The Washington Parish School Board met in regular session on the above date with the following members present: Jimmie Corkern, John Dawsey, Harold Smith, Bringier H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. Absent: President Bob D. Bateman. The meeting was called to order by Vice-President Susanne Jones in the absence of President Bateman. Invocation was given by Freddie Jefferson. Vice-President Jones welcomed the news media, School Board Attorney Wayne Kuhn, and guests. She thanked the Serenipity Homemakers club for the delicious refreshments served at the "Appreciation Coffee" held prior to the meeting.

 

It was moved by B. H. Barker, seconded by Harold Smith, that the Board adopt the minutes of the June 10, 1993, board meeting as submitted to each board member. Motion carried unanimously.

 

Agenda Item 11 -Open and consider bids received for the purchase of Bread and Milk for the 1993-94 school year

 

On motion by Harold Smith, seconded by B. H. Barker, and unanimously carried, Vice-President Jones opened bids received from Flowers and Cotton for Bread and Dairy Fresh and Borden for Milk. The bids were referred to Mrs. Jackie Smith, School Food Service Supervisor, and Adren Raybourn, Director of Finance, for review and possible recommendation prior to adjournment.

 

Agenda Item #2 - Effective Schools Presentations

 

The following school principals briefly reviewed their respective school's School Improvement Plan for the Effective Schools Program: C. Wayne Penton, Wesley Ray Elementary School; Linda Crain, Enon Elementary School; Eathel Brock, Franklinton Primary School; Karen Spears, Franklinton Elementary School; and Dennie Fowler, Mt. Hermon School. The remaining principals, Hayward Boone, Varnado High School, and Beverly Young, Franklinton Jr. High School, will make presentations at the July 29, 1993, meeting.

 

Agenda Item 13 -Consider adoption of the 1993-94 Pupil Progression Plan revisions

 

Following a brief review by Dr. Guy Schilling, Assistant Superintendent, it was moved by B. H. Barker, seconded by Harold Smith, that the Board adopt the Pupil Progression Plan revisions. Motion carried unanimously.

 

Return to Agenda Item #1 - Recommendation - Milk and Bread Bids

 

Upon the recommendation of Mrs. Smith and Mr. Raybourn, it was moved by Harold Smith, seconded by John Dawsey, that the Board accept the low bid by Cotton for the purchase of Bread for the 1993-94 school year. Motion carried unanimously.

 

Upon the recommendation of Mrs. Smith and Mr. Raybourn, it was moved by John Dawsey, seconded by Richard N. Thomas, that the Board accept the low bid of Dairy Fresh, with escalator clause, for the purchase of Milk, only, for the 1993-94 school year. Motion carried unanimously.

 

It was moved by John Dawsey, seconded by Richard N. Thomas, that the Board accept the bid of Borden for the purchase of Ice Cream, since Dairy Fresh did not submit a bid on Ice Cream. Motion carried unanimously.

Agenda Item 14 -Consider allocation to schools for the 1993-94 operations budgets

 

Following a  recommendation by Adren Raybourn, it was moved by Jimmie Corkern, seconded by Harold Smith, that the following allocations be made:

Agenda Item #5 -Consider adoption of ESEA Chapter I Budget for the 1993-94 fiscal year

 

On motion by Jimmie Corkern, seconded by B. H. Barker, and unanimously carried, the 1993-94 ESEA Chapter I Budget was adopted.

 

Agenda Item 16 - Consider renewal of principal's contract of employment

 

It was moved by B. H. Barker, seconded by John Dawsey, that the Board renew the Contract of Employment for Beverly A. Jones Young, Principal, Franklinton Jr. High School, for the period beginning August 1, 1993, and ending July 31,

 

1996. Motion carried unanimously.

Upon the recommendation of Superintendent Brown, it was moved by John Dawsey, seconded by Harold Smith, that the Board approve the following personnel adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

Agenda Item 19 - Superintendent's Report

 

A.         Adren Raybourn, Director of Finance, reported that the Board's fiscal agent, Parish National Bank, is changing the manner in which checks and bank statements are processed. Customers will receive electronic digitized copies of checks, rather than original checks, in their bank statements.

 

B.         Following a report by Anthony Triola, Supervisor of Transportation, on the purchase of video cameras/boxes for school buses, it was moved by B. H. Barker, seconded by Richard N. Thomas, that the Board purchase two (2) video cameras ($1,790.00), eighty-three (83) boxes ($7,587.00), and one (1) projector with TV screen for viewing the tapes ($850.00). Installation of the boxes will cost $500.00, making the total cost of the project $10,797 nn-.- . For: John Dawsey, Harold Smith, B. H. Barker, Susanne Jones, and Richard N. Thomas. Opposed: Elaine Whaley. Abstaining: Jimmie Corkern. Motion carried. The boxes will be installed in each bus, and the two (2) cameras will be rotated among the buses.

 

C.         The Board agreed to change the November, 1993, meeting dates from November 8th (committee) and November 11th (board) to November 15th (committee) and November 18th (board) due to Veterans Day (Nov. 11th).

 

D.         At the recommendation of Superintendent Brown, it was moved by Harold Smith, seconded by John Dawsey, that the Board authorize the system's continuation of the Chapter II Effective Schools Consortium training by participating in Phase III and Phase IV training, which will be funded by a grant from the State Department of Education. Motion carried unanimously.

 

E.         Attorney Wayne Kuhn reported to the Board on the response of the Justice Department to the Board's reapportionment plan. The Justice Department cannot preclear the plan as presented. After briefly reviewing the alternatives available to the Board, it was agreed that a board committee meeting would be held June 29, 1993, at 6:30 P.M., for the purpose of reviewing reapportionment matters. Mrs. Gaye Hamilton, reapportionment consultant, will be asked to attend, if possible.

 

F.          It was moved by John Dawsey, seconded by Jimmie Corkern, that Ms. Emma Ross, Acting Principal, Varnado High School, effective the Fall semester of the 1993-94 school year, be placed in that position July 15, 1993, in order to prepare for the opening of school. Motion carried unanimously.

 

On motion by B. H. Barker, seconded by Harold Smith, and unanimously carried, the Board adjourned.

R E S 0 L U T 1 0 N

 

RESOLVED, that the Washington Par ish School Board has determined that a certain parcel of land being approximately 8 acres of land with im provements located in the Vernon Community to be further described as per title, owned by the Washington Parish Scbool Board, is no longer needed for school purposes and that the best interest of the public school system would be served by the sale of such land.

 

FURTHER RESOLVED,. that the Washington Parish School Board dispose of the property under sealed bids in accordance with the requirement of law.

 

FURTHER RESOLVED, that the president and secretary of the school board are to proceed with the advertisement offering the land for sale in accordance with law.  The bids shall be opened in the office of the school board at 6:30 P.M. on June 27, 1991.  The sale will be for cash with all costs of the sale, including necessary certificates, to be paid by the purchaser.  The property, buildings, and improvements will be sold.  "as is" without any warranties whatsoever.  The School Board shall reserve the right to reject any and all bids, and all bids shall be rejected in the event the highest bid is not equal to the appraised value of the property to be sold.  The act of sale shall be executed within 30 days from the date of opening of the bids.  The sale will be under such other terms and conditions as the School Board may determine.
