Franklinton, Louisiana

The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by John Dawsey, seconded by B. H. Barker, that the Board adopt the minutes of the February 13, 1992, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Sue Jones, that the Board open bids received for Labor and Materials for Construction of Asphalt Parking Lot at Franklinton High School. Motion carried unanimously. President Smith opened the following bids: (1) W. A. Warren Construction Co., Inc., Hattiesburg, MS - $18,989.00; (2) Barriere Construction Co., Inc., New Orleans, LA - $19,668.75; (3) Covington Paving Co., Inc., Covington, LA - $17,352.00. The bids were referred to Adren Raybourn, Kenneth Strahan, and Mike Henley for review and recommendation prior to adjournment.

 

At the request of Supervisor Freddie Jefferson, it was moved by B. H. Barker, seconded by Sue Jones, that the Board authorize advertisement for bids for the purchase of Vocational Education Equipment (computers and printers) to be placed at Pine High School and Varnado High School. Motion carried unanimously. Bids will be accepted until 4:00 P.M., April 9, 1992.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Joe Whaley, that the Board approve the following Personnel and Transportation Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

REQUEST FOR LEAVE EXTENSION:

 

Franklinton Jr. High School: Linda Sandifer, Special Education Teacher, Request for an additional seven (7) days of Extended Sick Leave, effective March 5, 1992, through March 13, 1992. (Presently on Extended Sick Leave through March 4, 1992)

 

Pine School: Dale Breland, Janitor, Request for extension of Leave Without Pay through May 1, 1992 (an additional forty-four (44) days). The Board had originally granted Leave Without Pay through March 2, 1992.

 

REQUEST FOR LEAVE:

 

Franklinton Primary School: Mary M. Mobley, Speech Therapist, Sick Leave effective April 27, 1992, through May 19, 1992 (1/2 day) - 16 1/2 days, and Extended Sick Leave effective May 19, 1992 (1/2 day), through May 22, 1992 3 1/2 days, for a total of 20 days.

 

EMPLOY:

 

Franklinton Primary School: Maxie James, Pre-School, Non-Categorical Special Education Paraprofessional, effective March 10, 1992, and for the remainder of the 1991-92 school year only.

 

Franklinton Primary School: Rebecca Foley, Pre-School, Non-Categorical Special Education Paraprofessional, effect­ive March 16, 1992, and for the remainder of the 1991-92 school year only.

 

Franklinton Elementary School: Christine Magee, Chapter I Teacher, effect­ ive January 15, 1992, through May 29, 1992 (fill-in for Thelma Hart who is on sabba­tical leave).

 

CHANGE OF EMPLOYMENT STATUS:

 

Angie Jr. High School: Oscar Thompson, currently Part-time Janitor, to Full-time Janitor effective March 16, 1992.

 

RESIGNATION:

 

Angie Jr. High School:

Paul Dykes, Janitor, Resignation effective January 15, 1992.

 

TRANSPORTATION ADJUSTMENTS

 

FRANKLINTON SCHOOLS (SPECIAL EDUCATION):  Extend the route of Violonia Edwards .8 mile one way to pick up child of Mary Fowler. Effective date: February 10, 1992.

 

Extend the route of Faye Newman 6.6 miles one way to pick up child of Martha Cook. Effective date: February 14, 1992.

 

MT. HERMON SCHOOL: Extend the route of Viola Bennett .9 mile one way to pick up child of Tojuana McGee. Effective date: February 3, 1992.

 

Extend the route of Leontine Wascom 20.5 miles one way due to detour (bridge out). Effective dates: January 8, 1992, through February 11, 1992.

 

WESLEY RAY ELEMENTARY SCHOOL: Extend the route of Mary K. Knight 5.6 miles one way to pick up child of Inez Weary and child of Brett Seals. Effective date: January 23, 1992.

 

Motion carried unanimously.

 

After hearing a report on bids for Franklinton High School parking lot, it was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board award the contract to Covington Paving Co., Inc., who submitted the low bid, meeting specifications, of $17,352.00. FOR: Jimmie Corkern, John Dawsey, Sue Jones, B. H. Barker, Harold Smith, Richard N. Thomas, and Joe Whaley, AGAINST Bob Bateman, Motion carried. Mr. Whaley suggested that, upon completion of the parking lot, students be char ged for parking. Principal Mike Henley will discuss this matter with school personnel and report back to the Board.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board approve the central office committee's recommendation and adopt official guidelines for implementation of pilot sex education program in grade 10 at Mt. Hermon School for the 1992-93 school year. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board move the April 23 1992, board meeting to April 30, 1992. Motion carried unanimously.

 

Board members were given a working copy of a position statement regarding bus operators who do not have valid CDL licenses by April 1, 1992, deadline.

 

On motion by Joe Whaley, seconded by Richard N. Thomas, and unanimously carried, the Board adjourned.
