The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt the minutes of the September 24, 1992, board meeting as submitted to each board member. Motion carried unanimously.

 

Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by Bob Bateman, seconded by B. H. Barker, that the Board award the Fiscal Agency Contract to Parish National Bank for the period beginning November 1, 1992, and ending October 31, 1994. Motion carried unanimously. (SEE ATTACHED COPY OF BID.)

 

It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board table until the next Board meeting Agenda Item #2, Hear and consider recommendation from selection committee for Coordinator/Resource Teacher for Dyslexia and Related Disorders. FOR: Jimmie Corkern, Susanne Jones B. H. Barker, Joe Whaley, Richard N. Thomas and Harold Smith. AGAINST: Bob Bateman and John Dawsey. Motion carried.

 

Upon the recommendation of Superintendent Brown, it was moved by Susanne Jones, seconded by Bob Bateman, that the Board renew the Policy Updating Service with Forethought for the period November 1, 1992, through October 31, 1993, at a cost of $1,520. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Joe Whaley, seconded by Richard N. Thomas, that the Board approve the following Personnel and Transportation Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

Franklinton Primary School: Janice G. Brumfield, Chapter I Tutor, Extended Sick Leave effective September 21, 1992, through October 27, 1992 (24 days).

 

Varnado High School: Earline Sumrall, Lunchroom Worker, Leave Without Pay effective September 15, 1992, through November 30, 1992 (45 days).

 

CHANGE OF EMPLOYMENT STATUS:

 

Tonya Warren Brumfield: Change from Special Education Bus Attendant to Special Education Paraprofessional, Franklinton Primary School, effective October 9, 1992, and for the remainder of the 1992-93 school year only.

 

Debra Guthrie: Change from Special Education Paraprofessional, Franklinton Elementary School, effective the Fall semester only of the 1992-93 school year, to Special Education Paraprofessional, Franklinton Jr. High School, effective October 9, 1992, and for the remainder of the 1992-93 school year only.

Enon Elementary School: Extend the route of Clarice Jones 1.5 miles one way to pick up Dusty and Gary Pittman. Effective date: October 5, 1992.

 

TRANSPORTATION ADJUSTMENTS

 

Franklinton Schools:  Extend the route of Elmer Williams .4 mile one way to pick up Stephanie and Stephen Hughes. Effective date: September 24, 1992.

 

Franklinton Schools:  Extend the route of Michael Sharp 1.0 mile one way to pick up Heather Jones. Effective date: October 1, 1992.

 

Special Education:  Extend the route of Violonia Edwards .6 mile one way to pick up a Special Education student. Effective date: September 8, 1992.

 

Special Education:  Extend the route of Violonia Edwards 1.3 miles one way to pick up a Special Education student. Effective date: September 21, 1992.

 

Special Education:  Extend the route of Violonia Edwards 1.8 miles one way due to detour (bridge out). Effective date: September 27, 1992.

 

Special Education:  Extend the route of Juanita Tullos .4 mile one way to pick up a Special Education student. Effective date: September 25, 1992.

 

Special Education:  Extend the route of Juanita Tullos 11.1 miles one way to pick up a Special Education student. Effective date: September 8, 1992.

 

Motion carried unanimously.

 

It was moved by Harold Smith, seconded by B. H. Barker, that the Board reconsider action taken at a previous meeting (9/24/92) concerning Alan Stentiford's teacher/coach position at Franklinton High School. FOR: B. H. Barker, Harold Smith, Jimmie Corkern, Richard N. Thomas, and John Dawsey. AGAINST: Susanne Jones, Bob Bateman, and Joe Whaley. Motion was defeated since, according to Board policy, matters voted on by the Board shall not be brought up for reconsideration except by a three-fourths vote of the Board.

