The Washington Parish School Board met in regular session on the above date with the following members present: President Bob D. Bateman, Jimmie Corkern, John Dawsey, Jr., Harold Smith, Bringier H. Barker, Susanne Jones, Richard N. Thomas, and Elaine Whaley. Absent: None. The meeting was called to order by President Bateman. Invocation was given by John Dawsey. President Bateman welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Susanne Jones, that the Board adopt the minutes of the February 11, 1993, board meeting as submitted to each board member. Motion carried unanimously.

 

It was moved by John Dawsey, seconded by B. H. Barker, that the Board adopt the minutes of the February 25, 1993, special board meeting as submitted to each board member. FOR: John Dawsey, Harold Smith, B. H. Barker, Susanne Jones, Bob Bateman, Richard Thomas, and Elaine Whaley. AGAINST: Jimmie Corkern, who stated he wanted the record to show that he voted against the motion made at the February 25, 1993, meeting (to adopt reapportionment Plan 9-B Modified/Final, 1992). Motion carried.

 

The following individuals participated in an informative presentation on the Tech Prep program (High Schools That Work), in which Franklinton High School is involved: Principal Michael Henley; Brenda Simone and Mickey Murphy from Sullivan Technical Institute, Tana Burris, Susan Thomas, Kaye Spencer, and Leland Lee, teachers at Franklinton High School; Wayne Meaux, Tech Prep Coordinator; and Chris Strother, State Assistant Superintendent of Vocational Education. Franklinton High School is one of 20 Louisiana schools selected to join the High Schools That Work program, the nation's first large-scale effort to blend academic and vocational education to raise the achievement of career-bound students. The High Schools That Work sites will combine the resources of academic and vocational teachers, counselors, parents, and the community to give career-bound students a head start on employment and further learning. The schools will help these students achieve at a higher level through academic courses that relate knowledge to the real world, and through technical courses that emphasize up-to-date workplace skills.

 

President Bateman thanked presentation participants, then declared a fiveminute recess.

 

Following a recommendation by Ms. Beth Fussell, Chief Accountant and Operations Manager, it was moved by B. H. Barker, seconded by Harold Smith, that the Board accept the bid of $35,070 from Software and Services of Louisiana, Bossier City, Louisiana, for the purchase of a new computer system. Motion carried unanimously. This was the sole bid received, and it met all specifications.

 

Following a recommendation by Ms. Fussell, it was moved by John Dawsey, seconded by B. H. Barker, that the Board accept the proposal to audit the financial statements for fiscal year ending June 30, 1993, submitted by Peat Marwick, New Orleans, Louisiana, in the amount of $25,500. Motion carried unanimously.

 

It was moved by Harold Smith, seconded by B. H. Barker, that the Board enter into an agreement with the Washington Parish Police Jury for the Summer Food Program to be held in the following schools: Angie Jr. High School, Franklinton Primary School, Pine School, Thomas Jr. High School, Wesley Ray Elementary School, and Varnado High School. Motion carried unanimously.

 

It was moved by Susanne Jones, seconded by Harold Smith, that the Board revised Contract of Employment for Promotional or Administrative Appointment. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Susanne Jones, seconded by John Dawsey, that the Board approve the following Personnel and Transportation Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

RESIGNATION:

 

Franklinton High School:  Blondine Duvall, Regular Teacher, Resignation effective March 2, 1993.

 

Pine School:  Clementine Morris, Special Education Teacher, Resignation effective March 9, 1993.

Thomas Jr. High School:  Autherine Robinson, Lunchroom Worker, Disability Retirement Resignation effective November 20, 1992.

 

REQUEST FOR LEAVE:

 

Franklinton Primary School:  Myra L. Aubin, Speech Therapist, Sick Leave effective May 6, 1993, through May 14, 1993 (7 days), and Extended Sick Leave effective May 17, 1993, through May 31, 1993 (11 days), for a total of 18 days.

