The Washington Parish School Board met in regular session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Jr., Harold Smith, Bringier H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. Absent: None. The meeting was called to order by President Bateman., invocation was given by John Dawsey. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Susanne Jones, that the Board adopt the minutes of the April 29, 1993, board meeting as submitted to each board member. Motion carried unanimously.

 

It was moved by Harold Smith, seconded by B. H. Barker, that the Board allow Sheriff Duane Blair to address the Board. Motion carried unanimously. Sheriff Blair reported on the Drug Abuse Resistance Education (D.A.R.E.) Program in the Washington Parish School System. The program has been very successful this year, and it will be back in the schools next year.

 

It was moved by Harold Smith, seconded by John Dawsey, that the Board open bids received for the purchase of School Supplies for the 1993-94 school year. Motion carried unanimously. Bids from the following vendors were opened by President Bateman: Venable Office Equipment, Kentwood, LA; A to Z Paper Co., New Orleans, LA; Louisiana Teachers Supply, West Monroe, LA; Delta Printing Co., Bogalusa, LA; Leader Printing & Office Supplies, Inc., Franklinton, LA; Rowley Company, New Orleans, LA; Home Oil Co., Wichita, Kansas; Prairie Carbon & Ribbon, Larrabee, Iowa; Chaselle, Inc., Columbia, Maryland; Butler Aper Co., Raraha , LA; Carolina Ribbon, Greensboro, N.C., and American Coated Products, Clinton, CT. Bids submitted by Carolina Ribbon, American Coated Products, Louisiana Teachers Supply, and Rowley Co. were unacceptable because they did not meet specifications. It was moved by Jimmie Corkern, seconded by Harold Smith, that the bids be taken under advisement until the May 20, 1993, board meeting when the Business Office will have a recommendation. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Harold Smith, seconded by B. H. Barker, that the Board approve the ESEA Chapter I Revised Budget for the 1992-93 fiscal year. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by John Dawsey, seconded by Richard N. Thomas, that the Board approve the ESEA Chapter II Revised Budget for the 1992-93 fiscal year. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Harold Smith, that the Board approve the EESA Title II Revised Budget for the 1992-93 fiscal year. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Harold Smith, seconded by Richard N. Thomas, that the Board approve the Revised General Fund Budget for the 1992-93 fiscal year. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by John Dawsey, seconded by Harold Smith, that the Board approve the Special Education IDEA Application/Budget for the 1993-94 fiscal year. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Harold Smith, that the Board approve the Special Education Pre-School Application/Budget for the 1993-94 fiscal year. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by Harold Smith, that the Board appoint The Era-Leader as Official Journal for the period beginning July 1, 1993, and ending June 30, 1994. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Susanne Jones, that the Board approve the following Personnel Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

RETIREMENT RESIGNATION:

 

Pine School: Ruth Ard, Lunchroom Worker, Retirement Resignation effective May 31, 1993.

 

REQUEST FOR LEAVE:

 

Franklinton Schools:  Bennie Paul Tate, Bus Operator, Extended Sick Leave effective April 12, 1993, through May 31, 1993 (36 days).

 

EMPLOY:

 

Adult Education:  Mae Ella Barnes, Part-time Project Independence (Adult EdĀ­ucation) Teacher effective June 1, 1993.

 

Motion carried unanimously.

 

It was moved by Harold Smith, seconded by Richard N. Thomas, that the Board rescind its present policy banning the use of booksacks/school bags by students in grades 7-12 effective the 1993-94 school year. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Richard N. Thomas, that the Board permit the use of clear plastic booksacks/school bags, only, by all students attending schools in the Washington Parish School System effective the 1993-94 school year. Motion carried unanimously.

 

On motion by Harold Smith, seconded by Bob Bateman, and unanimously carried, the Board adjourned.
