The Washington Parish School Board met in regular session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Jr., Harold Smith, Bringier H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. Absent: None. The meeting was called to order by President Bateman. Invocation was given by John Dawsey. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn, and guests.
It was moved by B. H. Barker, seconded by John Dawsey, that the Board adopt the minutes of the May 6, 1993, board meeting as submitted to each board member. Motion carried unanimously.
The Board heard a presentation by Franklinton Jr. High School Eighth Grade Gifted Class, assisted by Barbara Chitwood, Teacher, and Joan Knight, Project Coordinator. As a Science project, the class undertook the project of landscaping the School Board Office grounds. During the course of the project, the students planted azaleas, hollies, and boxwood shrubs; hauled wheelbarrows of trash to the dump area; shoveled, raked, and spread a layer of bark around the plants. In preparation for the project, the students were given a tour of Windmill Nursery so they could get an overview of what is involved with landscaping. According to Mrs. Knight, the following businesses/ individuals generously donated various services, materials, plants, and labor, thereby, making this project most successful for the class: Dennis Simeone,

The students involved in the project were Katie Burris, James Thigpen, Jon Knight, Christopher Kuhn, Kyle Jones, Jason Kennedy, Kristopher Colburn, and Jeremy Tullos. On behalf of the Board, President Bateman expressed appreciation for the students' work and presentation and the contributions of all others involved in this project to beautify the School Board Office grounds.

Mrs. Jones thanked the faculties of Thomas Jr. High School and Franklinton Elementary School for the delicious refreshments served prior to the board meeting at the reception honoring the winners, parents, teachers, and administrators.
Mrs. Kay Bell, Talented Art Teacher, Pine School, introduced to the Board one of her students, Alim Bilal, who has won many awards for his artwork during the three (3) years he has been a student in Mrs. Bell's Talented Art class.
Upon the recommendation of Adren Raybourn, Director of Finance, and Superintendent Brown, it was moved by Harold Smith, seconded by B. H. Barker, that the Board award contracts for the purchase of School Supplies for the 1993-94 school year to Delta Printing, Bogalusa, LA - $2,300.90, and Butler Paper Co., Harahan, LA -$25, 138.96, for a total of $27,439.86. Motion carried unanimously. These were low bids meeting specifications.
Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Harold Smith, that the Board authorize advertisement for bids for the purchase of Bread, Milk, and other Food and Supplies for the 1993-94 school year. Motion carried unanimously. Advertising dates will be May 26, June 2 & 9, 1993. Bids for Milk and Bread will be received until June 24, 1993, at 6:30 P.M., at which time they will be opened during the regularly scheduled board meeting. The following classes are bid for NINETY (90) DAYS. Without further notice, each bidder shall submit a new bid by 10:00 A.M. on the following dates:

Motion carried unanimously.
Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by B. H. Barker, seconded by Harold Smith, that the Board authorize entering into agreement with Norris Insurance Consultants, Inc., Baton Rouge, Louisiana, to analyze and evaluate all the Board's insurance policies and make recommendations of any changes needed. The fee will be $5,300.00, and the agreement will be effective for a period of one (1) year. Motion carried unanimously.
Superintendent Brown announced graduation ceremonies will be held according to the following schedule:
May 27, 1993 - Franklinton High School and Varnado High School May 28, 1993 -Mt. Hermon High School and Pine High School
Superintendent Brown informed the Board that, according to a letter from the Office of Student Financial Assistance, an appropriation bill currently being considered by the legislature does not provide funding for Louisiana Honors Scholarship Program nor the additional funds needed to consider new applicants for the Louisiana Tuition Assistance Plan (TAP).
Superintendent Brown reported that the School Lunch Program received a favorable report following a recent State Department Administrative Review of selected schools. He expressed appreciation to Mrs. Jackie Smith, Supervisor, for the exemplary manner in which the school lunch program is conducted.
It was moved by Harold Smith, seconded by Jimmie Corkern, that the Board authorize Monroe McElveen, Bus Operator, to purchase a 1988 65-passenger school bus to replace his present 1969 54-passenger bus. Motion carried unanimously.
On motion by B. H. Barker, seconded by Susanne Jones, and unanimously carried, the Board adjourned.
