The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, Susanne Jones, Bringier H. Barker, Bob D. Bateman, Richard N. Thomas, and Joe Whaley. Absent: John Dawsey. The meeting was called to order by President Smith. Invocation was given by Freddie Jefferson. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board adopt the minutes of the August 8, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board open bids received for the sale of Vernon School property. Motion carried unanimously. President Smith opened the sole bid received which was submitted by Plainview Church of Christ Holiness U.S.A. in the amount of $41,000.00. It was moved by B. H. Barker, seconded by Bob Bateman, that the Board accept the bid of $41,000.00 submitted by Plainview Church of Christ Holiness U.S.A. Motion carried unanimously. It was moved by Bob Bateman, seconded by Susanne Jones, that the Board adopt the following resolution: SEE ATTACHED. Motion carried unanimously.

 

It was moved by Bob Bateman, seconded by B. H. Barker, that the Board approve the Franklinton High School 1991-92 Student Handbook. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by Susanne Jones, seconded by Joe Whaley, that the Board approve the following Personnel Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

Franklinton High School: Wilkie Hornsby, Regular Teacher, Resignation effective August 14, 1991.

 

Franklinton High School: Dewitt Perry, Regular Teacher, Resignation effective August 14, 1991.

 

Franklinton Schools: Nettie B. Tate, Special Education Bus Attendant, Resignation effective September 2, 1991.

 

Central Office: Patricia Lowe-Rice, Chapter I Receptionist/Clerk, Resignation effective September 4. 1991.

 

RETIREMENT RESIGNATION:

Franklinton Primary School: Betty Carter, Special Education Teacher, Disability Retirement Resignation effective August 16, 1991 (waiver of provisions under 715).

 

REQUEST FOR LEAVE:

 

Enon Elementary School: Bettye M. Talley, Regular Teacher, Sick Leave effective August 14, 1991, through August 30, 1991 (13 days), and Extended Sick Leave effective September 3, 1991, through September 25, 1991 (17 days), for a total of 30 days).

Motion carried unanimously.

 

Director of Finance Adren Raybourn made the Board aware of the following meetings:

 

(1)September 3, 1991, 6:00 P.M. - Special committee meeting to review the 1991-92 General Fund Budget;

 

(2)September 6, 1991, 10:00 A.M., Media Center - Meeting of sales tax authorities within the parish to discuss formation of a centralized sales tax collection agency to comply with recent legislation;

 

(3)September 12, 1991, 6:00 P.M. - Public Hearing on the 1991-92 General Fund Budget.

 

It was moved by B. H. Barker, seconded by Jimmie Corkern, that the Board authorize Superintendent Brown to enter into the following Job Training Partnership Act (JTPA) contracts for the 1991-92 school session effective August 14, 1991, and ending May 29, 1992 (Hours worked during contract period will be after regular school hours):

 

(1) Bobby Pierce, Coordinator of Program and Counselor 324 hours - $6,480.00;

 

(2) Anthony Triola, Counselor - 180 hours - $3,600.00;

 

(3) Frank Green, Instructor (Franklinton High School.) $30,142. 00.

 

(4) Ann Harrell, English Evaluator (Franklinton High School) - 144 hours $2,160.00;

 

(5) Toni Tate, Part-time Instructor's Aide (Franklinton High School) $4,390.00;

 

(6) Stan Tupman, Instructor (Mt. Hermon School) - $20,000.00;

 

(7) Linda Fortenberry,     English Evaluator (Mt. Hermon) - 144 hours $2,160.00;

 

(8) Glory Davis, Instructor (Varnado High School) - $30,142.00;

 

(9) James Thigpen, Math Evaluator (Varnado High School) - 144 hours $2,160.00.

 

Motion carried unanimously.

 

It was moved by Susanne Jones that a letter of resignation from Dewitt Perry be read. The motion died for lack of a second.

