The Washington Parish School Board met in regular session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Jr., Harold Smith, Bringier H. Barker, Susanne Jones, Richard N. Thomas and Elaine Whaley. Absent: None.
Agenda Item #1 - Opening of meeting.
The meeting was called to order by President Bateman. Invocation was given by Rev. Bruce Brown. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn and guests.
Agenda Item #2 - Consider a motion to adopt the minutes of the October 27, 1994, board meeting.
It was moved by Harold Smith, seconded by Susanne Jones, that the Board adopt the minutes of the October 27, 1994, board meeting as subĀmitted to each board member. Motion carried unanimously.
Agenda Item #3 - Recognize Parish Outstanding Teachers.
Mr. Freddie Jefferson, Acting Assistant Superintendent, assisted by Principals Charles Wayne Penton, Wesley Ray Elementary School, Richard Kennedy, Angie Jr. High School, and Dennie Fowler, Mt. Hermon School, presented Washington Parish Outstanding Teacher Awards to the following teachers:
Outstanding Elementary School Teacher: Joan Kennedy, Wesley Ray Elementary School
Outstanding Junior High School Teacher: Mildred Peters, Angie Jr. High School
Outstanding High School Teacher: Onshella Vernon, Mt. Hermon School
Mr. Jefferson and President Bateman congratulated these teachers for their accomplishments and expressed appreciation for the outstanding work they are doing in their classrooms.
Agenda Item #4 - Discuss and take appropriate action concerning appointment of Supervisor of Maintenance and Vocational Education.
President Bateman stated this item would be held until later in the meeting.
Agenda Item #5 - Consider a motion to approve allocation to schools for the 1994-95 fiscal year operating budgets.
It was moved by B. H. Barker, seconded by Susanne Jones, that the Board adopt the following allocation to schools, as recommended by Adren Raybourn, Director of Finance:

Agenda Item #6 - Consider a motion to revise the Washington Parish School Board Policy Manual to reflect changes in the law as mandated by the 1994 legislative session: Evaluation of Personnel; Alcohol, Drug, and Substance Abuse Education Program; Truancy; Student Searches; Dangerous Weapons; and Visitors to the Schools.
It was moved by B. H. Barker, seconded by Harold Smith, that the Board adopt the following revised policies, which reflect changes in the law as mandated by the 1994 legislative session, and that these revised policies be distributed to the proper persons:
Policy GBI - Evaluation of Personnel Policy IDBB - Alcohol, Drug, and Substance Abuse Education Program Policy JBE - Truancy Policy JCAB - Student Searches Policy JCDAE - Dangerous Weapons Policy KM - Visitors to the Schools

Agenda Item #7 - Consider a motion to contract with Mental Health Services to-provide mental health services for the Washington Parish School System.
At the request of President Bateman, it was moved by Susanne Jones, seconded by B. H. Barker, that the Board delete this item from the agenda because contracts had not been finalized. Motion carried unanimously.
Agenda Item #8 - Consider a motion to contract with Alan Graham to set UP a computer program to track 504 students in the Washington Parish School System.
It was moved by Susanne Jones, seconded by Harold Smith, that the Board enter into a contract agreement with Alan Graham, effective November 10, 1994, through June 30, 1995, whereby Mr. Graham will carry out functions as assigned by the Dyslexia and Related Disorders Coordinator to include setting up a computer program to track 504 students in Washington Parish, for a total payment of $250.00. Motion carried unanimously.
Agenda Item #9 - Consider a motion to contract with Terri Manning to input information into computer program on 504 students in the Washington Parish School System.
It was moved by Harold Smith, seconded by Susanne Jones, that the proposed contract be revised to reflect payment at Ms. Manning's regular hourly rate of pay, not to exceed 90 hours, and not to exceed $747.90 total payment. Motion carried unanimously. It was moved by John Dawsey, seconded by Susanne Jones, that the Board enter into a contract agreement, as revised, with Terri Manning, effective November 10, 1994, through June 30, 1995, whereby Ms. Manning will carry out functions as assigned by the Dyslexia and Related Disorders Coordinator to include inputing, and making corrections, the 504 students in Washington Parish into the 504 computer program, at her regular hourly rate of pay, not to exceed $747.90, for a maximum of ninety (90) hours worked. Motion carried unanimously.
Agenda Item #10 - Consider a motion to allow twelve--month employees to carry over annual leave days beyond the 10-day limit for this year only.
Upon the request of Superintendent Coleman, it was moved by B. H. Barker, seconded by Richard N. Thomas, that the Board allow twelve-month employees to carry over annual leave days beyond the 10-day limit for this year only, with the stipulation that it not set a precedent.
Motion carried unanimously.
Agenda Item #11 - Consider a motion to advertise for the following positions: Part-time School Lunch Technician - Franklinton High School, Part-time School Lunch Porter - Pine School, and Part-time School Lunch Porter - Varnado High School/Varnado Elementary School.
Upon the recommendation of Mrs. Marsha Newman, Food Service Supervisor, it was moved by B. H. Barker, seconded by John Dawsey, that the Board authorize advertisement for the following positions: Part-time School Lunch Technician - Franklinton High School, Part-time School Lunch Porter - Pine School, and Part-time School Lunch Porter - Varnado High School/Varnado Elementary School. Motion carried unanimously.
Agenda Item #12 - Consider a motion to reinstate compensation to Kathy Dykes at Mt. Hermon School for duties performed for the School Lunch Program, effective August 15, 1994.
Upon the recommendation of Mrs Marsha Newman, Food Service Supervisor, it was moved by Harold Smith, seconded by Richard N. Thomas, that the Board reinstate compensation to Kathy Dykes at Mt. Hermon School for duties performed for the School Lunch Program, effective August 15, 1994. Motion carried unanimously.
Agenda Item #13 - Discuss and take appropriate action concerning Personnel and Transportation Adjustments.
Mr. Freddie Jefferson, Acting Assistant Superintendent, reviewed the Personnel and Transportation Adjustments. It was moved by Richard N. Thomas, seconded by Elaine Whaley, that the item - employment of Varnado High School custodian - be deleted from Personnel Adjustments in order for the Board to see the point system used in the selection process. FOR: Elaine Whaley, Richard N. Thomas and Jimmie Corkern. OPPOSED: John Dawsey, Harold Smith, B. H. Barker, Susanne Jones and Bob Bateman. Motion failed.
It was moved by John Dawsey, seconded by B. H. Barker, that the Board approve the following Personnel and Transportation Adjustments:

