The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.
It was moved by B. H. Barker, seconded by Richard N. Thomas, that the Board adopt the minutes of the January 23, 1992, board meeting, as submitted to each board member. Motion carried unanimously.
It was moved by Bob Bateman, seconded by John Dawsey, that the Board open bids received for the purchase of library books. Motion carried unanimously.

Special Education: Extend the route of Mary Simmons 2.6 miles one way to pick up child of Patricia Sommerfeld. Effective date: January 28, 1992.
Special Education: Extend the route of Violonia Edwards 4.3 miles one way to pick up child of Lena Magee. Effective date: January 6, 1992.

It was moved by B. H. Barker., seconded by Richard Thomas, that the Board grant Sabbatical Leave for Rest and Recuperation for the Spring semester of the 1991-92 school year (retroactive to January 15, 1992) to Thelma Hart, Chapter I Teacher, Franklinton Primary School. FOR: Jimmie Corkern, John Dawsey, B. H. Barker, Bob Bateman, Richard Thomas, Harold Smith* and Joe Whaley. AGAINST: Sue Jones. Motion carried.
Upon the recommendation of Superintendent Brown, it was moved by Jimmie Corkern., seconded by B. H. Barker, that the Board authorize advertisement for bids for labor and materials for construction of an asphalt parking lot at Franklinton High School. Motion carried unanimously. Bids will be accepted until March 12, 1992, at 6:30 P.M., at which time they will be opened and considered during the regular meeting.
Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by Joe Whaley, that the Board reinstate the policy of requiring a high school diploma or General Equivalency Diploma for all non-instructional positions effective February 13, 1992, for all new employees. Motion carried unanimously.
It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board enter into agreement with the Washington Parish Police Jury for the use of parish system lunchrooms for the Summer Food Program, and authorize Superintendent Brown to negotiate to have 100% of all utilities paid by sponsoring agency
(WP Police Jury) rather than 80%, as stipulated in contract. Motion carried unanimously. The following school cafeterias will be used: Angie Jr. High, Franklinton Primary, Pine, Thomas, Wesley Ray, and Varnado High. The Summer Food Program will be conducted June 8, 1992, through July 31, 1992.
Superintendent Brown announced that the week of February 9-15, 1992, has been declared Vocational Education Week in Louisiana.
The Board authorized Superintendent Brown to review Whittle Educational Network's Channel One program for use at Franklinton Jr. High School (at the school's request). Channel One is a 12-minute daily news-and-information program carefully designed to make the news relevant to the concerns and studies of teenagers. In order to receive and show Whittle Educational Network programming, each school is provided with video equipment free of charge, along with free maintenance of equipment.
According to a report from Mrs. Jackie Smith, Supervisor of School Food Service, all lunchrooms made a profit during the month of January, 1992.
Following a report and recommendation from Mr. T. J. Butler, Jr., it was moved by Sue Jones, seconded by John Dawsey, that the Board award contracts for the purchase of library books as follows: Publisher: Children Press, Flat Discount Bid of 35%; Jobber: Brodart, Inc, Flat Discount Bid of 26.5%; Bindery: Permabound Books, Flat Discount Bid of 28%. Contract Period: February 13, 1992, through June 30, 1992. Motion carried unanimously.
It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adjourn.
