The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by Bob Bateman, seconded by Susanne Jones, that the Board adopt the minutes of the August 4, 1992, tenure hearing for 0. Glenn Daughtrey, as submitted to board members. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board adopt the minutes of the September 10, 1992, board meeting as submitted to each board member. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board open bids received for Fiscal Agency Agreement for the period beginning November 1, 1992, and ending October 31, 1994. Motion carried unanimously. Parish National Bank submitted the sole bid. It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board take the bid under advisement until the October 8, 1992, board meeting, at which time Adren Raybourn, Director of Finance, will make a recommendation.

 

Ricky Payne, President, Washington Parish Association of Educators, urged the Board to support a proposal made at the board committee meeting held immediately prior to the board meeting.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board approve Special Education IDEA and Pre-School Budget revisions for 1992-93 fiscal year, as requested by Dr. Pamela Williford, Supervisor of Special Education. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by John Dawsey, that the Board approve the following Personnel Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

REQUEST FOR LEAVE:

 

Franklinton Primary School:  Frances W. Robinson, Chapter I Tutor, Sick Leave effective September 8, 1992, through September 30, 1992 (17 days), and Extended Sick Leave effective October 1, 1992, through October 9, 1992 (7 days), for a total of24 days.

 

Franklinton Primary School:  Sheila Burris, Regular Teacher, Sick Leave effective September 28, 1992, through October 14, 1992 (1/2 day) - 12 1/2 days, and Extended Sick Leave effective October 14, 1992 (1/2 day), through October 30, 1992 - 9 1/2 days, for a total of 22 days.

Thomas Jr. High School:  Lois Tynes, One time Lunchroom Worker, to Fulltime Lunchroom Worker, effective September 25,1992.

Thomas Jr. High School:  Nellie Dillon, One-half time Lunchroom Worker, effective September 25, 1992 (call-back).

 

PERSONNEL ADJUSTMENTS

 

EMPLOY:

 

Special Education: Jackie Carnegie, Bus Attendant, effective September 25, 1992 (Juanita Tullos' bus route).

 

Franklinton Jr. High School: Phyllis Hayes, Special Education Teacher, effective September 28, 1992, and for the remainder of the 1992-93 school year only (Circular 665).

 

Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board employ Alan Stentiford on a Circular 665 for the 1992-93 school session as Social Studies Teacher/Coach at Franklinton High School. FOR: Jimmie Corkern, B. H. Barker, and Harold Smith. AGAINST: John Dawsey, Susanne Jones, Bob Bateman, Joe Whaley, and Richard N. Thomas. Motion defeated. Therefore, Mr. Stentiford will be dismissed as employee of the Washington Parish School Board September 25, 1992. In the August 13, 1992, board meeting, Mr. Stentiford was employed as a Regular Teacher, Franklinton High School, under Temporary Employment as Day-By-Day Substitute pending expected certification not later than August 31, 1992. On August 27, 1992, Mr. Stentiford's temporary employment was extended until September 24, 1992, to obtain certification. On September 10, 1992, Mr. Stentiford met with the BESE committee on certification. His certification was denied pending the completion of additional hours. It was Mr. Henley's recommendation that Mr. Stentiford be employed on a Circular 665 for the 1992-93 school year.

 

Dr. Schilling read a recommendation from Mr. Henley that the Board advertise, statewide, the position of Counselor, Franklinton High School, beginning September 24, 1992, continuing for three (3) weeks. At the September 10, 1992, board meeting, the Board voted to accept the recommendation of the selection committee for the Counselor position at Pine School, which was Charlette Fornea, currently Counselor at Franklinton High School, who would be moved to Pine when a replacement was found for her at Franklinton High School. It was moved by Richard N. Thomas, seconded by Bob Bateman, that Charlette Fornea be moved to Pine immediately. B. H. Barker offered an amendment to the motion, seconded by Bob Bateman, that the move be effective October 1st. The amendment to the motion passed unanimously. The original motion passed unanimously. Following discussion, it was moved by B. H. Barker, seconded by Joe Whaley, that the Board rescind all action concerning the appointment of Mrs. Charlette Fornea as Counselor at Pine High School, and that she be appointed to the Counselorship at Pine High School effective October 1, 1992, upon the selection committee's recommendation. Motion carried unanimously.

 

The Board agreed that property, fleet and general liability insurance coverage for the period October 1, 1992, to October 1, 1993, will remain with United Community Insurance Co., as recommended by our insurance consultant and Adren Raybourn. The premium will be $170,788.00, which is $6,581.00 less than last year.

 

Superintendent Brown informed the Board that the October 5th committee meeting will be primarily devoted to reapportionment, with our consultant meeting with individual board members beginning at 5:00 P.M., and a presentation by the consultant at the 6:30 committee meeting to follow.

 

It was moved by Susanne Jones, seconded by Bob Bateman, that an impartial and fair out-of-parish selection committee be chosen by the superintendent and assistant superintendent for selection of the Dyslexia/Language Arts Teacher. with a. recommendation being made at the October 8, 1992, board meeting. Motion carried unanimously.

 

Superintendent Brown informed the Board that David Miller, a former student at Franklinton High School, now attending Louisiana School for Math, Science and the Arts, has been recognized by the National Merit Scholarship Corporation as a National Merit Semifinalist. It was moved by B. H. Barker, seconded by Bob Bateman, that a letter of commendation be sent to this student. Motion carried unanimously.

 

Superintendent Brown reported that the Washington Parish School System's application for the School Board Strategic Planning Services offered through the CABL/BELLSOUTH "Leadership For Schools of The Future Initiative" was not selected for the Fall 1992 and Spring 1993 projects. Should additional resources become available in 1993 or 1994, priority will be given to those parishes which have already applied.

 

Superintendent Brown informed the Board that four (4) schools, Franklinton Elementary, Franklinton Jr. High, Franklinton High, and Mt. Hermon, are in compliance with the State Fire Marshal's office regarding having complete fire alarm systems installed. Two (2) schools, Wesley Ray and Franklinton Primary, have minor discrepancies to be addressed before being in compliance; six (6) schools will require installation of complete fire alarm systems at a cost of $13,000-$15,000 per school.

 

It was moved by John Dawsey, seconded by Richard N. Thomas, that the Board allow Jerry Cupp to address the Board. Motion carried unanimously. Mr. Cupp read a letter to the Board in which he outlined several issues involving Franklin-Eon High School.

 

Following a brief recess, it was moved by John Dawsey, seconded by Joe Whaley, that the Board enter into Executive Session to discuss Alan Stentiford's teaching/coach position. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board go out of Executive Session. Motion carried unanimously.

 

On motion by B. H. Barker, seconded by Bob Bateman, the Board adjourned.
