The Washington Parish School Board met in special session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John D. Dawsey, Jr., Harold Smith, Bringier H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. Absent: None.

 

Agenda Item 11 - Opening of meeting

 

The meeting was called to order by President Bateman. Invocation was given by Rev. Bruce Brown. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn and guests.

 

Agenda Item 12 - Consider a motion to enter into Executive Session for the purpose of interviewing applicants for the posi­tion of Principal of Franklinton Jr. High School.

 

It was moved by John Dawsey, seconded by Susanne Jones, that the Board enter into Executive Session for the purpose of interviewing applicants for the position of Principal of Franklinton Jr. High School. Motion carried unanimously.

 

Agenda Item 13 - Consider a motion to return to regular session.

 

It was moved by John Dawsey, seconded by Jimmie Corkern, that the Board return to regular session. Motion carried unanimously.

Agenda Item 14 - Consider a motion to employ a Principal for Frank­linton Jr. High School.

 

It was moved by Susanne Jones, seconded by Jimmie Corkern, that the Board employ Linda S. Crain as Principal, Franklinton Jr. High School, for a period of two (2) years effective July 15, 1994. Roll call vote was as follows:

Agenda Item 15 - Consider a motion to employ Paul A. Meyerchick and Regina G. Meyerchick as Teachers/Coaches at Franklinton High School.

 

At the request of Superintendent Robert Coleman, it was moved by B. H. Barker, seconded by Harold Smith, that Item #5 be deleted from the agenda. Motion carried unanimously. This item will be considered at the next regularly scheduled board meeting.

 

Agenda Item 16 - Consider a motion to require annual leave by principals be taken at times when children are not in school.

 

At the recommendation of Superintendent Coleman, it was moved by Jimmie by John Dawsey, that the Board require annual leave by principals be taken at times when students are not in school, except in cases of emergency, at the discretion of the Superintendent.

Motion carried unanimously.

 

Agenda Item 17 - Discuss and take appropriate action concerning the cost to local schools for salary supplements for school clerks.

 

Following discussion and recommendation by Superintendent Coleman, it was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board assume the cost of salary supplements that have been previously approved by the Board (approximately $11,570.00) and, effective immediately,, eliminate any future salary supplements being paid by schools to any employee and prohibit the hiring of any employee without formal approval by the Board. Motion carried unanimously.

 

Agenda Item #8 - Discuss and take appropriate action concerning the policy for hiring school bus drivers and school bus attendants.

 

Superintendent Coleman stated that the newly adopted hiring policy excludes bus operators and bus attendants. Present Board policy for employment of bus operators states that the transportation supervisor shall interview all applicants, meet with the transportation committee (including board member or members in the district affected by change), and make a recommendation to the personnel committee. Following discussion, it was moved by Susanne Jones, seconded by B. H. Barker, that the following wording be deleted from the section, "Standard For Selection of Non-Certified Personnel" of the hiring policy: "with the exception of school bus drivers and school bus attendants," which would place bus operators and bus attendants under the parishwide hiring policy. FOR: Susanne Jones, B. H. Barker, John Dawsey and Bob Bateman. OPPOSED: Jimmie Corkern, Elaine Whaley, Harold Smith and Richard N. Thomas. Motion failed. The Board agreed to discuss this matter at the July 25, 1994, committee meeting. In the meantime, current board policy for employment of bus operators will be followed.

 

At the request of Acting Assistant Superintendent Freddie Jefferson, it was moved by John Dawsey, seconded by Susanne Jones, that the following item be added to the agenda: Authorize advertisement for the position of Principal, Enon Elementary School. Motion carried unanimously. It was moved by B. H. Barker, seconded by Susanne Jones, that the Board authorize advertisement for the position of Principal, Enon Elementary School. Motion carried unanimously. Advertising dates will be July 20 & 27, 1994, with applications accepted until 4:00 P.M. on July 27, 1994. The top three (3) applicants will be interviewed by the Board at the next regular board meeting on July 28, 1994.

 

Superintendent Coleman requested that the Board study the present personnel transfer policy prior to the next meeting, at which time he would ask that the Board consider revising the policy to allow teachers to be transferred to vacancies during the summer. Present policy states that requests for transfers shall be made annually and not later than the end of that current school year. It was moved by Elaine Whaley, seconded by Richard N. Thomas, that this item (consider revising the personnel transfer policy) be added to the agenda, rather than waiting until the next board meeting. Motion carried unanimously. It was moved by B. H. Barker, seconded by Susanne Jones, that the Board delete the following sentence from Policy GBM Personnel Transfer: "Requests for such transfers shall be made annually and not later than the end of that current school year." FOR: Jimmie Corkern, John Dawsey, Harold Smith, B. H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. OPPOSED: Bob D. Bateman. Motion carried. Superintendent Coleman stated that teachers will be transferred if the principal of the receiving school agrees to the transfer.

 

It was moved by B. H. Barker, seconded by Susanne Jones, that Ms. Beverly Young be allowed to address the board regarding audit of Franklinton High School. Motion carried unanimously. Ms. Young, Principal, Franklinton High School, requested that an audit of Franklinton High School for the last two years be performed. Following discussion, it was moved by B. H. Barker, seconded by Susanne Jones, that the item­ Consider conducting audits at any school with a changing of administration- be added to the agenda. Motion carried unanimously. It was moved by B. H. Barker, seconded by Harold Smith, that an audit be performed at any school when the administration (principalship) changes. Motion carried unanimously.

 

On motion by Susanne Jones, seconded by B. H. Barker, and unanimously carried, the Board adjourned.