Angie Jr. High School: Nelda H. Purvis, Academically Gifted Teacher, Sabbatical Leave for Rest and Recuperation effective November 1, 1994, through June 1, 1995.
Franklinton Elementary School: Olga W. Jackson, Regular Teacher, Sabbatical Leave for Rest and Recuperation effective January 16, 1995, through June 1, 1995.
TRANSFER:
Transfer Etta Magee, Bus Operator, Franklinton Schools, to the Franklinton Schools bus route left vacant when James Rushing 'retired. Effective date: November 14, 1994.

Angie Jr. High School: Melanie Martin, Academically Gifted Teacher, effective November 1, 1994, through June 1, 1995 (fill-in for Nelda Purvis - Sabbatical Leave).

Angie Jr. High School: Brian Nichols, Half-time School Custodian, effective November 14, 1994 (Replacing Walter Pack, who is recommended for Custodian at Varnado High School).
TRANSPORTATION ADJUSTMENTS
Mt. Hermon School: Extend the route of Albert Lebo 1.7 miles one way to pick up Brandon and Joey Painter and eremy Painter. Effective date: October 31, 1994,
Varnado, High School: Deduct 6.6 miles one way from the route of Opal Boone (Detour no longer necessary -bridge repaired). Effective date: October 24, 1994.
Wesley Ray Elementary School: Extend the route of Mary K. Knight 3.7 miles one way to pick up a Special Education student. Effective date: October 24, 1994.
FOR: Jimmie Corkern, Harold Smith, John Dawsey, B. H. Barker, Susanne Jones and Bob Bateman. OPPOSED: Elaine Whaley and Richard N. Thomas. Motion carried.

Superintendent Coleman stated he had no items to report to the Board.
Agenda Item #15 - Other business from board members.
There were no items of business from board members.
Agenda Item #16 - Consideration of a recommendation by the Superintendent concerning a non-tenured employee at Franklinton Elementary School, including holding an executive session pursuant to R.S. 42:6(1), if necessary, to discuss the character, professional competence, or physical or mental health of the person, and consideration of holding a hearing for the employee.
It was moved by B. H. Barker, seconded by John Dawsey, that the Board enter into executive session pursuant to R.S. 42:6(1) to discuss the character, professional competence, or physical or mental health of the person, and consideration* of holding a hearing for the employee. It was moved by Harold Smith, seconded by B. H. Barker, that the Board return to regular session. Motion carried unanimously.
Attorney Kuhn stated, for the record, that the employee was Mrs. Chris Forbes, and her attorney, who was present, was Mr. Kenny Gatewood. Mr. Kuhn met with Mr. Gatewood prior to the meeting and informed him that Mrs. Forbes had the right to request that the discussion concerning the matter be held in open session or closed executive session. Mr. Gatewood advised Mr. Kuhn that they would like for the discussion to be held in closed executive session, which was done in accordance with their request.
President Bateman asked Superintendent Coleman for his recommendation. Superintendent Coleman stated his recommendation was that Chris Forbes be discharged as an employee of the Washington Parish School Board. It was moved by John Dawsey, seconded by B. H. Barker, that the Board accept Superintendent Coleman's recommendation and discharge Chris Forbes as an employee of the Washington Parish School Board. Roll Call vote was as follows:

The Board then returned to Agenda Item #4 - Discuss and take appropriate action concerning appointment of Supervisor of Maintenance and Vocational Education.
It was moved by Harold Smith, seconded by John Dawsey, that the Board return to Executive Session for the purpose of interviewing applicants for the position of Supervisor of Maintenance and Vocational Education. Motion carried unanimously.

OPPOSED: B. H. Barker. ABSTENTION: Harold Smith, Jimmie Corkern, Richard N. Thomas and Susanne Jones. Motion carried.
