Franklinton, Louisiana

The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, and Richard N. Thomas. Absent: Joe Whaley. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board Attorney Wayne Kuhn and guests.

 

It was moved by Bob Bateman, seconded by John Dawsey, that the Board adopt the minutes of the September 12, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

Relative to the first three (3) items on the agenda consider quotations received for (1) Property Insurance, (2) General Liability Insurance, and (3) Fleet Insurance for the period October 1. 1991, through September 30, 1992 - - Superintendent Brown introduced Mr. Bud Breithaupt of Mor-Tem Risk Management Services, Inc., provider of the system's insurance

consultation services, who reviewed quotations his company had received.

 

Quotations were received from Moore & Jenkins, Franklinton, LA, William McGehee, Bogalusa, LA, Southwest LA, Lake Charles, LA, Broussard, Bush & Hurst, Baton Rouge, LA, A & A, New Orleans, LA, and 1st. of Marksville, Marksville, LA. His recommendation was that all coverage be placed with Southwest LA Agency at a total premium of $177,480. It was moved by Bob Bateman, seconded by Susanne Jones, that Property, General Liability and Fleet insurance be placed with Southwest LA Agency at a premium of $177,480 for coverage effective October 1, 1991, through September 30, 1992.

 

Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board approve the following Personnel Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

 

PERSONNEL ADJUSTMENTS RESIGNATION:

 

Varnado High School: Paul A. Meyerchick, Special Education Teacher, Resignation effective September 27, 1991.

 

REQUEST FOR LEAVE:

 

Franklinton High School: Toni Y. Tate, Part-time School Clerk and Part-time JTPA Aide., Sick Leave effective November 6, 1991, through January 8, 1992 (30 days).

 

EMPLOY:

 

Central Office: Evelyn Bickham, Chapter I effective September 16, 1991.

 

Varnado High School: Chris Jenkins, Special Education Teacher, effective September 30, 1991, and for the remainder of the 1991-92 school year only (TTA).

 

Motion carried unanimously.

 

Upon Superintendent Brown's recommendation, it was moved by B. H. Barker, seconded by John Dawsey, that the Board extend the line of credit for the Special Education IDEA budget up to $30,000, to be repaid upon receipt of funds from the State Department. Motion carried unanimously.

 

It was moved by Susanne Jones, seconded by John Dawsey, that the Board approve the following contracts for the Special Education Department:

 

1.  Alan Graham - Pupil Appraisal Coordinator - $100.00 per month for 10 months;

 

2.  Teresa Simpson - Administrative Resource Center Coordinator $50.00 per month for 10 months;

 

3.  Annie Moses - Administrative Resource Center Coordinator - $50.00 per month for 10 months;

 

4.  Dr. James L. Bradford, Otolaryngologist, effective August 15, 1991

 

June 30, 1992 - $35.00 per case;

 

5.  Dr. George Ellis, Pediatric Ophthalmologist, effective July 1, 1991 June 30, 1992 - $75.00 for each examination and report;

 

6.  Meshell Barker, contract for catherization, effective August 15, 1991 - June 6, 1992 - $5.00 per hour.

 

Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by Richard Thomas, that the Board support a proclamation by Governor Roemer proclaiming October 13 through 19, 1991, as Louisiana Safe Schools Week. Motion carried unanimously.

 

Superintendent Brown announced that three (3) parish schools were winners of Louisiana's first attendance awards for public schools, which recognize schools with the highest student attendance when compared with other schools of similar characteristics. Judging was based on each school's attendance as reported on its individual progress profile. The three (3) parish schools are. Angie Jr. High, Varnado High and Mt. Hermon.

 

Superintendent Brown reported that the LSBA Update/regular monthly committee meeting will be held Monday, October 7, 1991, at the Franklinton High School Library beginning at 6:00 P.M.

 

Superintendent Brown reported that the sale of the Franklinton-Enon Consolidated School District bonds had been finalized (9/26/91).

 

At Attorney Kuhn's request, it was moved by Harold Smith, seconded by Bob Batema:n, that a 30-day extension be granted to Plainview Church of Christ Holiness U.S.A. for completing the sale of the Vernon School property. The extended deadline is now October 31, 1991. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board adjourn. Motion carried unanimously.
