PURPOSE OF TENURE BEARING: Consider dismissal of 0. Glenn Daughtrey as a tenure teacher and as a tenure guidance counselor in the Washington Parish School System, specifically, as the guidance counselor at Pine High School, on the following charges brought against him by Superintendent Brown:
A. Professional incompetency
B. Willful neglect of duty
The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith stated the purpose of this special meeting was to hold a tenure hearing for Mr. Glenn Daughtrey.
It was moved by Harold Smith, seconded by B. H. Barker, that Mr. Joseph Bertrand be empowered by this Board to serve as Hearing Officer for this tenure hearing and that he shall have all the rights and privileges given to this Board under Louisiana law. Roll call vote was as follows:

At the conclusion of the hearing and following closed session for deliberation, with only the Board Members and the hearing officer present, the following actions were taken by the Board in open session. Mr. Bertrand read each charge, and a roll call vote was taken after each charge was read. A "Yes" vote meant there was sufficient evidence presented, and a "No" vote meant there was not sufficient evidence presented on that charge.
A. Professional incompetency in the following particulars:
1. During the 1991-92 school year, while in the course and scope of his employment, Mr. Daughtrey failed to maintain his office in that his office was disorganized and in disarray and did not contain current materials needed for counseling students.

In particular, he failed to attend planning meetings called by his supervisor, Mr. Freddie Jefferson, and failed to report to his supervisor, his principal, and to other guidance counselors his progress in planning the parishwide career day at his school.
