The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bob Bateman, Richard N. Thomas, and Joe Whaley. Absent: Bringier H. Barker. The meeting was called to order by President Smith. Invocation was given by John Dawsey.

 

President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by John Dawsey, seconded by Joe Whaley, that the Board adopt the minutes of the June 25, 1992, board meeting as submitted to each board member. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by Jimmie Corkern, that the Board appoint Board Member John Dawsey, Jr., to serve as the Board's representative on the Washington Parish Sales Tax Commission. FOR: Jimmie Corkern, Susanne Jones, Bob Bateman, Harold Smith, Richard N. Thomas, and Joe Whaley. AGAINST: None. ABSTAINING: John Dawsey. Motion carried.

 

It was moved by Bob Bateman, seconded by John Dawsey, that the Board adopt the following proposed required grade point average for student participation in athletic programs:

Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by Susanne Jones, that the Board approve the following Personnel Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

Motion carried unanimously.

 

It was moved by John Dawsey, seconded by Joe Whaley, that the Board grant withdrawal privileges on all bank accounts associated with Thomas Jr. High School to William R. Brignac, Jr., Principal, effective immediately, and remove withdrawal privileges from Betty Hughes effective immediately. Motion carried unanimously.

 

Adren Raybourn, Director of Finance, informed the Board that a Public Hearing on the 1992-93 General Fund Budget will be held September 10, 1992, at 6:00 P.M. A budget summary will be published in the Official Journal August 26, 1992.

 

Superintendent Brown announced graduation dates, as follows:

 

May 27, 1993 - Franklinton High School and Varnado High School

May 28, 1993 - Mt. Hermon High School and Pine High School

 

lt was moved by Bob Bateman, seconded by Richard Thomas, that the Board table until a later date a proposal to add a fifth (5th) quality point for accelerated (Honors) courses. FOR: John Dawsey, Susanne Jones, Bob Bateman, Harold Smith, Richard Thomas, and Joe Whaley. AGAINST: None. ABSTAINING: Jimmie Corkern. Motion carried.

 

It was moved by Susanne Jones, seconded by Bob Bateman, that the Board reinstate mid-term and final examinations for all students in grades 4-12. John Dawsey offered an amendment to the motion, seconded by Susanne Jones, to ask the administrative staff to develop criteria for mid-term and final examinations, to include length of time set aside for exam periods and the percentage of final grades that these examinations will count. The recommendation will be presented at the next board meeting. The vote FOR the amendment to the motion was unanimous. The vote FOR the original motion was unanimous.

 

It was moved by Bob Bateman, seconded by Joe Whaley, that the Board enforce the present policy in junior and senior high schools of requiring parents/ legal guardians to personally sign out students before they can leave school during the regular school day. Motion carried unanimously.

 

It was moved by Joe Whaley, seconded by Bob Bateman, that the Board ban the use of backpacks/booksacks by students in grades 7-12 effective the beginning of the 1993-94 school year. FOR: John Dawsey, Susanne Jones, Bob Bateman, Harold Smith, Richard Thomas, and Joe Whaley. AGAINST. None. ABSTAINING: Jimmie Corkern. Motion carried.

 

The Board was in agreement to ask the officers of the bus operators' organization to attend the next committee meeting to hear their concerns regarding transportation policies recently adopted by the Board.

 

On motion by Joe Whaley, seconded by Richard Thomas, and unanimously carried, the Board adjourned.
