The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Susanne Jones, Bob D. Bateman, and Richard N. Thomas. Absent: Bringier H. Barker and Joe Whaley. The meeting was called to order by President Smith. Invocation was given by John Dawsey.

 

President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by John Dawsey, seconded by Bob Bateman, that the Board adopt the minutes of the July 25, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

Upon the recommendation of Mrs. Jackie Smith, School Lunch Supervisor, it was moved by Susanne Jones, seconded by Jimmie Corkern, that the Board award the contract for the purchase of Milk for the School Lunch Program for the 1991-92 school year to Dairy Fresh Corporation, who submitted the following firm bids:

Upon the recommendation of Superintendent Brown, it was moved by Bob Bateman, seconded by Susanne Jones, that the Board approve the following Personnel Adjustments, as presented by Dr. Guy Schilling, Assistant Superintendent:

Mt. Hermon School: Colston Martin, Jr., Bus Operator, Leave Without Pay, effective August 15, 1991, through November 13, 1991 (60 days).

 

Wesley Ray Elementary School: Laurie B. Pittman, Regular Teacher, Sick Leave effective September 16, 1991, through September 27, 1991 (10 days), and Extended Sick Leave effect­ive September 30, 1991, through October 30, 1991 (20 days), for a total of 30 days.

Motion carried unanimously.

 

The Board granted permission to Dr. Schilling to proceed with the process of filling two (2) paraprofessional vacancies and place the selected individuals on the job. The Board will give formal approval of these employees at the August 22, 1991, board meeting.

 

Upon the recommendation of Superintendent Brown, it was moved by Jimmie Corkern, seconded by John Dawsey, that the Board adopt the following resolution: SEE ATTACHED. Motion carried unanimously.

 

Adren Raybourn, Director of Finance, informed the Board of a salary increase for non-instructional employees which the legislature approved in its last session. Act 22 provides for an increase of $600.00 per employee effective September 1, 1991. Employees will receive 5/6 ($500) the 1991-92 fiscal year; employees will receive the full $600.00 the 1992-93 fiscal year.

 

Board members were given copies of the 1991-92 Franklinton High School student handbook containing a new discipline policy, which the Board will be asked to approve at its next meeting.

 

On motion by John Dawsey, seconded by Susanne Jones, and unanimously carried, the meeting was adjourned.

A Resolution authorizing a joint undertaking with the Livingston Parish School Board and other Louisiana school boards to obtain a new, equitable formula for a minimum foundation of education in all public elementary and secondary schools in Louisiana, as guaranteed by Article VIII, Section 13(B) of the Constitution of the State of Louisiana of 1974.

 

WHEREAS, Louisiana has historically made an attempt to "equalize" funding for the education of school children, and the 1974 Louisiana Constitutional specifically guarantees a "minimum foundation program of education" through the adoption and funding of a "formula"; and

 

WHEREAS, despite such constitutional guaranty, the equalization "formula" has been inequitable for many years, with the result that gross disparities exist between the amount spent to educate children, depending upon the place of residence of a child; and

 

WHEREAS, attempts have repeatedly been made to adopt a new, equitable formula but without success; and
