The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith welcomed the news media. School Board Attorney Wayne Kuhn, and guests.
It was moved by B. H. Barker, seconded by Bob Bateman, that the Board adopt the minutes of the May 14, 1992, board meeting as submitted to each board member. Motion carried unanimously.
Upon the recommendation of Sam Fauntleroy of the architectural firm, Fauntleroy and Latham, it was moved by B. H. Barker, seconded by Sue Jones, that the Board award the contract for replacement of Air Conditioning Equipment in the Mt. Hermon School Cafeteria/Classroom Building to Watson Refrigeration, Franklinton, Louisiana, in the amount of $17,570.00. Motion carried unanimously. Adams & Associates, Bogalusa, LA, submitted a bid of $29,974.00.
Upon the recommendation of Adren Raybourn, Director of Finance, it was moved by Bob Bateman, seconded by Joe Whaley, that the Board award contracts for the purchase of School Supplies for the 1992-93 school year to the following low bidders meeting specifications: Carolina Ribbon, Greensboro, N. . - $500.96; Delta Printing Co., Inc., Bogalusa, LA - $2,031.13; Venable Office Equipment, Kentwood, LA - $22,392.24; Louisiana Teachers Supply, West Monroe, LA - $3,861.60; and The Era-Leader, Franklinton, LA - $660.00, for a total of $29,445.93.
It was moved by John Dawsey, seconded by Sue Jones, that Sheriff-Elect Duane Blair and Bogalusa Mayor Toye Taylor be of the Sales/Use Tax Administrator who will serve all Washington Parish Sales/Use Tax Authorities.
It was moved by Richard Thomas, seconded by Joe Whaley, that the Board recess for 5 minutes. Motion carried unanimously.
Following President Smith declaring the Board back in session, it was moved by B. H. Barker, seconded by Richard Thomas, that the Board delay voting on the recommendation of the Sales/Use Tax Centralization Committee regarding naming a Sales/Use Tax Administrator until a special meeting June 3, 1992, at 6:30 P.M. Motion carried unanimously. Both Sheriff-Elect Blair and Mayor Taylor or their designees were asked to be present at that special meeting.
It was moved by Bob Bateman, seconded by Joe Whaley, that the Board authorize advertisement for bids for the purchase of Bread and Milk for the School Lunch Program for the 1992-93 school year. Motion carried unanimously. The Board agreed that bids for Milk and Bread will be received from vendors who can serve all schools, rather than just certain schools. It was moved by B. H. Barker, seconded by Richard Thomas, that the Board authorize advertisement for bids for the purchase of Foods and Supplies for the School Lunch Program for the 1992-93 school year. Motion carried unanimously. Bids for Milk and Bread will be received until June 25, 1992, at 6:30 P.M., at which time they will be opened during the regularly scheduled board meeting. The following classes are bid for NINETY (90) DAYS. Without further notice, each bidder shall submit a new bid by 10:00 A.M. on the following dates:

Dishwashing materials and supplies bids will be received at 10:00 A.M. July 9, 1992, and will be binding for the 1992-93 school year.

It was moved by John Dawsey, seconded by Richard Thomas, that Deborah Knapp, Region 12 Uni Serve Representative, Louisiana Association of Educators, be allowed to address the Board. Motion carried unanimously. Ms. Knapp expressed concerns regarding the re-employment of Lucille Wade, Child Specific Aide, and the apparent lack of a Reduction in Force Policy for support personnel. Dr. Schilling responded that Mrs. Wade's position is dependent upon approval from the State Department of Education each year. The Board determined that a Reduction in Force policy for support personnel will be developed by the Board.
As recommended by Attorney Wayne Kuhn, the Board agreed to send the following letter to State Employees Group Benefits Program:
TO: Mr. James R. Plaisance
This letter is written in response to your letter dated April 9, 1992, concerning the adoption agreement between the State of Louisiana, Board of Trustees, Employees Group Benefits Program and the Washington Parish School Board. Further, in clarification of your letter in a telephone conversation with your office, our attorney was advised that you are requesting that the Washington Parish School Board, as well as the other school boards, execute the adoption agreement attached to your letter of April 9, 1992.
The Washington Parish School a member of the State of Louisiana, Employees Group Benefits Plan for a number of years.
Accordingly, an adoption agreement already exists between the Board of Trustees and the Washington Parish School Board.
Upon investigation of this matter and upon the advice of our attorney, it is our opinion that the Washington Parish School Board is in compliance with all requirements for participation in the Employees Group Benefits Program. Therefore, our position is that since there is an existing adoption agreement between the Board of Trustees and the Washington Parish School Board, then it is not necessary for the school board to execute the adoption agreement attached to your letter of April 9, 1992. We trust that upon review of this matter that your office and your attorney will agree that the Washington Parish School Board is in compliance with its participation in the Employees Group Benefits Program. Please advise.
Superintendent Brown reviewed his May 14, 1992, recommendation to allow the principals' organization, rather than the Washington Parish Association of Educators, to select the two (2) teachers who serve on in-parish selection committees for selection of administrative personnel within the system.
It was moved by Bob Bateman, seconded by John Dawsey, that Ricky Payne, Washington Parish Association of Educators President, be allowed to address the Board. Motion carried unanimously. Mr. Payne stated that 47% of parish teachers are WPAE members and that it is the largest organization of teachers in the parish. As a compromise, he suggested that the two (2) teachers be selected by teachers at-large in the parish, rather than being selected by WPAE.
It was moved by B. H. Barker, seconded by Bob Bateman, that since school is closing, the central office staff be authorized to select the two (2) teachers just for the Thomas Jr. High Principalship in-parish selection committee. Roll Call Vote:

The vote being three (3) FOR, four (4) AGAINST, and one (1) ABSTENTION, the motion was defeated. It was pointed out that since the motion was defeated, the present policy of WPAE selecting the two (2) teachers is in effect.
Superintendent Brown read a letter from Gary M. Lavergne, Assistant Director, Assessment Services, ACT Southwest Region, informing the Board that data recently compiled by the Assessment Services staff confirmed that while Mt. Hermon High School has proportionately more students from low-income households, the schools' mean composite score of 19.5 is above Louisiana's mean composite of 19.4. Out of 140 schools in Louisiana having a large percentage of students from low income families who took the ACT, Mt. Hermon High School and only 10 others were identified as having a higher mean ACT Composite than the state. It was moved by Harold Smith, seconded by John Dawsey, that a letter of commendation be sent to Mt. Hermon School. Motion carried unanimously.

FOR: John Dawsey, Jimmie Corkern, Sue Jones, B. H. Barker, Bob Bateman, and Harold Smith. AGAINST: Joe Whaley. ABSTAINING: Richard N. Thomas. Motion carried .
On motion by Bob Bateman, seconded by B. H. Barker, and unanimously carried, the Board adjourned.
