The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: Susanne Jones. The meeting was called to order by President Smith. Invocation was given by Dale Varnado. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board adopt the minutes of the October 8, 1992, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt the minutes of the October 15, 1992, special board meeting, as submitted to each board member. Motion carried unanimously.

 

The Board heard a presentation by Martha Sumrall, Academically Gifted Teacher, Franklinton Jr. High School, and Linda Day, Louisiana Association of Educators President, regarding the selection by the National Foundation for the Improvement of Education of Mrs. Sumrall's team (Mrs. Sumrall, Mrs. Loretta Rush, and Ms. Beverly Young) for participation in the Learning Tomorrow Program. "Learning Tomorrow" is a national initiative which supports and stimulates the use of technology in restructured schools. Franklinton Jr. High School is one of only ten (10) schools in the United States chosen to participate in the program, which involves intensive capacity-building workshops, opportunities for colaboration and networking, and technical and financial support over a two-year implementation period.

 

Following review by Dr. Guy Schilling, it was moved by Bob Bateman, seconded by B. H. Barker, that the Board adopt the following procedures for selecting students for Louisiana Honors Scholarships:

Louisiana Honors Scholarships

 

Students must have 13 of the following one (1) unit core courses to be eligible for the Louisiana Honors Scholarship Program. In computing the G.P.A. for the Louisiana Honors Scholarship Program, the 13 BEST grades from among the core courses listed below will be used if a student has taken more than the required 13 core courses.

TIE-BREAKER PROCEDURE - When there are G.P.A. ties on the 13 best grades from among the listed core courses, the students with the highest composite ACT score will be selected. In instances where there are ties among students on both G.P.A. and composite ACT score, then the student with the highest G.P.A. on the asterisk-identified courses that were taken in common by the students will become the tie-breaker.

 

Motion carried unanimously.

 

Immediately prior to the board meeting, a Public Hearing was held for the purpose of reviewing reapportionment plans. At that time, Mrs. Gaye Hamilton, Reapportionment Consultant, briefly reviewed the plans and answered questions posed by those present.

 

Following discussion, it was moved by B. H. Barker, seconded by Bob Bateman, that the Board adopt Reapportionment Plan 9-B (9-member) with modifications as stipulated to Mrs. Gaye Hamilton, Consultant. Roll C411 vote was as follows:

Upon the recommendation of Superintendent Brown, it was moved by Joe Whaley, seconded by John Dawsey, that the Board approve the following Personnel and Transportation Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

 

PERSONNEL ADJUSTMENTS

 

TRANSFER:

 

Kaye Spencer, Regular Teacher, Franklinton High School, to Counselor, Franklinton High School, effective October 26, 1992, and for the remainder of the 1992-93 school year only (TTA).

 

EMPLOY:

 

Franklinton Elementary School:   Holly James, Teacher for Academically Gifted, effective November 2, 1992, and for the remainder of the 1992-93 school year only (TTA).

 

Special Education: Shone McNeese, Bus Attendant, effective November 2, 199 (Violonia Edwards' bus route).

 

TRANSPORTATION ADJUSTMENTS

 

Franklinton Schools: Extend the route of Norman McCain, Jr., 1.1 miles one way to pick up Loiden Chappetta. Effective date: October 1, 1992.

 

Mt. Hermon School: Extend the route of Sue Burch .8 mile one way to pick up Kyle Hartzog and Jason D. Bullock. Effective date: September 28, 1992.

 

Thomas Jr. High School: Extend the route of Donnie K. Magee .4 mile one way to pick up Sarah and Sondra Betts. Effective date: September 27, 1992.

 

Thomas Jr. High School: Extend the route of Richard E. Jenkins 1.5 miles one Way to pick up Justin Carnegie. Effective date: October 9, 1992.

 

Special Education: Deduct 1.6 miles one way from the route of Faye Newman.     Effective date: October 1, 1992.

 

Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board open the envelope containing the recommendation of the selection for the position of Administrative Secretary/Accountant, School Food Service. Motion carried unanimously. On motion by Bob Bateman, seconded by John Dawsey, and unanimously carried, the Board accepted the committee's recommendation of Joan Knight. It was moved by Bob Bateman, seconded by B. H. Barker, that applications be accepted October 30, 1992, through November 5, 1992, for Mrs. Knight's present position, Administrative Secretary, Special Education, and the the selection committee be composed of Adren Raybourn, Clare "Beth" Fussell, and Dr. Pamela Williford. Motion carried unanimously. Interviews will be conducted November 10, 1992, and a recommendation will be made to the Board at the November 12, 1992, board meeting.

 

Upon the recommendation of Superintendent Brown, it was moved by John Dawsey, seconded by Bob Bateman, that the Board transfer Winola Holliday from the position of Payroll Clerk to the position of Supervisor of Payroll effective October 1, 1992.  Motion carried unanimously

 

Upon the recommendation of Dr. Pamela Williford, Supervisor of Special education, it was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt a Special Education Pre-School Budget revision, FY 92-93.  Motion carried unanimously.

 

Dr. Schilling gave board members copies of the proposed Sex Education Curriculum Guide for their review prior to discussion at the November 12, 1992 board meeting.  The Board agreed to invite the Sex Education Advisory Committee to attend the November 12, 1992, board meeting.

 

On motion by B. H. Barker, seconded by John Dawsey, and unanimously carried, the Board adjourned.
