The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Jr., Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by Dale Varnado. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Richard Thomas, that the Board adopt the minutes of the August 22, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

Immediately prior to this meeting, a Public Hearing was held on the General Fund Budget, School Food Service Budget, Angie School District Budget, ECIA Chapter 2 Budget, and EESA Title II Budget for the 1991-92 fiscal year. At this time, all the budgets were reviewed by Adren Raybourn, Director of Finance.

 

It was moved by Susanne Jones, seconded by Bob Bateman, that the Board adopt the Tentative General Fund Budget for 1991-92 in accordance with Act 504 of the 1980 Louisiana Legislative Session and in compliance with Louisiana Revised Statutes 17:88. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board adopt the revised increments for coaches, assistant principals, faculty coordinators, band director, school psychologist, and pupil appraisal coordinator as part of the Tentative General Fund Budget for 1991-92. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board adopt the Tentative School Food Service Budget for the 1991-92 fiscal year. Motion carried unanimously.

 

It was moved by Joe Whaley, seconded by John Dawsey, that the Board adopt ,the Tentative Angie School District Budget for the 1991-92 fiscal year. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board adopt the Tentative ECIA Chapter 2 Budget for the 1991-92 fiscal year. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board adopt the Tentative EESA Title II Budget for the 1991-92 fiscal year. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board adopt the following resolution regarding advance refinancing of the Franklinton-Enon bond issue.  (SEE ATTACHED.)  Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board approve the following Personnel Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent;

 

PERSONNEL ADJUSTMENTS RESIGNATION:

 

Franklinton High School: Geneva Bates, Librarian, Resignation effective August 28, 1991

 

RESIGNATION:

 

Mt. Hermon School: Albert Brumfield, Bus Operator, effective September 12, 1991.

 

TRANSFER:

 

Jeanie Matthews, Chapter I Teacher, Franklinton Primary School, to Regular Teacher, Franklinton Primary School, effective August 28, 1991.

 

REQUEST FOR LEAVE:

 

Franklinton Jr. High School: Connie Ingram, Regular Teacher, Sick Leave effective September 3, 1991, through September 9, 1991 (5 days), and Extended Sick Leave effective September 10, 1991, through October 11, 1991 (24 days), for a total of 29 days.

 

REQUEST FOR SABBATICAL LEAVE:

 

Franklinton Jr. High School: Faye V. Miller, Regular Teacher, Sabbatical Leave for Rest and Recuperation effective September 5, 1991, through January 14, 1992.

 

CHANGE OF EMPLOYMENT STATUS:

 

Thomas Jr. High School: Betty Hughes from Regular Teacher to Acting Principal at Thomas Jr. High School effective September 10, 1991 (duration of appointment depending on outcome of Principal Russell Jackson's sickness).

 

TEMPORARY EMPLOYMENT:

 

Thomas Jr. High School: Dru Scoggins, Regular Teacher, effective September 11, 1991, and for a period to be determined by the outcome of regular principal's sickness (fill-in for Betty Hughes who will be Acting Principal).

 

EMPLOY:

 

Franklinton Primary School: Tonya Warren, Special Education Bus Attendant, effective September 13, 1991.

 

Franklinton Primary School: Thelma Bryant, Special Education Paraprofessional, effective August 29, 1991, and for the remainder of the 1991-92 school year only.

 

Franklinton High School: Noreen Ribaul, Regular Teacher, effective August 28, 1991.

 

Mt. Hermon School: Helen C. McGuire, Regular Teacher, effective September 3, 1991, and for the remainder of the Fall semester only of the 1991-92 school year.

 

Mt. Hermon School: Hattie Brumfield, Bus Operator, effective September 13, 1991.

 

Mt. Hermon School: Barbara Walker, Special Education Paraprofessional, effective September 13, 1991, and for the remainder of the 1991-92 school year only.

 

Motion carried unanimously.

 

Dale Varnado, Coordinator, Testing and Evaluation Program, presented an informative report to the Board an Chapter I students' test scores (preĀ­-test and post-test scores).

 

Dr. Pamela Williford, Supervisor of Special Education, introduced Billy Passman, William Page and J. T. Thomas, members of the Washington Parish Fair Rodeo Committee. They informed the Board of plans for an Exceptional

 

Rodeo to be conducted by PRC personnel on Thursday night of the fair. PartiĀ­cipants will be select exceptional children between the ages of 6-12 years from the Washington Parish and Bogalusa City School Systems.

 

It was moved by Bob Bateman, seconded by Joe Whaley, that the Board authorize Betty Hughes, Acting Principal at Thomas Jr. High School, to sign on checking accounts at Thomas Jr. High School until Russell Jackson returns. Motion carried unanimously.

 

The Board authorized employment of an individual in the position of Chapter I Receptionist/Clerk effective September 16, 1991, pending final approval by the Board at the September 26, 1991, meeting. Interviewing of applicants is scheduled for September 13, 1991.

 

A report from Dr. Schilling revealed last week's student enrollment to be 5,166 students.

 

It was moved by Bob B Bateman seconded by Susanne Jones, that the Board approve the final form of the following policies, previously adopted by the Board, for inclusion in the Washington Parish School Board Policy Manual:

 

1.  File: JGCC - Communicable Diseases

2.  File: BCBG - Voting Method at Board Meetings

3.  File: BC - Meetings

4.  File: BCBD - Agenda Preparation and Dissemination

5.  File: BCBK - Executive Sessions

 

Motion carried unanimously.

 

Bob Bateman reported to the Board on the recent Minimum Foundation Program meeting that he and Superintendent Brown attended, at which time further discussions were held concerning the proposed lawsuit by school systems seeking adequate, equitable funding following the Legislature's refusal to approve the MFP Formula recommended to it by the Board of Elementary and Secondary Education.

 

B. H. Barker reported that the Louisiana School Boards Association will hold a training session for board members, central office staff, principals, and other interested parties on October 7, 1991, at 6:00 P.M., at the School Board Office.

 

On motion by John Dawsey, seconded by Richard Thomas, and unanimously carried., the Board adjourned.
