The Washington Parish School Board met in regular session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Jr., Harold Smith, Bringier H. Barker, Susanne Jones,
Richard N. Thomas, and Elaine Whaley. Absent: None.
The meeting was called to order by President Bateman. Invocation was given by Freddie Jefferson. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn, and guests.
It was moved by B. H. Barker, seconded by Susanne Jones, that the Board adopt the minutes of the April 14, 1994, board meeting as submitted to each board member. Motion carried unanimously.
Agenda Item #1 - Presentation by Emma Route, Secretary, Washington Parish Association of Educators - Teacher Appreciation Week/ National Teacher Day
Mrs. Route read the following proclamation and asked the Board's support of the proclamation:
Proclamation
WHEREAS, an educated citizenry serves as the foundation of our democracy; and
WHEREAS, today's teachers mold the minds and train the workforce of the future; and
WHEREAS, no other profession touches so many persons with such a lasting effect; and
WHEREAS, good teaching grows in value and pays dividends far beyond the classroom;
Now, therefore, I, Emma Route, serving as Secretary of Washington Parish Association of Educators, do hereby proclaim Tuesday, May 3, 1994, as
NATIONAL TEACHER DAY
I urge all citizens to observe this day by taking time to remember and honor those who give the gift of knowledge through teaching.

Agenda Item #2 - Consider adoption of General Fund Budget Revision for the 1993-94 fiscal year
Following review by Adren Raybourn, Director of Finance, it was moved by B. H. Barker, seconded by Harold Smith, that the Board adopt the General Fund Budget Revision for the 1993-94 fiscal year as presented by Adren Raybourn. Motion carried unanimously.
Agenda Item #3 - Consider adoption of revised policy of student check-out procedure at the schools
Following review and recommendation by Superintendent Guy Schilling, it was moved by John Dawsey, seconded by Susanne Jones, that the Board adopt the following revised policy of student check-out procedure at the schools, effective the beginning of the 1994-95 school year: See attached. FOR: Jimmie Corkern, John Dawsey, Harold Smith, B. H. Barker, Susanne Jones, Bob D. Bateman, And Richard N. Thomas. OPPOSED: Elaine Whaley. Motion carried.
Agenda Item #4 - Personnel and Transportation Adjustments
Upon the recommendation of Superintendent Schilling, it was moved by Harold Smith, seconded by Jimmie Corkern, that the Board approve the following Personnel and Transportation Adjustments, as presented by Mr. Freddie Jefferson, Assistant Superintendent:
PERSONNEL ADJUSTMENTS
RESIGNATION:
Franklinton Jr. High School: Lisa B. Jenkins, Special Education Paraprofessional, Resignation effective May 31, 1994.
RETIREMENT RESIGNATION:
Franklinton Elementary School: Doris Pigott, Regular Teacher, Retirement Resignation effective May 31, 1994.
REQUEST FOR SABBATICAL LEAVE:
Franklinton Elementary School: Diane James, Regular Teacher, Sabbatical Leave for Rest and Recuperation effective the entire 1994-95 school year.
TRANSPORTATION ADJUSTMENTS
Franklinton, Schools: Extend the route of Violonia Edwards .7 mile one way to pick up several Special Education students. Effective date: April 22, 1994.
Franklinton Schools: Deduct 3.3 miles one way from the route of Faye Newman due to students moving off route. Effective date: April 5, 1994.
Motion carried unanimously.
Agenda Item #5 - Superintendent's Report
1. Upon the request of Superintendent Schilling, it was moved by B. H. Barker, seconded by Jimmie Corkern, that the following item be added to the agenda: Consider changing the time of the May 5, 1994, board meeting from 6:30 P.M. to 7:00 P.M., due to the Franklinton, Jr. High School Project Prep-Tech Computer Lab Open House scheduled for May 5, 1994, at 6:00 P.M. Motion carried unanimously.
It was moved by Susanne Jones, seconded by John Dawsey, that the May 5, 1994, board meeting be held at 7:00 P.M., rather than 6:30 P.M., due to the Franklinton Jr. High School Project Prep-Tech Computer Lab Open House scheduled for May 5, 1994, at 6:00 P.M. Motion carried unanimously.
2. Superintendent Schilling announced graduation ceremonies, as follows:
May 26, 1994 - Mt. Hermon School - 8:00 P.M.
Pine School- 7:30 P.M.
May 27, 1994 - Varnado High School - 7:00 P.M.
Franklinton High School - 8:00 P.M.
3. Superintendent Schilling reminded everyone of the importance of voting on the tax renewal election to be held April 30, 1994.
It was moved by Jimmie Corkern, seconded by Harold Smith, that the Board thank all groups that are supporting the tax renewal election. Motion carried unanimously.
4. Superintendent Schilling reminded the board that the May, 1994, committee meeting and board meetings were moved up to prevent conflicts with graduation ceremonies. The May committee meeting will be held May 2, 1994, and board
meetings are scheduled for May 5 & 19, 1994.
5. Superintendent Schilling read a proclamation issued by Governor Edwards proclaiming May 3, 1994, as Louisiana School Food Service Employees Day.
6. Superintendent Schilling reported that contacts had been made with area legislators regarding Gifted/Talented budgets, and that Representative Thomas and Senator Rayburn responded that they support funding for the Gifted/Talented
Agenda Item #7 - Other Business from Board Members
It was moved by John Dawsey, seconded by Harold Smith, that the board add to the agenda consideration of supporting the Sheriff in his suit against the Tax Commission. Motion carried unanimously.
It was moved by John Dawsey, seconded by Richard N. Thomas, that the Board adopt the following proclamation:
WHEREAS , it is our understanding that the Sheriff is to appeal the decision of the trial court in the matter of a suit
by the Tax Commission involving the City of Bogalusa, a motion is made that the Board commends the Sheriff in his action and agrees with his proceeding in such a manner. Motion carried unanimously.
Agenda Item #6 –
Executive Session under LA R.S. 42:6.IA(2) concerning pending litigation in the matter of Kenneth Ard and Emma McIntyre Ard versus the Washington Parish School Board, No. 70773, 22nd. Judicial Court, Washington Parish, LA
It was moved by John Dawsey, seconded by B. H. Barker, that the Board enter into Executive Session for the above stated purpose. Motion carried unanimously.
It was moved by Harold Smith, seconded by Jimmie Corkern, that the Board go out of Executive Session. Motion carried unanimously.
It was moved by Bringier Barker, seconded by Harold Smith, that the Board adjourn. Motion carried unanimously.
