The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Susanne Jones, Bob Bateman, Richard N. Thomas, and Joe Whaley. Absent: Bringier H. Barker. The meeting was called to order by President Smith. Invocation was given by Dale Varnado. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by Joe Whaley, seconded by Sue Jones, that the Board adopt the minutes of the November 14, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

Participating in an informative presentation on the Model Career Options Program (MCOP) were the following individuals: Mary Jones, Supervisor, Linda Fortenberry, MCOP Teacher at Mt. Hermon School, Pam Richardson, MCOP Teacher at Franklinton High School, Paris Sumrall, MCOP Teacher at Angie Jr. High School, Karen Spears, Principal, Franklinton Elementary School, who is a member of the statewide MCOP Strategic Planning Team, and Melanie Kennedy, MCOP Pilot Teacher last school year. The Model Career Options Program is a provision of the Children First Act, and its intent is to retain competent, effective, and experienced teachers in Louisiana's public elementary and secondary school classrooms. Resources are to be focused on "providing additional compensation to eligible teachers who undertake expanded duties."

 

It was moved by Bob Bateman, seconded by Sue Jones, that the Board adopt the following schedule of School Board meetings for 1992:

At the request of Dr. Pamela Williford, it was moved by John Dawsey, seconded by Jimmie Corkern, that the Board approve a Special Education IDEA Budget Revision, F/Y 1991-92. Motion carried unanimously.

 

At the request of Dr. Williford, it was moved by Sue Jones, seconded by Joe Whaley, that the Board approve a Special Education Pre-School Budget Revision, F/Y 1991-92. Motion carried unanimously.

 

At the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by Richard Thomas, that the tenure hearing for Delores Peters, Bus Operator, which was previously scheduled for December 10, 1991, at 4:00 P.M., be re-scheduled for January 14, 1992, at 4:00 P.M., at the School Board Office. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Jimmie Corkern, seconded by Bob Bateman, that the Board approve the following Personnel and Transportation Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

 

PERSONNEL ADJUSTMENTS RETIREMENT RESIGNATION:

 

           Angie Jr. High School: Katherine Johnson, Regular Teacher, Retirement Resignation effective January 14, 1992.

 

REQUEST FOR LEAVE:

 

           Angie Jr. High School: William R. Brignac, Jr., Regular Teacher, Military Leave effective December 9, 1991, through Decem­ber 20, 1991 (10 days).

 

REQUEST FOR SABBATICAL LEAVE:

 

           Franklinton, Jr. High School: Connie Ingram, Regular Teacher, Sabbatical Leave for Rest and Recuperation effective the Spring semester of the 1991-92 school year.

 

REVISION OF SICK LEAVE:

 

           Franklinton, High School:Toni Y. Tate, Part-time School Clerk – Change dates of Sick Leave granted at September 26, 1991, board meeting from November 6, 1991, through January 8, 1992 (30 days), to October 21, 1991, through December 6, 1991 (29 days).

Angie Jr. High School: Marilyn Brumfield, Regular Teacher, effective January 15, 1992, and for the remainder of the 1991-92 school year only (replacing Katherine Johnson).

 

Enon Elementary School: Jackie W. Jenkins, Regular Teacher, effective January 15, 1992, and for the remainder of the 1991-92 school year only (fill-in for Cindy Stafford who will be on sabbatical leave).

 

Franklinton Elementary School: Stephanie Smith, Special Education Teacher, effective January 15, 1992, and for the remainder of the 1991-92 school year only.

 

Franklinton, Elementary School: Vicki Boone, Regular Teacher, effective January 6, 1992, and for the remainder of the 1991-92 school year only.

 

TRANSPORTATION ADJUSTMENTS

 

FRANKLINTON SCHOOLS: Extend the route of Aulton Carter 2.2 miles one way to pick up Barret Harmon, son of Mrs. Eva Harmon. Effective date: November 15, 1991.216

 

FRANKLINTON SCHOOLS (Special Education): Extend the route of Violonia Edwards 5.1 miles one way to pick up Lance Duncan, son of Mrs. Teresa Duncan. Effective date: December 3, 1991.

 

FRANKLINTON SCHOOLS: Extend the route of Wilda Rhoden 4.8 miles one way due to detour. Effective date: November 15, 1991.

 

FRANKLINTON SCHOOLS: Extend the route of Michael Sharp 2.6 miles one way to pick up Sonny Mizell, son of Johnnie Mizell. Effective date: December 2, 1991.

 

MT. HERMON SCHOOL: Extend the route of Louise Holmes 1.2 miles one way to pick up Frank and Anthony Currera, who are under the guardianship of Vaughn Perret. Effective date: December 9, 1991.

 

Motion carried unanimously.

 

On motion by Bob Bateman, seconded by Sue Jones, and unanimously carried, the Board denied a request from Nancy Dear for sabbatical leave for the Spring semester of the 1991-92 school year because it did not meet all requirements.

 

It was moved by Jimmie Corkern, seconded by John Dawsey, that the Board transfer from the General Fund to Mt. Hermon General Account the amount of $40,725,00, which represents proceeds from the sale of Vernon School Property. Motion carried unanimously.

 

Adren Raybourn, Director of Finance, updated the Board on progress by the sales/use tax committee. The committee recently met and established the name, "Washington Parish Sales/Use Tax Centralization Committee," and chose Mr. Raybourn as its Chairperson. At the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by Joe Whaley, that the Board approve the appointment of Adren Raybourn as the Board's representative on the committee. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by John Dawsey, that the Board authorize advertisement for bids for the purchase of Special Education Secondary Textbooks. Bids will be received until 4:00 P.M., January 16, 1992. Bids will be opened January 17, 1992, and a recommendation will be made at the January 23, 1992, board meeting. Motion carried unanimously.

 

It was moved by John Dawsey, seconded by Jimmie Corkern, that the Board adopt policy GBJA - Demotion for inclusion in the Washington Parish School Board Policy Manual, as follows:

 

DEMOTION

 

The Board, in accordance with state law, shall provide for an investi­gation of an employee, in cases where the Board has made a public announcement that an employee may be disciplined by a demotion in job description or job assignment, whether or there is an accompanying reduction in pay. Not later than thirty (30) days after the conclusion of the investigation and prior to any Board action to implement such demotion, the employee may appear, if he so determines, before the School Board in open session and be given a reasonable time, as determined by the Board, to comment on the invest­igation and any actions taken or proposed to be taken involving the employee.

 

These provisions shall not be applicable to any reduction in force initiated by the Board.

Motion carried unanimously.

 

It was moved by Joe Whaley, seconded by Richard Thomas, that the Board place Terri M. Manning, Temporary Part-time School Clerk at Franklinton Jr. High School, who is being paid by the school, on payroll Whenever an individual's salary received reaches $600-00 annually, such individual must be placed on payroll in order for Social Security to be withheld. 'Motion carried unanimously. Mrs. Manning will continue to be paid with school funds.

 

According to Superintendent Brown, the Board will consider a proposed policy for employment of bus operators at the January 7, 1992, board meeting.

 

It was moved by Bob Bateman, seconded by Sue Jones, that the Board allow Mrs. Bobbie Crain to address the Board. Motion carried unanimously. Mrs. Crain voiced concerns about the Franklinton High School Girls Basketball program. It was determined that Mrs. Crain would contact Principal Mike Henley who would schedule a meeting with the parties concerned and notify Superintendent Brown of the arrangements.

 

On motion by Bob Bateman, seconded by Joe Whaley, and unanimously carried, the Board adjourned.