 

Following a presentation by Supervisor Anthony Triola, it was moved by Bob Bateman, seconded by Susanne Jones, that the Board approve implementation by the Washington Parish Sheriff's Department of the Drug Abuse Resistance Education (D.A.R.E.) Program in the Washington Parish School System, and authorize Superintendent Brown to sign the Assurance Sheet, following revisions (deleting local school board's involvement in the cost of classroom materials, and the addition of a statement reserving the right of the School Board to withdraw from the D.A.R.E. Program upon ten (10) days written notice to Washington Parish Sheriff's Department. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by John Dawsey, that the Board hear Superintendent Brown's recommendation for the Payroll Clerk position. FOR: John Dawsey, B. H. Barker, Susanne Jones, Bob Bateman, Richard N. Thomas, and Harold Smith. AGAINST: None. ABSTENTIONS: Joe Whaley and Jimmie Corkern. Motion carried. Superintendent Brown's recommendation for the Payroll Clerk position was Cynthia August. It was moved by Bob Bateman, seconded by John Dawsey, that the Board accept Superintendent Brown's recommendation. Motion carried unanimously.

 

Upon Superintendent Brown's recommendation, it was moved by Joe Whaley, seconded by Jimmie Corkern, that the Board advertise and accept applications for the position of Administrative Secretary/Accountant, School Food Service, for the period October 9 - 16 , 1091, and that Mrs. Jackie Smith, School Food Service Supervisor, and Adren Raybourn interview applicants and make a recommendation to the Board at the October 29, 1992, board meeting.

 

The following meetings were set by Superintendent Brown and the Board:

 

October 19, 1992 - 6:00 P.M. -  Committee meeting to continue work on reapportionment

October 29, 1992 - 5:30 P.M. -  Public Hearing (Reapportionment Plan)

October 15, 1992 - 6:30 P.M. -  Committee meeting to consider MFP formula and related financial matters

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt the following Resolution: SEE ATTACHED. Motion carried unanimously.

 

Superintendent Brown reported that the demerit discipline program at Franklinton High School has been terminated effective October 7, 1992, due to a number of problems with the program. An addendum has been added to the 1992-93 Franklinton High School Student Handbook explaining discipline procedures to be used for the remainder of the 1992-93 school session.

 

It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board authorize Superintendent Brown, Dr. Schilling, and Principal Henley to fill the teaching/coaching position at Franklinton High School as soon as possible, at which time the Board will hold a special board meeting to employ the teacher/coach. Motion carried unanimously.

 

On motion by Bob Bateman, seconded by B. H. Barker, and unanimously carried, the Board adjourned.

EXCERPT FROM THE MINUTES OF THE WASHINGTON PARISH SCHOOL BOARD TAKEN AT A REGULAR MEETING HELD IN THE SCHOOL BOA" OFFICE, FRANKLINTON, LOUISIANA, ON THURSDAY, OCTOBER 8, 1992.

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt the following Resolution:

 

R E S 0 L U T I O.N

 

WHEREAS, Louisiana's children are now and will continue to be our most valuable resource and the major concern of the State must be to guarantee that this most important human resource is lovingly nurtured and developed, and

 

WHEREAS, A free public elementary and secondary education for every child, with dedicated funding to provide it through the Minimum Foundation Program, is guaranteed by the Constitution, and

 

WHEREAS, Louisiana annually spends $4438 per child for elementary and secondary education compared to an average nationally of $5824, thus ranking our State 43rd, and

 

WHEREAS, A reduction in the already inadequate Minimum Foundation Program funding at any time during any school year would destroy the ability of school systems to provide a minimum education program, resulting in a devastating impact on the education of children, since such loss of funds would result in teacher layoffs, increased class sizes, inadequate textbooks and other necessary materials of instruction, and

 

WHEREAS, Minimum Foundation Program fund and Quality Education Trust Funds were ratified by the people and placed in the Constitution because Louisiana's citizens believed that the top State priority was to provide a sound, funded system of public elementary and secondary education for every child, and

 

WHEREAS, Any cut in this funding by the Governor and/or the Legislature would make it impossible for many school systems in Louisiana to provide even the basic educational needs of children and would circumvent clear constitutional intent, now

 

THEREFORE BE IT RESOLVED, That the Washington Parish School Board goes on record this 8th day of October, 1992, strongly opposing the passage of "Revision Submitted by the Louisiana Constitutional Convention of 1992", to be voted on by the people on November 3, 1992, and urges every interested citizen of Louisiana to support continued minimum funding of public elementary and secondary education by registering your opposition at the polls on November 3, and

 

BE IT FURTHER RESOLVED, That copies of this resolution be sent to the Governor of Louisiana, the President of the Senate, the Speaker of the House, the local legislative delegation and to the local news media.
