The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board adopt the minutes of the April 9, 1992, board meeting as submitted to each board member. Motion carried unanimously.

 

President Smith recognized Mr. T. J. Butler, Jr., Supervisor, Federally Assisted Programs, who presented awards to State and Parish First Place winners in the Chapter I Young Authors Contest. Mrs. Cindy Cibic, Chapter I Resource Teacher, assisted Mr. Butler with recognizing the following students:

President Smith commended the students, parents, teachers, and administrators.

 

According to Superintendent Brown, Act 1081 of the 1990 Legislative Session provides for the selection of one outstanding non-instructional school employee from the elementary, middle/junior high and high school in each school system. Superintendent Brown reviewed the State guidelines for the program and informed the Board that a panel of judges composed of administrators and non-instructional employees selected the three parish winners from the school level nominations submitted by each principal. The following individuals were recognized by the Board and presented with plaques:

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board adopt the following policy implementing semester and final examinations:

 

1.         Comprehensive semester and final examinations will be required only in courses that are classified as advanced college preparatory. These would include Algebra 11, Advanced Math, Biology II, Physics, English IV, World History, Chemistry and Calculus.

 

2.         Comprehensive six-week examinations will be required in advanced, college preparatory courses at the end of the first, second, fourth, and fifth six-week periods.  The point value of these examinations will be weighted to count an appropriate amount of the six-weeks grade.

 

            Six-weeks tests will not be required at the end of the third and sixth six-weeks grading periods.  The grades for these two grading periods will be based on points earned on daily and/or weekly tests.  However, a comprehensive semester examination will be administered in the above identified courses following the third six-weeks grading period (first semester, midyear) and the sixth six-weeks grading period (second semester).

 

3.         The comprehensive first semester examination will cover materials taught during the first semester and will count 25% of the first semester grade. The final examination will cover materials taught during the second semester and will count 25% of the second semester grade. The final grade will be determined by averaging the grades (quality points) for the eight (8) marking periods.

 

4.         Content of examinations must be a valid, comprehensive reflection of the major concepts/skills/knowledge that were taught and tested during the period of study in the class.

 

5.         The teacher will conduct a complete review of material to be covered by the examination to help insure that all students have an understanding of what areas will be included. As an essential part of the review process, the teacher will clarify materials where students are having problem or questions.

 

6.         Students will be required to pass (65% correct) five (5) of eight (8) marking periods during the school year. The student must earn not less than six (6) quality points to earn credit for a course.

 

7.         If any of the provisions of these policies are not appropriately implemented, grades made on such examination(s) will be invalid and cannot be used against the student.

 

Motion carried unanimously. Mr. Barker requested that consideration be given to implementing semester and final examinations for all students.

 

Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by John Dawsey, that the Board approve the following Personnel and Transportation Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

RESIGNATION:

 

Franklinton High School:  S. Donald Currier, Teacher/Coach, Resignation effective April 10, 1992.

 

EMPLOY:

 

Angie Jr. High School:  Walter Pack, One-half time Janitor, effective May 1, 1992.

 

Franklinton High School:  Gregory D. Duval, Teacher/Coach, effective April 20, 1992.

 

Varnado High School:  Clementine Morris, Regular Teacher, effective April 20, 1992, through May 29, 1992.

 

TRANSPORTATION ADJUSTMENTS -

 

Pine School:      Extend the route of Cage Williams .9 mile one way to pick up children of Robbie and Jackie Mizell. Effective date: March 30, 1992.

 

Varnado High School:     Extend the route of Willie B. Peters 1.8 miles one way to pick up children of Biron Roberts. Effective date: April 24, 1992.

 

Motion carried unanimously.

 

Superintendent Brown announced that the Washington Parish Chapter I Program has received an award in the Eighth Annual National Chapter I Recognition Program for conducting an unusually successful compensatory education program. The U. S. Department of Education Office of Compensatory Education will present T. J. Butler, Jr., Supervisor of Chapter I Program, a certificate of achievement at the 1992 Chapter I Awards Luncheon on May 5, 1992, in Orlando, Florida, during the International Reading Association Convention.

 

Superintendent Brown announced that registration for Special Education paraprofessional class to be conducted this summer will close May 15, 1992. It was pointed out that Special Education paraprofessional applicants must have taken a nationally normed academic achievement test and scored at least on the 10th grade level or they will have to take the test through the Adult Ed. program.

 

Superintendent Brown expressed congratulations to the Franklinton High School Baseball Team for winning the District Championship.

 

Superintendent Brown announced the Chamber of Commerce Honors Banquet will be held May 8, 1992. Seniors with a 3.4 G.P.A. or above will be honored.

 

Adren Raybourn, Director of Finance, informed the Board of an adoption agreement requested by State Employees Group Benefits Program to be executed by the Board and returned by April 30, 1992. The adoption agreement sets forth the rights retained by the Board of Trustees, State Employees Group Benefits Program. Mr. Raybourn explained that the agreement could be detrimental to the Board but, yet, appears to be mandatory. Superintendent Brown, Mr. Raybourn, and Attorney Kuhn will investigate further to determine if the adoption agreement is, in fact, mandatory, since an adoption agreement was signed at the time the School Board joined State Employees Group Benefits Program.

 

It was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board send a letter to our legislative delegation urging them to support legislation that would fund the State insurance program. Motion carried unanimously.

 

On motion by Bob Bateman, seconded by Joe Whaley, and unanimously carried, the Board adjourned.
