The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Susanne Jones, Bringier H. Barker, Bob Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by John Dawsey. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by Bob Bateman, seconded by Joe Whaley, that the Board adopt the minutes of the December 12, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by Sue Jones, seconded by Bob Bateman, that the Board adopt the proposed policy for employment of bus operators. B. H. Barker offered an amendment to revise page 2, paragraph 2, to read, "A parishwide list of Washington Parish School System certified drivers will be prepared each year. Bus operators will be hired from the certified list of the Washington Parish School System. Drivers who live in the school district where vacancy occurs will be given first priority." Jimmie Corkern seconded the amendment. (Note: Proposed policy, page 2, paragraph 2, reads, "A parishwide list of Washington Parish School System certified drivers will be prepared each year. Bus operators will be hired from the certified list of the Washington Parish School System rather than by districts. Drivers who live in close proximity to the beginning of the route will be given first consideration.") Vote on amendment was as follows: FOR: Jimmie Corkern, B. H. Barker, Richard N. Thomas, and Harold Smith. AGAINST: John Dawsey, Sue Jones, Bob Bateman, and Joe Whaley. AMENDMENT DEFEATED. Vote on original motion was as follows: FOR: John Dawsey, Sue Jones, Bob Bateman, and Joe Whaley. AGAINST: Jimmie Corkern, B. H. Barker, Richard N. Thomas, and Harold Smith. MOTION DEFEATED. Following discussion, it was moved by B. H. Barker, seconded by John Dawsey, that the Board adopt the proposed policy with revision indicated earlier. Before a vote was taken, Mr. Barker withdrew his motion, and Mr. Dawsey withdrew his second to the motion.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Joe Whaley, that the Board approve the following Personnel and Transportation Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

TRANSPORTATION ADJUSTMENTS

 

Franklinton Schools: Extend the route of Roger Moran .5 mile one way to pick up the children of Roger Thames. Effective date: January 6, 1992.

 

Mt. Hermon School: Extend the route of Hardy Smith .6 mile one way to pick up Christine and Chris Duncan, children of Mrs. Joan Duncan. Effective date: December 19, 1991.

 

Motion carried unanimously.

 

Upon the recommendation of Director of Finance Adren Raybourn, it was moved by B. H. Barker, seconded by Sue Jones, that the Board approve the following allocation to schools for the 1991-92 fiscal year operating budgets:

It was moved by Sue Jones, seconded by John Dawsey, that the Board approve the following Special Education contract:

 

Contract with Dr. Richard 0. Bessent and Dr. Stephen R. Meyer, licensed Opthalmologists, to provide opthalmological examinations to students referred by the Special Education Department, at a rate of $50.00 per examination and report. Contract period: July 1, 1991, through June 30, 1992.

 

Motion carried unanimously.

 

As a matter of record, Superintendent Brown reviewed a policy adopted by the Board on October 13, 1983, concerning the banning of a person from being present at any Washington Parish School Board activity which is generally open to the public, subsequent to that person creating a disturbance or disrupting a school activity sufficiently that it becomes necessary to ask that person to remove himself from the schoolsponsored activity. Superintendent Brown had received a request from the Principal, Mt. Hermon School, to ban an individual due to his misconduct at a recent activity. Superintendent Brown will advise that individual that he is being banned.

 

Superintendent Brown reported that applications will be accepted January 10-17, 1992, for a temporary part-time (312 hrs. per day) position as lunchroom clerk at Franklinton High School. Mrs. Jackie Smith, School Food Service Supervisor, will make a recommendation for filling the position at the next board meeting.

 

Superintendent Brown reminded the Board of the tenure hearing for Delores Peters scheduled for January 14, 1992, at 4:00 P.M.

 

Dr. Schilling informed the Board that applications for a Licensed Practical Nurse or a Registered Nurse for a nursing position in the Special Education Department will be accepted January 13-17, 1992. A recommendation for filling the position will be made at the next board meeting.

 

The Board requested that letters of condolence be sent to the families of recent accident victims.

 

Following a report by Anthony Triola on commercial drivers license requirements, it was moved by B. H. Barker, seconded by Bob Bateman, that the Board authorize Superintendent Brown and Anthony Triola to send letters (certified, return receipt requested, to be signed by addressee only) to bus operators and bus operator substitutes who have not yet obtained their CDL stating that they must meet the CDL requirements by the April 1, 1992, deadline or they will not be allowed to drive a bus. Motion carried unanimously.

 

On motion by Joe Whaley, seconded by Richard Thomas, and unanimously carried, the Board adjourned.
