The Washington Parish School Board met in regular session on the above date with the following members present: President Harold R. Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D - Bateman, Richard Ned Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt the minutes of the June 1 1, 1992, board meeting as submitted to each board member. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board open bids received for the purchase of Milk for the School Lunch Program for the 1992-93 school year. Motion carried unanimously. President Smith opened bids from Dairy Fresh Corporation and Borden, Inc., which were as follows:

It was moved by Susanne Jones, seconded by John Dawsey, that the Board open bids received for the purchase of Bread for the School Lunch Program for the 1992-93 school year. Bids for Milk and Bread were referred to Mrs. Jackie Smith and the business office personnel for review and possible recommendation prior to adjournment.

 

Following a brief review of revisions by Ms. Mary M. Jones, Supervisor, it was moved by B. H. Barker, seconded by Bob Bateman, that the Board adopt the 1992-93 Pupil Progression Plan. Motion carried unanimously.

 

Upon the recommendation of Director of Finance Adren Raybourn, it was moved by Bob Bateman, seconded by B. H. Barker, that the Board approve the following allocation to schools for the 1992-93 fiscal year operating budgets:

Motion carried unanimously.

 

Following a report and recommendation from Mrs. Jackie Smith, it was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board accept the low escalator clause bid from Borden, Inc., for the purchase of Milk for the School Lunch Program for the 1992-93 school year. FOR: Jimmie Corkern, John Dawsey, Susanne Jones, B. H. Barker, Bob Bateman, Harold Smith, and Joe Whaley. AGAINST: NONE. ABSTENTIONS: Richard N. Thomas. Motion carried.

 

It was moved by Jimmie Corkern, seconded by Joe Whaley, that the Board accept the low bid from Cotton Brothers Baking Co., Inc., for the purchase of Bread for the School Lunch Program for the 1992-93 school year. Motion carried unanimously.

 

It was moved by Susanne Jones, seconded by Bob Bateman, that the Board levy the following ad valorem taxes for school purposes on the 1992 tax roll:

Motion carried unanimously.

 

President Smith opened the envelope containing the recommendation from the In-Parish Selection Committee for the Thomas Jr. High School Principalship. The committee's recommendation was William R. Brignac, Jr. It was moved by B. H. Barker, seconded by Bob Bateman, that the Board accept the recommendation of the committee and employ William R. Brignac, Jr., as Principal, Thomas Jr. High School, under a three-year contract to be effective July 1, 1992, through June 30, 1995. FOR: Jimmie Corkern, Susanne Jones, B. H. Barker, Bob Bateman, Harold Smith, Richard N. Thomas, and Joe Whaley. AGAINST: None. ABSTENTIONS: John Dawsey. Motion carried. Mr. Dawsey stated his reason for abstaining was because Mr. Brignac is his brother-in-law. Members of the In-Parish Selection Committee were as follows: Earle R. Brown, Superintendent, Guy V. Schilling, Assistant Superintendent/Supervisor, Freddie Jefferson, Supervisor, T. J. Butler, Jr., Supervisor, Charles Wayne Penton, Principal, Vernell Rushing, Assistant Principal, Charlotte Harris, Teacher, and Ella Rose Bickham, Teacher.

 

Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by John Dawsey, that the Board approve the following Personnel Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by John Dawsey, that the Board authorize advertisement for bids for a Portable Classroom Building for Mt. Hermon School. Motion carried unanimously. This building will house the Chapter I pre-school class. Following the first advertisement on July 22, 1992, bids will be received until August 24, 1992, at 2:00 P.M., at which time they will be opened. The Board will take official action at the regularly scheduled meeting on August 27, 1992. The approximate building completion date is October 5, 1992.

 

Superintendent Brown reported that as a result of the * new Minimum Foundation Program proposal, Washington Parish School System will receive an additional $671,736.00 for the 1992-93 fiscal year. He, also, reported that Act 1165 pertaining to reapportionment was passed by the House and sent to the Governor's Office for his signature.

 

Bob Bateman requested that a proposal to raise the grade point average for students involved in extracurricular activities be placed on the agenda for the next regularly scheduled board meeting (July 30, 1992).

 

It was moved by B. H. Barker, seconded by Susanne Jones, that the Board go on record to implement comprehensive semester and final examinations for all students, in all courses, in grades 4 - 12, effective the 1992-93 school year. Following discussion, Mr. Barker withdrew his motion, and Mrs. Jones withdrew her second, to allow input from school principals at the July committee meeting.

 

At the request of Superintendent Brown, it was moved by Joe Whaley, seconded by John Dawsey, that the Board enter into Executive Session under R.S. 42:6.184 for the purpose of discussing a personnel matter. Motion carried unanimously.

 

It was moved by Richard Thomas, seconded by Joe Whaley, that the Board go out of Executive Session. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Richard Thomas, seconded by Susanne Jones, that the Board schedule a tenure hearing for 0. Glenn Daughtrey, Guidance Counselor, Pine High School, on August 4, 1992, at 10:00 A.M., for the purpose of considering his dismissal as an employee of the Washington Parish School board. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Joe Whaley, that the Board employ Attorney Joe Bertrand as Hearing Officer for the tenure hearing. Motion carried unanimously.

 

On motion by Joe Whaley, seconded by Richard Thomas, and unanimously carried, the Board adjourned.
