The Washington Parish School Board met in special session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Jr., Harold Smith, Bringier H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. Absent: None. The meeting was called to order by President Bateman. Invocation was given by Freddie Jefferson.
The Board recessed in order to move to Franklinton Elementary School auditorium to accommodate the large number of teachers and support personnel in attendance.
Upon re-convening, President Bateman stated the purpose of the meeting was to make a decision concerning compensation for supervisors, teachers, and non-instructional employees. President Bateman reviewed the first (1992-93) and second (1993-94) year increases in the Minimum Foundation Program, as follows:

President Bateman then reviewed the proposals being considered by the Board, as follows:

It was moved by John Dawsey, seconded by B. H. Barker, that the Board accept proposal #9 - 7% increase across-the-board. Roll call vote was as follows:

It was moved by B. R. Barker, seconded by Harold Smith, that the 7% increases become a permanent part of the salary schedule for employees. Roll call vote was as follows:

Motion carried unanimously.
It was moved by John Dawsey, seconded by Jimmie Corkern, that the 7% increases be retroactive to the beginning of the school year (July 1, 1993). Motion carried unanimously, as indicated by a show-of-hands.
It was moved by B. H. Barker, seconded by Harold Smith, that the Board allow Ricky Payne and Leland Lee to speak for five (5) minutes each. Motion carried unanimously. Mr. Lee stated a 10% permanent pay raise for all employees is a fair and minimal amount to ask for, and "we stand firm on our demands." He requested that the remainder of his time be given to Mr. Fred Skelton, President, Louisiana Federation of Teachers. This was approved by a show-of-hands of the Board. Mr. Skelton spoke in favor of a 10% raise for all employees. Mr. Payne thanked the Board, in part, for something permanent; however, he felt that more could have been given. He asked the Board to take another step in solving the problem by granting collective bargaining. He thanked the Board for working with the employees and starting a good dialogue.
On motion by John Dawsey, seconded by Harold Smith, and unanimously carried, the Board adjourned.
