The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by

 

John Dawsey. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by John Dawsey, seconded by Joe Whaley, that the Board adopt the minutes of the August 13, 1992, board meeting as submitted to each board member. Motion carried unanimously.

 

The following bids were received for construction of a portable building to house the Chapter I pre-school class at Mt. Hermon School:

It was moved by Harold Smith, seconded by Jimmie Corkern, that the Board accept the low base bid, $75,400.00, plus Additive Alternate 1, $2,475.00, for a total of $77,875.00, submitted by Bert Sharp, contingent upon proper authorization from the State Department of Education. Motion carried unanimously.

 

Dr. Guy Schilling, Assistant Superintendent, reviewed the revised proposed Reduction in Force Policy for Support Personnel (Excluding Bus Operators). It was moved by Bob Bateman, seconded by B. H. Barker, that the Board adopt the following policy:

 

REDUCTION IN FORCE - SUPPORT PERSONNEL

 

(EXCLUDING BUS OPERATORS)

 

In instances when the Washington Parish School Board must reduce the number of support personnel due to lack of finances, lack of allocations, elimination of programs, or other circumstances that may require the Board to reduce its support staff, the following guidelines will apply:

 

1.         A seniority system will be maintained at each school site and within each job classification at each school site (i.e., janitor, lunchroom worker, Special Education Teacher Aide, etc.). Seniority will be based on date of employment at the site.

 

2.         When a reduction in force is applicable at the school site in a particular job classification, the individual(s) with the least seniority at the site will be the first released, providing, however, that remaining employees in the specific job classification at the site have been evaluated as satisfactory in their job performance. In instances where another individual in such job classification has demonstrated documented poor performance at the site, such individual would be released first regardless of seniority.

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Susanne Jones, that the Board approve the following Job Training Partnership Act contracts for the 1992-93 school year;

Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by John Dawsey, that the Board approve the following contracts for the Special Education Department:

 

1.         Madelynn Gill, School Nurse - Work 8 days per month at $70.00 per day for the 1992-93 school year (through 6/30/93) to be paid from the Preschool funds and not to exceed 90 days; work 5 days per month at $70.00 per day for the 1992-93 school year (through 6/30/93) to be paid from the IDEA funds and not to exceed 36 days.

 

2.         Teresa Pierce, Contract Typist - Work 35 hours per week at $4.75 per hour - 8/12/92 - 6/30/93 (Type material as directed by Special Education Supervisor and Pupil Appraisal Coordinator).

 

3.         Dr. George Ellis, Pediatric Ophthalmologist - Provide examinations at $75.00 per examination - 7/1/92 - 6/30/93.

 

4.         Dr. Richard 0. Bessent and Dr. Stephen R. Meyer, Opthalmologists $50.00 per examination - 7/1/92 - 6/30/93.

 

5.         Dr. James L. Bradford, Otolargngologist - Provide examinations at $35.00 per case - 7/1/92 - 6/30/93.

It was moved by B. H. Barker, seconded by Susanne Jones, that the Board authorize a one-week HIV virus unit of study, parishwide, in grade 9 in General Science and Physical Science classes during the Fall semester of the 1992-93 school year. Motion carried unanimously.

 

Superintendent Brown reported that the only major problem encountered during Hurricane Andrew was loss of electrical power at several schools. Schools were closed August 25, 26, and 27, 1992. These days will not have to be made up, but any future closures will have to be made up.

 

It was moved by Bob Bateman, seconded by Joe Whaley, that the Board authorize advertisement for bids for the Fiscal Agency Contract with Washington Parish School Board for the period covering November 1, 1992, through October 31, 1994. Motion carried unanimously. Bids will be accepted until 4:00 P.M., September 24, 1992, and will be opened and considered at the September 24, 1992, board meeting.

 

It was moved by Bob Bateman, seconded by Joe Whaley, that the Board publicly announce that the Mt. Hermon Sex Education Advisory Committee will meet September 1, 1992, at 7:00 P.M., at Mt. Hermon School. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board adjourn. Motion carried unanimously.
