The Washington Parish School Board met in regular session on the above date with the following members present: President Bringier H. Barker, Karl Bickham, Hayward Boone, Holly James, Susanne Jones, Harold Smith, Richard N.Thomas, Bruce Brown and Freddie Jefferson.  Absent: None.

 

Agenda Item #1 - Opening of meeting.

 

The meeting was called to order by President Barker. Invocation was given by Bruce Brown. President Barker welcomed all in attendance. It was moved by Harold Smith, seconded by Susanne Jones, that the Board accept the printed agenda as the official agenda. Motion carried unanimously.

 

Agenda Item #2 - Consider a motion to adopt the minutes of the April 25, 1995, special board meeting.

 

It was moved by Freddie Jefferson, seconded by Karl Bickham, that the Board adopt the minutes of the April 25, 1995, special board meeting as submitted to each board member. Motion carried unanimously.

 

Agenda Item #3 - Recognize Washington Parish Reading Association Young Authors State Winners.

 

Mrs. Karen Spears, Principal, Franklinton Elementary School, assisted by Ms. Dorothy Young, President, Washington Parish Reading Association, presented awards to the following students:

 

Second Grade  - Poetry - First Place: Craig Warren, Franklinton Primary School

Third and Fourth Grade - Poetry - First Place: Samantha Maihos, Enon Elementary School

Third and Fourth Grade - NonFiction-  First Place: Amy Duncan, Enon Elementary School

Fifth and Sixth Grade - Poetry - Second Place: Jeanee Adams, Enon Elementary School

Second Grade-  Fiction - Third Place: Brittany Williams, Enon Elementary School

Second Grade -  NonFiction - Third Place: Malory Kemp, Pine School

Seventh and Eighth Grade -  Fiction - Third Place: Joshua Crain, Mt. Hermon School

Ninth and Tenth Grade -  NonFiction - First Place: Katie Burris, Franklinton High School

 

Agenda Item #4 - Consider a motion to approve the Washington Parish School Board acting as fiscal agent for a Community/School Joint Partnership through Project Pride.

 

President Barker stated this item had been deleted.

 

Agenda Item #5 - Consider a motion to authorize advertisement for bids for the purchase of Bread, Milk and Other Food and Supplies for the 1995/96 school year.

 

It was moved by Harold Smith, seconded by Hayward Boone, that the Board authorize advertisement for bids for the purchase of Bread, Milk and Other Food and Supplies for the 1995/96 school year. Motion carried unanimously. According to Mrs. Marsha Newman, Food Service Supervisor, advertising dates will be May 17, 24 and 31, 1995.

 

Agenda Item #6 - Consider a motion to approve contract with Sheila Meyers, R.N., Special Education School Nurse, to work an additional seventeen (17) days during the period May 1, 1995, through June 30, 1995, to train and supervise personnel on new procedures to be used with Special Education students (catheterization and breathing treatments).

 

It was moved by Susanne Jones, seconded by Richard N. Thomas, that the Board approve a contract with Sheila Meyers, R. N., Special Education School Nurse, to work an additional seventeen (17) days during the period May 1, 1995, through June 30, 1995, to train and supervise personnel on new procedures to be used with Special Education students (catheterization and breathing treatments).

Agenda Item #7 - Consider a motion to revise the Washington Parish Employee Tobacco Use Policy to reflect the state law, and allow each school facility to designate a tobacco use area for employees, with this area being so located that tobacco users will be out of sight of students.

 

Superintendent Coleman requested that this item be held for Board consideration until Attorney Kuhn could obtain additional information/clarification from the Attorney General's Office on the revised statute dealing with smoking in public schools. It was moved by Richard N. Thomas, seconded by Bruce Brown, that this item be tabled until a later date. Motion carried unanimously.

 

Agenda Item #8 - Discuss and take appropriate action concerning Personnel and Transportation Adjustments.

 

It was moved by Hayward Boone, seconded by Richard N. Thomas, that the Board approve the following Personnel Adjustments, as presented by Supervisor Anthony Triola:

REQUEST FOR LEAVE:

 

Varnado High School:                  Nancy B. Jenkins, Regular Teacher, Extended Sick Leave effective May 15, 1995, through June 1, 1995 (14 days).

 

Career Center:                             Alfred A. Fuller, Welding Teacher, Military Leave effective May 15, 1995, through May 26, 1995 (10 days).

 

REQUEST FOR SABBATICAL LEAVE:

 

Franklinton Primary School:          Lizzie A. Butler, Regular Teacher, Sabbatical Leave for Rest and Recuperation effective the 1995/96 school year.

 

TRANSPORTATION ADJUSTMENTS

 

None

 

Motion carried unanimously.

 

Agenda Item #9 - Superintendent's Report.

 

Superintendent Coleman announced that May 9, 1995, has been proclaimed National Teacher Day by the National Education Association. He asked that the Board support the proclamation. It was moved by Harold Smith, seconded by Bruce Brown, that the following item be added to the agenda: Consider a motion to endorse the proclamation proclaiming May 9, 1995, as National Teacher Day. Motion carried unanimously. It was moved by Freddie Jefferson, seconded by Susanne Jones, that the Board endorse the proclamation proclaiming May 9, 1995, as National Teacher Day. Motion carried unanimously.

 

Agenda Item #10 - Other business from board members

                                                                                                                                                                 

Freddie Jefferson reported that the Reduction In Force Committee had met and would be meeting again soon to continue working on a recommendation to the Board.

 

Freddie Jefferson asked Superintendent Coleman to investigate including a course in conflict resolution in the upper elementary curriculum.

 

Holly James stated the Board needs to be thinking about security for rural schools for the next school year.

 

Superintendent Coleman updated the Board on Chapter I personnel. He asked for the Board's approval on moving four (4) Chapter I Tutors into Special Education paraprofessional positions. President Barker stated the Superintendent and staff should be given the authority to make changes as necessary.

 

President Barker stated that Karl Bickham had expressed a desire to see a ROTC program in our system, and he asked Mr. Bickham to chair a committee to look into this matter. The committee will be set up following further communication with the Major in charge of the ROTC program.

 

President Barker stated that an Executive Session will be held in the future to discuss Superintendent's evaluation.

 

It was moved by Harold Smith, seconded by Freddie Jefferson, that letters of commendation be sent to Mt. Hermon and Franklinton High School baseball coaches and teams for advancing to the state playoffs and the Franklinton High School golf team for placing first in region and fifth in state. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Freddie Jefferson, that letters of commendation be sent to the Young Authors state winners recognized at this meeting. Motion carried unanimously.

 

President Barker stated that town meetings at Varnado, Pine, Franklinton, and Mt. Hermon are being planned in the future.

It was moved by Harold Smith, seconded by Bruce Brown, that the Board adjourn. Motion carried unanimously.
