The Washington Parish School Board met in regular session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Harold Smith, Bringier H. Barker, Richard N Thomas, and Elaine Whaley. Absent: Susanne Jones. The meeting was call;d to order by President Bateman. Invocation was given by Dale Varnado. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn, and guests.
It was moved by B. H. Barker, seconded by Harold Smith, that the Board adopt the minutes of the May 20, 1993, board meeting as submitted to each board member. Motion carried unanimously.
Agenda Item #1 - Effective Schools Presentation
The following school principals briefly reviewed their respective school's School Improvement Plan for the Effective Schools Program: Richard Kennedy, Angie Jr. High School; Michael Henley, Franklinton High School, Ed Deas, Pine School, William R. Brignac, Jr., Thomas Jr. High School; and Mickey Fornea, Varnado Elementary School. The remaining principals will make presentations at the June 24, 1993, meeting.
Agenda Item 12 - Consider adoption of new Personnel Accountability Program
On motion by B. H. Barker, seconded by Harold Smith, and unanimously carried, Ricky Payne, President, Washington Parish Association of Educators, was allowed to address the Board. Mr. Payne voiced concerns of WPAE members relative to the proposed program, including WPAE not being allowed to look at the program and have input. Mr. Barker voiced the concern that the Board has not had enough time to review the plan, which, according to Dr. Guy Schilling, must be submitted to the State Department of Education by June 15, 1993. Another of Mr. Barker's concerns was in the Area of Responsibility listed on each supervisor's job description; namely, the lack of "Instructional Leadership" being listed under Area of Responsibility for all supervisors' job descriptions. It was moved by B. H. Barker, seconded by Harold Smith, that "Instructional Leadership" be added under Area of Responsibility in the job descriptions of all supervisors. Motion carried unanimously. It was moved by John Dawsey, seconded by Harold Smith, that the Board approve the new Personnel Accountability Program, with the one change. Motion carried unanimously.
Agenda Item 13 - Consider bids received for installation of Fire Alarm System and Smoke Detectors at selected schools
Sam Fauntleroy, Architect, briefly reviewed the process leading to bids on this project for Pine, Wesley Ray, Thomas, Angie, and Varnado Elementary schools. The bids were opened June 1, 1993, with the following bids being received: (1) Adams & Associates, Inc., Bogalusa, LA - $54,723.00, and (2) Current Electric, Metairie, LA - $51,497.00. Final drawings/comments from the State Fire Marshal on the plans were received after the bid opening and included some additional requirements which would cost between $1,500 - $3,000 to be in compliance with the State Fire Marshal's Office. Upon Mr. Fauntleroy's and Superintendent Brown's recommendations, it was moved by Jimmie Corkern, seconded by Harold Smith, that the Board accept Current Electric's low bid of $51,497.00, negotiate remainder of items/equipment required by the State Fire Marshal, not to exceed $3,000.00, and issue a change order at the appropriate time. FOR: Jimmie Corkern, John Dawsey, Harold Smith, B. H. Barker, Richard N. Thomas, and Elaine Whaley. OPPOSED: Bob Bateman. Motion carried. President Bateman stated he has a problem with letting out bids and then creating change orders.
Agenda Item 14 -Consider renewing -contract with F. A. Richard & Associates as third party administrator for self-insured Worker's Compensation program
At the recommendation of Adren Raybourn, Director of Finance, it was moved by B. H. Barker, seconded by Harold Smith, that the Board renew the contract with F. A. Richard & Associates in the amount of $9,375.00 for basic claims administration. Motion carried unanimously.
Agenda Item 15 - Consider proposed 1993 tax levy
It was moved by B. H. Barker, seconded by Harold Smith, that the Board levy the following ad valorem taxes for school purposes on the 1993 tax roll:

Agenda Item #8 - Superintendent's Report
A. It was moved by Jimmie Corkern, seconded by Harold Smith, that the Board authorize Robert Al Johnson, Supervisor, Adult Education, to sign proposals/ contracts with the Louisiana Department of Social Services for the Project Independence program. Motion carried unanimously.
B. School Bus Inspections - June 28 & 29, 1993, - 8:00 A.M. - 1:00 P.M. each day

C. Deferred until June 24, 1993, meeting - Purchase of video cameras/boxes for school buses.
D. Upon the recommendation of Anthony Triola, Transportation Supervisor, it was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board accept quotes from Dr. H. A. Stafford, Jr. - $25.00 per exam, and Dr. Roger Casama - $25.00 per exam, for physical examinations for bus operators. Motion carried unanimously.
E. Upon the recommendation of Superintendent Brown, it was moved by Harold Smith, seconded by John Dawsey, that the Board authorize August 16 & 17, 1993, as 1/2 day school attendance for students in order to conduct an in-service for teachers on the new Personnel Accountability Program the second half of the two days. FOR: Jimmie Corkern, John Dawsey, Harold Smith, B. H. Barker, Richard N. Thomas, and Elaine Whaley. OPPOSED: Bob Bateman. Motion carried. President Bateman stated he felt a one-day in-service for teachers would be better for the students, rather than two one-half days.
F. Superintendent Brown announced that two Washington Parish recent graduates have been awarded a Robert C. Byrd Honors Scholarship in the amount of $1,500. These students are Lauren Kelly Jenkins, Franklinton High School, and Marsha Marie Knight -Varnado High School.
G. John Dawsey gave a brief report on the recent sales tax commission meeting.
On motion by Harold Smith, seconded by B. H. Barker, and unanimously carried, the Board adjourned.
