The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Bringier H. Barker., Bob D. Bateman, and Richard N. Thomas. Absent: Susanne Jones and Joe Whaley. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board adopt the minutes of the October 10, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

Dr. Guy Schilling, Assistant Superintendent, assisted by Principals Edward Deas, Pine School, Richard Kennedy, Angie Jr. High School, and Michael Henley,, Franklinton High School, presented Washington Parish Outstanding Teacher Awards to the following teachers:

 

Outstanding Elementary Teacher Anita Wood, Pine School

Outstanding Junior High Teacher Regina Skiffer, Angie Jr. High School

Outstanding High School Teacher Pamela Richardson, Franklinton High School

 

Dr. Schilling and the Board commended these honored teachers on the outstanding work they are doing in their classrooms.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Bob Bateman, that the Board approve the following Personnel and Transportation Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

 

PERSONNEL ADJUSTMENTS REQUEST FOR LEAVE:

 

Franklinton Jr. High School:  Connie Ingram, Regular Teacher, Extended Sick Leave effective October 14, 1991, through November 22, 1991 (26 days).

 

EMPLOY:

 

Thomas Jr. High School:  Christine Thomas, Special Education Teacher, effective October 14, 1991, and for the remainder of the Fall semester only of the 1991‑92 school year (Circular 665).

 

Franklinton Schools:  Ephfon Harvey, Jr., Bus Operator, effective October 25, 1991.

 

TRANSPORTATION ADJUSTMENTS

 

Angie Jr. High School:  Extend the route of Marsha M. Miley .7 mile one way to pick up Brandon Slade, son of Mrs. Crissy Slade.Effective date: September 18, 1991.

                                                              

Enon Elementary:  Extend the route of Ann K. Jenkins .9 mile one way to pick up Jared Mizell, son of Robert Mizell.  Effective date: October 1, 1991.

 

Franklinton Schools:  Extend the route of Violonia Edwards 4.8 miles one way to pick up Calvin Brock, son of Mrs. Ella Mae Brock. Effect­ive date: October 21, 1991.

                                                          

Deduct .6 mile one way from the route of Roger Moran (detour no longer necessary). Effective date: October 1, 1991.

 

Extend the route of Faye Newman 1.8 miles one way (detour bridge out). Effective date: September 9, 1991.

 

TRANSPORTATION ADJUSTMENTS

 

Mt. Hermon School:  Extend the route of Albert Lebo 3.9 miles one way to pick up Michelle, Brian, Fennie, and Michael Riley, children of Mrs. Helen Riley; Aaron Freeman, son of Mrs. Ann Holliday; Crystal, Stephanie, and Luther Watson, children of Mrs. Sharon Watson; and Michael and Melissa Walker, children of Mrs. Beverly Taylor. Effective date: October 21, 1991.

 

Motion carried unanimously.

 

Pursuant to a request from Mrs. Charlette Fornea, Regular Teacher, at Varnado High School, for a leave without pay effective immediately and for the remainder of the 1991‑92 school year, upon the recommendations of Superintendent Brown and Dr. Schilling, it was moved by John Dawsey, seconded by Jimmie Corkern, that the Board grant leave without pay to Mrs. Charlette Fornea only if a certified teacher can be located to replace her, and the leave will be effective whenever a certified teacher is placed in her position. Motion carried unanimously. Superintendent Brown and Dr. Schilling were authorized to place an individual in the position if a certified one could be located, and formal approval will be given at the next board meeting.

 

Superintendent Brown informed the Board that the Town of Franklinton has given notice that effective November 1, 1991, it will no longer be able to handle any funding for the four (4) school crossing guards. The Town has been sharing the cost with the school board by paying one‑half the total cost. It was moved by Bob Bateman, seconded by B. H. Barker, that the Board write a letter to the Town of Franklinton asking that its position be re‑considered. Motion carried unanimously.

 

Superintendent Brown gave the Board information on Act 6 passed by the Legislature during the 3rd Extraordinary Session of 1991. This Act was initiated by the State of Louisiana to combat a problem created by an Internal Revenue Service regulation which requires any person employed 20 hours or less per week to contribute to Social Security. The State, after reviewing this regulation, realized that for those persons who were active contributing members of a state retirement system working 20 hours or less per week, the employing agency would be required to make contributions on behalf of the employee to both the retirement system and to Social Security. This would have caused a large increase in the cost of employee benefits. Thus, Act 6 was passed to remove those persons with less than 10 years of service working 20 hours or less a week from eligibility for membership in the state retirement systems.

 

It was moved by Bob Bateman, seconded by Richard Thomas, that the Board write a letter of appreciation to the Washington Parish Fair Rodeo Committee for sponsoring the Exceptional Rodeo on Thursday night of the fair. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board enter into Executive Session for the purpose of discussing a personnel matter. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by Richard Thomas, that the Board go out of Executive Session. Motion carried unanimously.

 

Upon the recommendation of the Superintendent, it was moved by Bob Bateman, seconded by B. H. Barker, that a tenure hearing be called for Delores Peters,Bus Operator in the Washington Parish School System, on December 10, 1991, at 4:00 P.M., at the Washington Parish School Board Office, 800 Main St., Franklinton, Louisiana, and that the Superintendent be authorized to give written notice of the charges to Delores Peters in accordance with the Louisiana tenure law, LA R.S,. 17:441. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board adjourn. Motion carried unanimously.
