that the Board adopt the minutes of the April 27, 1995, regular board meeting as submitted to each board member. Motion carried unanimously.

Agenda Item #6 - Consider a motion to appoint an Official Journal for the period beginning July 1, 1995, and ending June 30, 1996.
It was moved by Harold Smith, seconded by Freddie Jefferson, that the Board appoint The Era-Leader as the Board's Official Journal for the period beginning July 1, 1995, and ending June 30, 1996, as recommended by Superintendent Robert L. Coleman. Motion carried unanimously.
Agenda Item #7 - Discuss and take appropriate action concerning the proposed 1995 Tax Levy.
Following review by Adren Raybourn, Director of Finance, it was moved by Harold Smith, seconded by Freddie Jefferson, that the Board levy the following ad valorem taxes for school purposes on the 1995 tax roll:

Agenda Item #8 - Consider a motion to accept or reject the low bids for the purchase of School Supplies for the 1995-96 school year.
Following review and recommendation by Adren Raybourn, it was moved by Hayward Boone, seconded by Harold Smith, that the Board award contracts for the purchase of School Supplies for the 1995-96 school year as follows:

Agenda Item #9 - Discuss and take appropriate action concerning allocations to schools for the 1995-96 operations budgets.
Following review and recommendation by Adren Raybourn, it was moved by Harold Smith, seconded by Susanne Jones, that the Board approve the following allocation to schools for the 1995-96 operations budgets, with each principal being required to place, at a minimum, $50.00 per classroom teacher into the line item, "Instructional Materials and Supplies," to be used by each classroom teacher at her/his discretion:

Agenda item #10 - Consider a motion to open and consider quotations received for the sale of a 1985 Thomas built school bus, VIN #IGBMIUM11874, owned by Franklinton High School.
It was moved by Harold Smith, seconded by Hayward Boone, that the Board open quotations received for the sale of a 1985 Thomas built school bus. Motion carried President Barker opened the sole bid received, which was from Eugene Barber in the amount of $1,500.00.
It was moved by Susanne Jones, seconded by Hayward Boone, that the Board reject the bid and re-advertise, because it was advertised as a 1984 bus, but it is a 1985 bus. Motion carried unanimously.
Agenda Item #11 - Consider a motion to open and consider quotations received for the sale of a 1979 GMC ~ ton pickup truck, VIN #TCL249A509852.
It was moved by Harold Smith, seconded by Karl Bickham, that the Board open bids received for the sale of a 1979 GMC ~ ton pickup truck. Motion carried unanimously. President Barker opened the sole bid received, which was from Billy Barber in the amount of $100.00. It was moved by Freddie Jefferson, seconded by Richard N. Thomas, that the Board accept the bid received from Billy Barber in the amount of $100.00 for the sale of a 1979 GMC 1 2 ton pickup truck. Motion carried unanimously.
Agenda Item #12 - Consider a motion to open and consider quotations received for the sale of thirty-one (31) electric typewriters from Pine School Business Department.
It was moved by Hayward Boone, seconded by Bruce Brown, that the Board open quotations received for the sale of thirty-one (31) electric typewriters. Motion carried unanimously. The quotations were opened by President Barker, who then requested that Supervisor Billy Brignac and Adren Raybourn review the quotations and report back to the Board later in the meeting. The Board was in agreement with this request.
Agenda Item #13 - Discuss and take appropriate action concerning auditing of schools.
Superintendent Coleman recommended that a certain percentage of schools be audited each year at an approximate cost of $2,500 per school. Following discussion, it was moved by Freddie Jefferson, seconded by Bruce Brown, that the eight (8) schools not audited within the last twelve (12) months be audited, then audit schools on a random rotational basis of one-third each year. FOR: Freddie Jefferson, Bruce Brown and B. H. Barker. OPPOSED: Karl Bickham, Hayward Boone, Holly James, Susanne Jones, Harold Smith, and Richard N. Thomas. Motion defeated.
It was moved by Harold Smith, seconded by Karl Bickham., that the Business Office be directed to request proposals for auditing the schools, with proposals being on a per-school basis.- Motion carried unanimously.
Agenda Item #14 - Discuss and take appropriate action concerning proposed Alternative Educational Program.
Following discussion, it was moved by Hayward Boone, seconded by Freddie Jefferson, that the Board request a waiver from the Board of Elementary and Secondary Education from alternative education program requirements for suspended and expelled students for the 1995-96 school year, and implement an after-school detention program at ten (10) parish schools at an approximate total cost of $15,000.00. Motion carried unanimously. Superintendent Coleman stated that no Chapter I personnel will be layed off; places will be found for all Chapter I personnel.

The Board agreed to discuss this item at the June committee meeting.
Agenda Item #20 - Superintendent's Report.
Superintendent Coleman recommended that, in the future, the Board set a date, time and place to open all bids (rather than open at board meetings), and then have a complete bid tabulation sheet presented to board members prior to the board meeting when action will be taken on the bids. Superintendent Coleman recommended that the Board re-advertise for three weeks for the sale of a 1985 Thomas built school bus, open bids June 15, 1995, at 10:00 A.M., in the presence of Principal Beverly Young and members of the Board Finance Committee who are able to attend, with a recommendation being presented to the Board at the June 22, 1995, board meeting. The Board was in agreement with this procedure.
Upon the recommendation of Supervisor Anthony Triola, it was moved by Susanne Jones, seconded by Harold Smith, that the following item be added to the agenda: "Employ a bus operator." Motion carried unanimously. It was moved by Richard N. Thomas, seconded by Harold Smith, that the Board employ Terri Jenkins as Bus Operator in the Pine District effective May 16, 1995 (replacing David Jenkins, who resigned). Motion carried unanimously.
Superintendent Coleman shared copies of exit exam test results with the board members. President Barker expressed appreciation to principals and teachers for the good job they are doing.
Agenda Item #21 - Other business from board members.
Freddie Jefferson stated that he had asked Superintendent Coleman to place on the June committee meeting agenda discussion of proposed changes to the Reduction in Force Policy for Support Personnel, as recommended by the Reduction in Force Committee.
President Barker asked Billy Brignac to report on the typewriter bids. At the recommendation of Mr. Brignac, it was moved by Freddie Jefferson, seconded by Harold Smith, that the bids be taken under advisement until the next board meeting to allow further review of the bids. Motion carried unanimously.

It was moved by Bruce Brown, seconded by Richard N. Thomas, that the Board adjourn. Motion carried unanimously.
