The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by Dale Varnado. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt the minutes of the August 27, 1992, board meeting as submitted to each board member. Motion carried unanimously.

 

Superintendent Brown introduced Mr. Cleveland Austin, State Assistant Director, ESEA Chapter I, who presented a Certificate of Merit from the United States Department of Education to Mr. T. J. Butler, Jr., Supervisor of Federally Assisted Programs for Washington Parish, in recognition of the Washington Parish Chapter I Math Program taking National Honors in the Chapter I National Recognition Program. Washington Parish School System Chapter I Math program was one of 57 programs named as winners in the National competition. This math program will be displayed in Washington, D.C. later this month. Mr. Austin thanked the Board, Superintendent Brown, and Mr. Butler for allowing the State Department to have this program in Washington Parish. He, also, expressed appreciation to Dale Varnado, Coordinator of Testing and Evaluation Program, Cindy Cibic, Chapter I Resource Teacher, and all teachers associated with this program.

 

Immediately prior to this meeting, a Public Hearing was held on the Tentative General Fund Budget, School Food Service Budget, Angie School District Budget, ESEA Chapter I Budget, ESEA Chapter II Budget, EESA Title II Budget, and Special Education IDEA Budget for the 1992-93 fiscal year. At this time, all the budgets were reviewed by Adren Raybourn, Director of Finance.

 

It was moved by B. H. Barker, seconded by Richard N. Thomas, that the Board adopt the Tentative General Fund Budget for the 1992-93 fiscal year in accordance with Act 504 of the 1980 Louisiana Legislative Session and in compliance with Louisiana Revised Statutes 17:88. FOR: Jimmie Corkern, John Dawsey, Susanne Jones, B. H. Barker, Harold Smith, Richard N. Thomas, and Joe Whaley. OPPOSED: None. ABSTENTIONS: Bob Bateman. Motion carried.

 

It was moved by Jimmie Corkern, seconded by Joe Whaley, that the Board adopt the Tentative School Food Service Budget for the 1992-93 fiscal year. Motion carried unanimously.

 

It was moved by John Dawsey, seconded by Bob Bateman, that the Board adopt the Tentative Angie School District Budget for the 1992-93 fiscal year. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by Joe Whaley, that the Board adopt the Tentative ESEA Chapter I, ESEA Chapter II, and EESA Title II Budgets for the 1992-93 fiscal year. Motion carried unanimously.

 

It was moved by Susanne Jones, seconded by Bob Bateman, that the Board adopt the Special Education Tentative IDEA Budget for the 1992-93 fiscal year. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by B. H. Barker, that the Board approve the following Personnel Adjustments,as -presented by Dr. Guy Schilling, Assistant Superintendent:

Dr. Schilling read the recommendation of the selection committee for the Counselor position at Pine School. The committee's recommendation was Charlette Fornea. The committee recommended that Dorothy Young act in the capacity of Acting Counselor and Assistant Principal until such time that Mrs. Fornea, who is currently Counselor at Franklinton High School, is available (when a replacement is found for her at Franklinton High School). It was moved by Joe Whaley, seconded by Bob Bateman, that the Board delay employing Mrs. Fornea until the September 24, 1992, board meeting. B. H. Barker offered an amendment to the motion to accept the committee's recommendation. The amendment was seconded by Jimmie Corkern. FOR: Jimmie Corkern, John Dawsey, Susanne Jones, B. B. Barker, Bob Bateman and Harold Smith. OPPOSED: Joe Whaley and Richard N. Thomas. Amendment-carried. The original motion passed unanimously.

 

Dr. Schilling briefed the Board on the "Louisiana Honors Scholarship" which the Louisiana Legislature enacted during its 1992 Regular Session. The scholarship provides tuition waiver to the top graduates of Louisiana's approved high schools to acknowledge, honor and reward their academic achievement, to ensure that these students have the financial resources to pursue a higher education in one of Louisiana's colleges and-universities and to provide an incentive to these students to seek their education in this state. The students ranked academically in the top five percent (5%) of each public and BESE approved non-public high school graduating class shall be awarded the Louisiana Honors Scholarship. Each school board must officially adopt written criteria for academically ranking students in the system's high schools. The Board agreed that a committee of central office administrative staff would be formed to develop criteria for determining the academic class ranking of students and the procedure by which the top 5% shall be identified. Such written criteria will incorporate each of the requirements outlined in L.R.S. 17:3042.33A. The Board will then officially approve the written criteria during a public meeting.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by John Dawsey, that the Board approve the Washington Parish School System's participation in the Louisiana Effective Schools Consortium.

 

Motion carried unanimously. Superintendent Brown briefly reviewed the program designed to bring about school improvement for which the system will receive a $10,000 grant upon approval of a written proposal.

 

Superintendent Brown reported that applications for the position of Payroll Clerk will be accepted through September 18, 1992, at 4:00 P.M. Interviews are tentatively scheduled for October I & 2, 1992, with a recommendation from Superintendent Brown to the Board on October 8, 1992.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board advertise for the position of Dyslexia/Language Arts Resource Teacher and accept applications beginning September 11, 1992, and ending September 21, 1992, at 4:00 P.M. Bob Bateman offered an amendment to the motion that notices of all job openings in the Washington Parish School System be posted in the individual schools for a period of five (5) days. The amendment was seconded by John Dawsey. The amendment to the motion passed unanimously. The original motion passed unanimously. It was determined that applicants for the position of Dyslexia/Language Arts Resource Teacher will not have to meet training requirements prior to application.

 

On motion by Bob Bateman, seconded by B. H. Barker, and unanimously carried, the Board adjourned.
