The Washington Parish School Board met in regular session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Jr., Harold Smith, Bringier H. Barker, Richard N. Thomas, Susanne Jones, and Elaine Whaley.

The meeting was called to order by President Bateman. Invocation was given by Rev. Arthur Thompson. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

Agenda Item #13 - Consider a request by the Town of Franklinton to grant a 10 feet wide servitude for water, gas, and sewer lines for the new Winn Dixie to be located on the Babington property south of the Franklinton Elementary School.
It was moved by Jimmie Corkern, seconded by Harold Smith, that the Board grant a 10 feet wide servitude for water, gas, and sewer lines for the new Winn Dixie to be located on the Babington property south of the Franklinton Elementary School, with the requirement that a deteriorating tree be removed from the servitude. Motion carried unanimously.
Agenda Item #14 - Discuss and take appropriate action concerning MFP money to allow for purchases for air conditioners for classrooms and emergency maintenance.
It was moved by Jimmie Corkern that this item be removed from the agenda and discussed at the next committee meeting. Richard N. Thomas seconded the motion, then withdrew the second. Mr. Corkern's motion died for lack of second. It was moved by B. H. Barker, seconded by Richard N. Thomas, that the Superintendent be given the authority to work in purchasing air conditioners for the classrooms and, also, handle any emergency repairs that need to be done, so school can be opened on a timely basis and with a nice, cool environment. Susanne Jones offered an amendment to the motion to put a $100,000 cap on emergency maintenance and purchase of air conditioners. Bob Bateman seconded the amendment. The vote on the amendment was, as follows: FOR: John Dawsey, Susanne Jones, Bob Bateman, Elaine Whaley, and Richard N. Thomas. OPPOSED: B. H. Barker and Harold Smith. ABSTENTION: Jimmie Corkern. Amendment carried. The vote on the main motion was, as follows: FOR: Bob Bateman, Susanne Jones, B. H. Barker, Elaine Whaley, Richard N. Thomas, Susanne Jones, and John Dawsey. OPPOSED: None. ABSTENTION: Jimmie Corkern. Motion carried.
Agenda Item #15 - Discuss and take appropriate action concerning the policy for use of school facilities.
It was moved by B. H. Barker, seconded by John Dawsey, that this item be tabled and discussed at the next committee meeting. Motion carried unanimously.
Agenda Item #16 - Award contract for Re-Roofing of Pine School.
President Bateman reviewed the bids received, which were, as follows:
(1) Robert Smith - $16,640.00
(2) J. W. Thomas - $16,000.00
It was moved by Richard N. Thomas, seconded by Jimmie Corkern, that the contract for re-roofing Pine School be awarded to J. S. Thomas, who submitted the low bid of $16,000. Motion carried unanimously. Superintendent Coleman stated that Mr. Thomas could begin work July 29, 1994.
Agenda Item #17 - Discuss advertising for purchase of maintenance vehicles.
Upon the recommendation of Superintendent Coleman and Frank Green, Acting Maintenance Supervisor, it was moved by Jimmie Corkern, seconded by Harold Smith, that the Board authorize advertisement for bids for the purchase of two (2) maintenance vehicles - - I Van and I Pick-Up Truck. Motion carried unanimously. Mr. Green will draw up the specifications and present to the Board at the next meeting.
Agenda Item #18 - Discuss requesting a waiver concerning alternative fuel for vehicles owned by the school board.
Anthony Triola, Transportation Supervisor, informed the Board that Act No. 954 of the Regular Session of the 1990 Louisiana Legislature calls for vehicles owned by political subdivisions (school boards) to be converted to alternative fuels. The percentage of vehicles required to be converted is 30% or more by September 1, 1994; 50% or more by September 1, 1996; and, if the program has been effective in reducing total annual emissions from motor vehicles in the area, 80% or more by September, 1998. Mr. Triola stated that a waiver could be granted by the school board, thereby releasing the system from compliance with Act No. 954. A copy of the minutes of the board meeting in which the waiver was granted would have to be sent to the Louisiana Department of Education. It was moved by Harold Smith, seconded by B. H. Barker, that the Board grant a waiver of the required compliance by September 1, 1994, with Act No. 954. Motion carried unanimously.
Agenda Item #19 - Discuss and take appropriate action concerning Personnel Adjustments.
At the request of Freddie Jefferson, Acting Assistant Superintendent, it was moved by John Dawsey, seconded by Susanne Jones, that the Baord permit the addition of several personnel items which were turned in to Mr. Jefferson after the Personnel Adjustments had been prepared. Motion carried unanimously.

Agenda Item #20 - Consider a motion to request the Federal Court declare this system an integrated system and allow relief from court-ordered guidelines.
It was moved by B. H. Barker that this item be deleted from the agenda. Motion died for lack of second. It was moved by Richard N. Thomas that the Board grant the authority to the Superintendent, Wayne Kuhn, and several board members to go talk to the Federal judge or other appropriate official to seek advice on the court order and taxing district lines. Motion died for lack of second.
Agenda Item #21 - Superintendent's Report.
Superintendent Coleman presented copies of the parish's 4th and 6th grade norm-referenced test results to the board members for their review and comparison with other parishes in the state.
Requests to address the Board:
It was moved by Susanne Jones, seconded by John Dawsey, that the Board allow Dale Bond to address the Board on the subject of Sullivan Vo-Tech night classes at Franklinton High School. Motion carried unanimously.
Mr. Bond stated he had been told by the Franklinton High School principal that he would not be permitted to teach night classes on the computers at Franklinton High School. President Bateman stated that Principal Beverly Young would be meeting with Mr. Bond, Mt. Hermon school personnel, Mickey Murphy, Director, and Ms. Deborah Taylor, Assistant Director, Sullivan Vo-Tech, the second week in August to further discuss this matter, and, in particular, funding of the night classes and financial assistance from Sullivan Vo-Tech with utility bills at the schools where night classes are held.

Thomas, that the Board allow four (4) individuals to address the Board on the subjects - - Dress Code and 4-Hour Requirement (4 hours school attendance required for seniors). An amendment to the motion was offered by John Dawsey to allow each individual five (5) minutes to speak. The amendment was seconded by Elaine Whaley. The vote on the amendment was, as follows: FOR: Jimmie Corkern, John Dawsey, Harold Smith, Susanne Jones, Bob Bateman, and Elaine Whaley. OPPOSED: Richard N. Thomas and B. H. Barker. Amendment carried. The original motion was unanimously carried.
Jennifer Cooper, Sherrie Hewitt, Tiffany Burton and Sarah Cook voiced opposition to the dress code at Franklinton High School and the requirement that seniors attend school for a minimum of 4 hours each school day.
It was moved by John Dawsey, seconded by B. H. Barker, that the Board allow Ashley oar-eman to address the Board regarding the 4-hour requirement. FOR: Jimmie Corkern, John Dawsey, Harold Smith, B. H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. OPPOSED: None. ABSTENTION: Bob Bateman. Motion carried.
Ms. Bateman, also, voiced opposition to the requirement. She needs only one (1) credit to graduate. Due to her family situation, she must work, and she needs the maximum hours possible for financial reasons.
At Mr. Barker's request, Ms. Beverly Young agreed to discuss these issues with Superintendent Coleman and some parents.
President Bateman gave board members a copy of a letter from the James Heyward Ard Chapter of the National Honor Society, which will be discussed at the next committee meeting.
On motion by John Dawsey, seconded by Harold Smith, and unanimously carried, the Board adjourned.
