The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, and Richard N. Thomas . Absent: Joe Whaley. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board adopt the minutes of the November 12, 1992, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board adopt the following schedule of school board meetings for 1993:

NOTE: ONLY ONE (1) REGULAR SCHOOL BOARD MEETING HAS BEEN SCHEDULED FOR THE MONTHS OF FEBRUARY, JULY, NOVEMBER, AND DECEMBER, 1993.

 

Motion carried unanimously.

 

Upon the recommendation of the selection committee for the position of Chapter I Data Clerk/Secretary, it was moved by Jimmie Corkern, seconded by Bob Bateman, that the Board approve the recommendation of the selection committee and employ Clara B. Graves as Chapter I Data Clerk/Secretary, effective December 14, 1992. Motion carried unanimously. The selection committee was composed of T. J. Butler, Jr., Adren Raybourn, and Earle R. Brown.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by John Dawsey, that the Board approve the following Personnel and Transportation Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

PERSONNEL ADJUSTMENTS

 

Varnado High School:  Earline Sumrall, Lunchroom Worker, Retirement Resignation effective November 25, 1992.

 

REQUEST FOR LEAVE:

 

Franklinton Primary School:  Eugenia M. Magee, Leave Without Pay effective December 1, 1992 (1/2 day), through January 13, 1993 (21 1/2 days).

 

Thomas Jr. High School: Jessie Dillon, Janitor, Leave Without Pay effective November 24, 1992, through March 1, 1993 (59 days).

 

Franklinton Elementary School: Cherry A. Brown, Regular Teacher, Leave Without Pay effective December 1, 1992, through January 8, 1993 (19 days).

 

Thomas Jr. High School: Autherine Robinson, Lunchroom Worker, Leave With­    out Pay effective December 1, 1992, through

May 31, 1993 (112 days).

 

TRANSPORTATION ADJUSTMENTS

 

Pine School: Extend the route of B. Jarone Seals .6 mile one way to pick up Christopher L. Wright. Effective date: October 5, 1992.

 

Thomas Jr. High School: Extend the route of Ottis Barber .5 mile one way to pick up Desiree' and Tiffany Tarver. Effective date: November 1, 1992.

 

Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by John Dawsey, seconded by B. H. Barker, that the Board declare January 15, 1993, as an Effective Schools teacher in-service day with no students in attendance that day; all employees will report to work. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by Sue Jones, that the Board adopt the following resolution urging the United States Congress and the President Elect to make reordering federal spending priorities America's top priority in 1993, and mail to the appropriate officials: SEE ATTACHED. Motion carried unanimously.

 

It was moved by Richard N. Thomas, seconded by B. H. Barker, that the Board authorize advertisement for bids for smoke and fire alarm systems for nine (9) school plants. Motion carried unanimously. Publishing dates are January 13, 20, and 27, 1993.

 

President Smith read the following position statement regarding the first year Minimum Foundation Program funding:

 

BOARD'S POSITION ON FIRST YEAR MFP FUNDING:

 

The current formula for funding the Minimum Foundation Program is new and very different than prior years. Consequently, a new approach brings about questions concerning s pending guidelines and implementation, which has been complicated by many changes in State Department finance division. Several projections have been produced by the State Department as to amounts our parish would receive in new funding, ranging from a high of $800,000.00 to a low of $500,000.00. The true a unts will not be firm until Washington Parish School System receives its budget letter in late January. The State Department has advised all local school system to have a firm funding amount prior to the school board using any of these funds for salary supplement or any other disbursement. The responsibility for financial soundness and stability rests with the members of the Washington Parish School Board. Based on the above information, the School Board will not, at this time, make any decision on salary supplements or other disbursements.

 

On motion by Bob Bateman, seconded by B. H. Barker, and unanimously carried, the Board adjourned.

Excerpt from the minutes of the Washington Parish School Board taken at a regular meeting held in the School Board Office, Franklinton, Louisiana, on Thursday, December 10, 1992.

 

It was moved by Bob Bateman seconded by - Susanne Jones, and unan­imously carried, that the Board adopt the following Resolution:

 

R E S 0 L U T I 0 N

 

WHEREAS the Washington Parish School Board is committed to offering every child in our community the opportunity for a quality education; and,

 

WHEREAS our nation's success in the post-Cold War world will depend on the ability of America's public schools to educate each and every child; and,

 

WHEREAS no single school district has the financial capacity to both build a quality education program for the 21st Century and overcome the social and economic problems that prevent students from coming to school ready to learn; and,

 

WHEREAS the end of the Cold War and the collapse of the Soviet Union offer our nation a once-in-a-generation opportunity to rethink our national priorities; and,

 

WHEREAS our competitors in the global marketplace invest more tax dollars on children and elementary and secondary education than does the United States; and,

 

WHEREAS federal budget savings made possible by the end of the Cold War could be used to rebuild America and ensure that every child comes to school healthy and ready to learn; and,

 

WHEREAS the national organizations that represent the men and women at the local level who care most deeply about education -- the National School Boards Association, the National PTA, the National Association of Elementary School Principals, the National Association of Secondary School Principals, the American Association of School Administrators, the Council of Great City Schools, the National Education Association, and the American Federation of Teachers -- have jointly called for new federal budget priorities that reflect post-Cold War realities.

 

THEREFORE, BE IT RESOLVED, that the Washington Parish School Board believes it is time to reinvest in America. We join school districts across the United States to urge the Congress and the President-Elect to make reordering federal spending priorities America's top priority in 1993.

 

BE IT FURTHER RESOLVED, that the Washington Parish School Board will forward this call for new priorities to our community's elected representatives in Congress and to the President of the United States.
