The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas., and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by 'B. H. 'Barker, seconded by John Dawsey, that the Board adopt the minutes of the October 24, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

Mrs. Anita Wood, Teacher at Pine School and President of the Washington Parish Reading Council, presented an informative report on the organization. She then introduced Mrs. Juanita Barker who presented a literacy video made by the local council. On behalf of the Board, President Smith commended the council on the video and the promotion of reading.

 

Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by John Dawsey, that the Board approve the following Personnel and Transportation Adjustments:

 

PERSONNEL ADJUSTMENTS RESIGNATION:

 

Thomas Jr. High School: Dru Scoggins, Regular Teacher (temporarily employed), effective November 1, 1991.

 

Thomas Jr. High School: Clara R. Hammond, Part-time School Clerk, effective November 15, 1991.

 

Varnado High School: Charlette W. Fornea, Regular Teacher, effective NovemĀ­ber 1. 1991.

 

REQUEST FOR SABBATICAL LEAVE:

 

Enon Elementary School: Cindy P. Stafford, Regular Teacher, Sabbatical Leave for Professional Improvement effective the Spring semester of the 1991-92 school year (January 15, 1992, through May 29, 1992).

Angie-Wesley Ray Schools: Timothy Duncan, Bus Operator, effective November 15, 1991.

REQUEST FOR LEAVE:

 

Franklinton Jr. High School: Mary W. McCullen, Regular Teacher, Sick Leave effective September 25, 1991, through October 21, 1991 (16 days), and Extended Sick Leave effective October 22, 1991, through October 29, 1991 (6 days), for a total of 22 days.

 

TRANSPORTATION ADJUSTMENTS

 

Franklinton Schools: Extend the route of Billy Joe Dillon 4.6 miles one  way to pick up Kelly Morton, child of Steve Morton.

Extension includes detour mileage, also. Effective date: October 10, 1991.

 

Franklinton Schools (Special Education): Extend the route of Juanita Tullos 3.0 miles one way to pick up Ashley Crain, child of Brent Crain. Effective date: November 12, 1991.

 

Franklinton Schools: Extend the route of Gilda McCain .8 mile one way due to detour. Effective date: November 5, 1991.

 

Mt. Hermon School: Reduce the route of Albert Lebo 3.1 miles one way -overload adjustment. Effective date: October 21, 1991.

 

Thomas Jr. High School: Extend the route of Ottis Barber 1.0 mile one way to pick up Jeremy Rawls, son of Joey Rawls. Effective date: October 24, 1991.

 

Varnado High School: Reduce the route of Mary Knight 7.1 miles - students no longer on route. Effective date: November 6, 1991.

 

Motion carried unanimously.

 

Superintendent Brown reported that payment in the amount of $5,091 has been made to the Minimum Foundation Commission, which represents the first year's cost to the system in the lawsuit by state school systems to obtain a new, equitable formula for a minimum foundation of education.

 

Superintendent Brown announced that parish taxing authorities will meet again November 22, 1991, at 10:00 A.M., at the WPSB Office to discuss formation of a central sales tax collection agency.

 

It was moved by Bob Bateman, seconded by Joe Whaley, that the Board approve inclusion of the policy, "Procedures for Selection of Support Personnel," in the Washington Parish School Board Policy Manual (adopted July 25, 1991). Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Susanne Jones, that the Board support a Proclamation by Governor Roemer proclaiming November 19, 1991, as Community Education Day in the State of Louisiana. Motion carried unanimously.

 

Superintendent Brown reported that the Second District Superintendents (12 parishes), along with transportation supervisors and business officials, met November 13, 1991, and heard a presentation on Act 6 by Pat Cosper -.

 

The Louisiana School Employees Retirement System and Ms. Linda Yelverton of the State Treasurers Office/Social Security.

 

It was moved by Bob Bateman, seconded by John Dawsey, that the Board enter into Executive Session for the purpose of discussing a personnel matter. Motion carried unanimously.

 

It was moved by B. H. Barker., seconded by Joe Whaley, that the Board go out of Executive Session. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Richard Thomas, that the Board employ Attorney Joe Bertrand as Hearing Officer for the December 10, 1991, tenure hearing for Delores Peters. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by John Dawsey, that the Board adjourn. Motion carried unanimously.