Franklinton Elementary School:   Ella Rose Bickham, Regular Teacher, Sick Leave effective March 22, 1993, through May 31, 1993 (46 days).

Franklinton High School:    Karen Barnette, Regular Teacher, effective March 3, 1993, through May 31, 1993 (replacing Blondine Duvall).

Franklinton High School:    Debra Norman, One-half time Lunchroom Technician, effective March 15, 1993.

Pine School: Ginger Champagne, Special Education Teacher, effective March 10, 1993, and for the remainder of the 1992-93 school year only (fillin for Judy Carter who is on sabbatical leave).

 

TRANSPORTATION ADJUSTMENTS

 

Franklinton Schools:  Extend the route of Violonia Edwards 1.6 miles one way to pick up child of Jeffery Fleming. Effective date: February 4, 1993

 

Deduct 3.7 miles one way from the route of Juanita Tullos due to student moving off route. Effective date: February 8, 1993

 

Deduct 3.3 miles one way from the route of Mary Simmons due to student moving off route. Effective date: February 18, 1993.

 

Extend the route of Norman McCain, Jr., .5 mile one way to relieve overload situation. Effective date: March 1, 1993.

 

Motion carried unanimously.

 

It was moved by Bob Bateman that the Board adopt a policy revision mandated by 1992 legislation: File GBR -Working Conditions (Drug-Free Workplace, Employee Dress and Employee Tobacco Use). Motion died from lack of second.

 

It was moved by B. H. Barker, seconded by Harold Smith, that the Board adopt the following policy: A teacher must be officially employed by the Board for more than one ( 1) full semester (91 days or more) in order to be granted a year's experie for pay purposes. Substituting on a day-to-day basis cannot be counted toward the 91-day minim=. FOR: Jimmie Corkern, John Dawsey, Harold Smith, B. H. Barker, Susanne Jones, Bob Bateman, and Richard N. Thomas. AGAINST: Elaine Whaley. Motion carried.

 

It was moved by Jimmie Corkern, seconded by Harold Smith, that the Board appro" a request from bus operator Ladonics Dillon to purchase a 1986 Chevrolet 66-passenger bus, updating from a 1977 bus. Motion carried unanimously.

 

At the request of Anthony Triola, Supervisor, it was moved by Susanne Jones, seconded by B. H. Barker, that the Board adopt a Crisis Intervention Plan. Motion carried unanimously. The crisis intervention plan is designed to give building administrators and student service personnel ready reference to recommended procedures relating to crisis/trauma situations and suicide prevention. Included in the guidelines will be: a general checklist of steps that need to be taken in a building when a crisis occurs; information about the crisis teams; referral students and parents; suggested strategies for working with the press during a crisis situation; and handouts and materials that can be used with and by staff members.

 

The Board took under advisement a request from Anthony Triola to purchase cameras for school buses, with an initial purchase of one (1) camera and ten (10) boxes, additional cameras and boxes to be purchased yearly until they are in place on all buses. This process would take eight years to complete.

 

It was moved by John Dawsey, seconded by B. H. Barker, that the Board adopt the salary supplement proposal, with adjustments for 10-month and 9-month assistant principals, for five (5) assistant principals who were inadvertently left off the proposal adopted at the February 11, 1993, board meeting. Motion carried unanimously.

 

At the request of President Bateman, it was moved by Susanne Jones, seconded by John Dawsey, that the Board allow President Bateman to appoint a board committee to set goals for the Board for next year. FOR: John Dawsey, B. H. Barker, Susanne Jones, Bob Bateman, Richard N. Thomas, and Elaine Whaley. AGAINST: Jimmie Corkern and Harold Smith. Motion carried. President Bateman appointed the following committee members: Elaine Whaley, Chairperson, Susanne Jones, and B. H. Barker.

 

On motion by John Dawsey, seconded by B. H. Barker, and unanimously carried, the Board adjourned.