 

Following a report by B. H. Barker on the recent Louisiana School Boards Association Legislative Update meeting, it was agreed that Mr. Barker would arrange to have LSBA personnel come to Washington Parish and meet with school board members, central office staff, principals and interested parents to inform them of new laws passed during the last legislative session.

 

It was moved by Jimmie Corkern, seconded by B. H. Barker, that the Board enter into Executive Session for the purpose of discussing a personnel matter. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by Richard Thomas, that the Board go out of Executive Session. Motion carried unanimously.

 

On motion by Bob Bateman, seconded by Richard Thomas, and unanimously carried, the board adjourned.

EXCERPT FROM THE MINUTES OF THE WASHINGTON PARISH SCHOOL BOARD TAKEN AT A REGULAR MEETING HELD IN THE SCHOOL BOARD OFFICE, FRANKLINTON, LOUISIANA, ON THURSDAY, AUGUST 22, 1991.

 

It was moved by Bob Bateman, seconded by Susanne Jones, that the Board adopt the following resolution:

 

R E S 0 L U T 1 0 N

 

BE IT RESOLVED that the Washington Parish School Board has the bid of Plainview Church of Christ Holiness U.S.A., which is in excess of the appraised value obtained by the Washington Parish School Board, the bid being the amount of $41,000.00, and subject to the terms and conditions as advertised and under such other terms and conditions as the board president may deem advisable and in the best interest of the Washington Parish School Board,, the board herein approves the sale of the property described herein to the Plainview Church of Christ Holiness U.S.A. The board president is herein authorized to sell on behalf of this board, under such terms and conditions and for such consideration as he, in his sole discretion, deems in the best interest of this board, and to sign any and all papers and documents, and to do and to make everything necessary to properly accomplish the desired objectives, in the name of Washington Parish School Board in following described property, to-wit:

 

THOSE CERTAIN PORTIONS OF GROUND, together with all the buildings and improvements thereon, and all of the rights, ways, privileges, servitudes, advantages, and appurtenances thereunto belonging or in anywise appertaining, located in Washington Parish, Louisiana, more particularly described as follows, to-wit:

 

FIRST: Three acres of land in the Southeast corner of the Southwest Quarter of Southeast Quarter (SW 1/4 of SE 1/4) Section 10, Township 2 South, Range 9 East, surveyed to form a square of equal sides of five (5) chains fifty-five (55) links each.

 

SECOND: A portion of land in the Southwest Quarter of the Southeast Quarter (SW 1/4 of SE 1/4) Section Ten, Township Two (2) South. Range Nine (9) East, Greenburg District, Louisiana, more particularly described as follows, to-wit: Commence at the Southeast corner of Section 10, Township 2 South, Range 9 East, and run South 89 degrees 45 minutes West along South line of said Section 10, 1337.7 feet to an iron pipe; thence run North 0 degrees 15 minutes West 366.3 feet to an iron pipe, which said point is the Northeast corner of that certain" property-surveyed by R. Porter, Civil Engineer, on January 26, 1960, containing 3.08 acres and belonging to the Washington Parish School Board; thence run South 89 degrees 45 minutes-West 12.2 feet to a corner, the POINT OF BEGINNING: thence run North 11.7 feet to a corner; thence run West 55.5 feet to a corner; thence run South 8.5 feet to the North line of property owned by Washington Parish School Board; thence run East along the said North line back to-the POINT OF BEGINNING...

 

THIRD: 4.7 acres of land lying and being located in Section 10, Township 2 South, Range 9 East, Washington Parish, Louisiana, and being-more fully described as follows: Commencing-at the Southeast corner of Section 10 of the above mentioned Township and Range, thence South 89 degrees 45 minutes West 989.0 feet to the POINT OF DEPARTURE: thence continue South 89 degrees 45 minutes West 330.8 feet; thence North 648.0 feet; thence North 89 degrees 45 minutes East 301.9 feet; thence South 0 degrees 48 minutes East, 649.0 feet to the POINT OF DEPARTURE. All as per survey by Lowell E. Cummings, Registered Surveyor, under date of July 7, 1959.
