Franklinton, Louisiana

The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by Jimmie Corkern, seconded by Joe Whaley, that the Board adopt the minutes of the March 12, 1992, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board adopt the proceedings of the January 14, 1992, tenure hearing for Delores Peters, as presented to each board member. Motion carried unanimously.

 

Ms. Kandiest Martin, student at Mt. Hermon High School, and State winner in the 4-H Public Speaking Contest, presented her award-winning speech, "Cooperation and Co-Operatives," to the Board. President Smith expressed congratulations to Ms. Martin on her accomplishments.

 

Mr. Roy Richard, Spokesman for the Better Roads and Jobs Committee, appeared before the Board to encourage support of the sales tax rededication proposition which will be on the April 11, 1992, ballot. The proposition is a redistribution of the excess monies generated by the one-cent landfill sales tax after the landfill expenses are paid.

 

At the recommendation of Superintendent Brown, the Board agreed to table action on the 1992-93 school calendar until after further discussion at the next committee meeting.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Joe Whaley, that the Board approve the following Transportation Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

 

TRANSPORTATION ADJUSTMENTS

 

FRANKLINTON SCHOOLS (SPECIAL ED.): Extend the route of Juanita Tullos 1.3 miles one way to pick up child of Jimmy Crowe. Effective date: March 6, 1992.

 

Extend the route of Mary A. Simmons 5.2 miles one way to pick up child of Johnnie Fink. Effective date: March 9, 1992.

 

AN GIE/WESLEY RAY SCHOOLS: Extend the route of Timothy Duncan 2.5 miles one way to pick up child of Vertrese Smith. Effective date: January 20, 1992.

 

Motion carried unanimously.

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Bob Bateman, that the Board approve a request from Donald Currier, Regular Teacher, Franklinton High School, for Sick Leave effective March 4, 1992, through April 23, 1992. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by John Dawsey, that the Board accept the resignation of Kenneth Strahan, Chief Accountant and Operations Manager, effective April 30, 1992. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by Sue Jones, that the Board accept applications for the position of Chief Accountant and Operations Manager beginning March 30, 1992, and ending April 14, 1992. Motion carried unanimously. The Board will advertise the position on April 1 & 8, 1992, in the Era-Leader and Daily News. Superintendent Brown will make a recommendation to the Board on May 14, 1992.

 

(Richard N. Thomas left the meeting at this time.)

 

Anthony Triola reported that all system bus operators now have CDL licenses.

 

The Board agreed that Superintendent Brown would name a replacement for a Special Education Advisory Council member who has moved.

 

Superintendent Brown reported that the Minimum Foundation Commission's lawsuit against the State of Louisiana to require adequate funding of public education was filed in court on March 24, 1992.

 

On motion by Joe Whaley, seconded by Bob Bateman, and unanimously carried, the Board adjourned.
